A Message from the Chairman Dear Partners and Friends, On behalf of the children served by Illinois Children s Healthcare Foundation, I want to express my deep appreciation to our grantee partners for helping us fulfill our mission. 2007 marked our fifth year in operation. Since inception, our board has awarded more than $26 million in grants to fund over 150 projects that will have long-lasting impact throughout Illinois. Each underwritten grant is a positive act of our advocacy. Over the last five years, we have focused on three priorities within children s health: oral health, mental health and early screening and diagnosis of children with developmental issues. In 2007, we announced our first major initiative a commitment of $20 million over five years to improve oral health outcomes for children in the state. It is our hope that this will be one of many successful efforts to focus significant resources that create lasting change. As a state-wide private foundation, the scope of our work includes consideration of three areas: access to quality care regardless of insurance coverage or geographic location, availability of a highly trained workforce to serve all children and perhaps most importantly opportunities to leverage our resources in partnership with larger resources and talent pools. We are committed to the philosophy that healthcare must address The Whole Child and that the healthcare system in Illinois must be responsive to needs of all children. Access We believe every child in Illinois should have access within their community to a medical home that provides comprehensive primary care. Included in this medical home should be easy access to mental health and oral health services. To this end, we have put considerable resources to fund buildings, equipment and staffing in order to build capacity of safety net clinics across the state to expand and offer oral health and mental health services. To date we have awarded nearly $19 million toward improving access to oral and mental healthcare at 88 locations in Illinois.

Workforce Statistics show that an alarming number of communities in Illinois do not have trained dental or mental health professionals willing to see uninsured or underinsured children. In 2007, Illinois Children s Healthcare Foundation embarked on a major effort to begin addressing this shortage in oral health by working with Southern Illinois University School of Dental Medicine and University of Illinois at Chicago College of Dentistry. This Community-Based Pipeline project will develop an oral health workforce with a particular interest in delivering public health dentistry, thereby increasing the number of dentists who choose to work in community-based settings in underserved areas of Illinois. We recently approved $3 million over a five to six year period for the two dental schools to develop and implement this project. In future years, we hope to address shortages in the mental health workforce using similarly innovative strategies. The importance of leverage Cooperation and collaboration between public and private sectors are integral to effecting broader system change. The Foundation is particularly proud to be involved in two projects that embody the spirit of this philosophy: Healthy Births for Healthy Communities and Enhancing Developmentally Oriented Primary Care. Both projects are partnerships with a number of private foundations including Michael Reese Health Trust, Irving B. Harris Foundation, Steans Family Foundation and the Chicago Community Trust as well as with the Illinois Department of Healthcare and Family Services. The expressed goals of each project are to develop and test the effectiveness of innovative approaches in addressing a specific children s healthcare issue and to use key learnings from these local projects to inform statewide policy around service delivery, performance standards and reimbursement. The collective influence and expertise of all the partners involved in these projects are making this collaborative approach successful. Though it will take time to realize the full benefits of our work, we are already beginning to see a greater awareness of the health needs of our children across the state as we observe other organizations adding oral health initiatives to their agenda. We have supported facilities throughout the state that are serving thousands of children who previously did not have access to the care they need. Thanks to a very dedicated and involved board of directors and a very hard working staff, we are making a difference. We want every child in Illinois to be healthy in every way. Peter E.
