BUSINESS INCUBATORS The business incubator is a territorial development tool designed to speed-up the creation and growth of new enterprises, to create new employment, to support the local economy and to promote new specific productive sectors The creation of new enterprises shows a high level of complexity. In the startup phase it is crucial to know how to effectively integrate, in a short time, heterogeneous skills: management capabilities, knowledge of new technologies, legal and financial aspects, logistics, relational skills and access to financing. The incubator reduces the level of complexity for the start up stage of new enterprises, and it represents a real laboratory for the promotion of an innovative entrepreneurship

THE INCUBATORS : some figures over 3.000 operational business incubators, of which 33% in the USA and 30% in Europe, where round about 900 incubators are operative (public and private ones) in 2004, in Europe, 44 are the operative public incubators and 48% of them is part of the network of Sviluppo Italia. Fig.1 Business incubators all over the world 5% 5% 7% 20% 30% Eastern Europe Western Europe Northern America Southern America Far East Africa, Middle East and others 33% Source: Enterprise DG (2001) and CSES (2002) Sviluppo Italia manages the largest incubators network at European level: 24 structures already operative 10 in the implementation phase
