Find that the project is categorically exempt from the California Environmental Quality Act (CEQA), Class 1, (Existing Facilities) pursuant to CEQA Guidelines, Section 15301. 2. Adopt the plans and specifications on file at the administrative offices of John Wayne Airport for the 3160 Building Roof Rehabilitation project. 3. Authorize the Airport Director or his designee to sign the plans and specifications for the County. 4. Authorize the Airport Director or his designee to solicit bids and to establish a bid opening date of April 8, 2015 at 2:00 pm. 5. Authorize the Airport Director or his designee to extend the bid opening date, if necessary, up to 60 days. SUMMARY: Approval of the plans and specifications and soliciting bids for the 3160 Building Roof Rehabilitation Project will facilitate competitive bidding that would lead to a Board-authorized construction contract Page 1
award to the lowest responsive and responsible bidder, in order to provide a long-lasting, energy-efficient roofing system for the John Wayne Airport Administration building. BACKGROUND INFORMATION: John Wayne Airport s Administration Building at 3160 Airway Avenue, Costa Mesa, is located at the corner of Airway and Paularino Avenues in the city of Costa Mesa. Much of the Airport s administrative activities take place in this 36,000 square foot building. The building has not been re-roofed since the County acquired the building in 1998 and the roof is now in need of major rehabilitation. The project will replace the clay-tiled areas with an energy efficiency-rated concrete tile system and the asphalt roof areas will be rehabilitated with an energy-efficient, fluid-applied acrylic coating. COMPLIANCE WITH CEQA: The proposed project is Categorically Exempt Class 1 from the provisions of CEQA pursuant to Section 15301, because the project consists of the repair, maintenance and minor alterations of existing facilities. FINANCIAL IMPACT: Sufficient funds are available in the airport operating fund 280 to accomplish this project. Attachment A JOHN WAYNE AIRPORT 3160 Roof Rehabilitation Project No. A317 NOTICE INVITING BIDS NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of Orange, California will receive sealed bids up to 2:00 PM on Wednesday, the 8th day of April 2015 in the office of the Clerk of the Board of Supervisors, Room 101, Robert E. Thomas Hall of Administration (Building 10), 333 W. Santa Ana, Blvd., Santa Ana, California 92701, at which time said bids will be publicly opened and read in Room 169 on the first floor, for the following construction project at John Wayne Airport: Project: 3160 Roof Rehabilitation (Project No. A317) Location: John Wayne Airport (JWA), Costa Mesa, California The scope of work includes the replacement of approximately 14,277 square feet of a clay tile roof system with a new, Cool Roof Rating Council (CRRC) compliant concrete S-tile system, and rehabilitation of approximately 26,887 square feet of a built-up roof system with an Energy-Star rated and CRRC compliant high-build, fluid-applied maintenance roof system on the JWA Eddie Martin Administration building located at 3160 Airway Avenue, Costa Mesa. All of said work is to be performed in accordance with drawings, specifications, and addenda, if any, which are available for purchase at American Reprographic Company (ARC), 345 Clinton Street, Costa Mesa, California 92626, telephone 949-660-1150. Prospective bidders are responsible for obtaining the bid package details, and addenda, if any, by contacting ARC or by visiting the JWA website at http://www.ocair.com/businessandemployment/rfpsrfqs. A current and active California Class C-39 Roofing Contractor's license is required of the Contractor in the performance of this project. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the Board of Supervisors has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. These rates are on file with the Clerk of the Board of Supervisors. Each bidder must submit with its bid a satisfactory check certified by an acceptable bank or a bidder's bond made payable to the order of the County of Orange in an amount not less than 5 percent of the total bid amount as a guarantee that the bidder will enter into the proposed contract if same is awarded it. In the event of failure to enter into such contract, the proceeds of the check will be forfeited or, in case of a bond, the full sum thereof will be forfeited to the County of Orange. Contractors must leave their bids open for 90 days. The successful bidder shall be required to furnish a Performance Bond and a Labor and Material Payment Bond in an amount equal to 100 percent of the contract. Page 1 of 2
Attachment A JOHN WAYNE AIRPORT 3160 Roof Rehabilitation Project No. A317 Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful bidder to substitute securities for any moneys withheld by the County of Orange to ensure performance under the contract. A mandatory pre-bid meeting will be conducted on Thursday, March 12, 2015, at 10:00 am. Prospective bidders shall assemble in the employee parking lot located east of the JWA Eddie Martin Building, located at 3160 Airway Avenue, Costa Mesa CA, 92626. Bidders are advised that the final day JWA will consider contractors questions will be Tuesday, Ma rc h 31, 2015, at 4:00 p.m. Contractors shall address all questions in writing to the Project Manager, John Pape, at jpape@ocair.com.
