Many students are parking in reserved parking and this does not allow for employee parking Jaguar Hall should be more secure. I think there should be a fence surrounding the Jaguar Hall. Anybody can just walk up to the residents room and go in or break in if they wanted to. I don't think it's secure for the students. Anybody can just walk in during the day and come in to Jaguar Hall. The door in the middle is unlocked and stays unlocked and that is not monitored. Though our officers are courteous, friendly, and professional, (with all due respect) their age, physique, and lack of a sidearm, hardly convey a sense of authority. Additionally, there rarely appears to be more than one on duty at a time. It is not possible to know if the person using the handicapped spot and placing placard in the vehicle is truly the person that the tags belong to. All we can do is monitor that a vehicle in the spot does display proper authorization. If you know of a case where someone else 's disabled tags are being used improperly, please report this to the Safety and Risk Manager, Genaro Cortez. Passing the concern about lighting to our Facilities Services Director Security officers continue to patrol parking lots on campus and at Jaguar Hall to ensure parked vehicles display the proper permit. Offenders are issued a citation. Will refer this concern to Administration The primary purpose of the security officer are to provide a strong visual deterrent. UHDPS Security Officers are not certified peace officers authorized to carry a firearm. Security officers can to issue criminal trespass warnings, parking and traffic citations, make regular rounds, provide escort services, ensure facilities are properly secured, request identification of anyone on campus, ensure emergency phones are working. As the campus grows, the need for certified peace officers will be evaluated. E F G H I I think at some point soon, we should have a police officer added to the security staff. I appreciate the work performed and the professionalism offered by security. I wonder whether having weapons might offer more security in certain instances. What protection can they offer if the need arise? I don't see security officers that work on campus as often as I used to. There is no security presence on campus. They appear to be all over at Jaguar Hall I understand we have an answering service, how does that work? Other services provided by security include fire extinguisher and elevator inspections. Is there anything else they are responsible for? See response to Items D & F At some point there may be a need for either commissioned security officers or certified peace officers. See response to Item H below Two new officers were added to the security team in October. Two of our 6 security officers are assigned to Jaguar Hall while the other 4 have rotating shifts on campus. Yes, we do have an answering service. The answering service was set in place to insure that any call coming into the UHV security office does not go unanswered. Since security officers are not expected to be sitting at the desk but be out and around the campus as much as possible, the phone will "roll" to the answering service who will get a call to the proper person.
J K L M Security needs to know where rooms are on campus. When you call the head of security to have Conference Room A opened and he asks what building is that room in. That is a problem. Do the questions focus solely on the Victoria campus? Or do they apply to Cinco Ranch & Sugar Land? Can this be considered a reliable survey if someone only uses one of the three campuses? Does Security roam the halls? This may make a more secure feeling among students, staff and faculty We need licensed peace officers now that we are a residential campus. Some of us are seeing an increase in threatening behavior from students both verbally and in writing. Having licensed peace officers will become more critical if the concealed handguns on campus bill passes. I want to know that we also have officers who also have weapons! The Campus Safety & Risk Office will follow up with security officers to ensure they are familiar with buildings and layout. This survey focuses on the Victoria campus; Sugar Land and Cinco Ranch have their own security services. The survey was sent to all Victoria Staff and students. We focus on regular patrols and visibility. At some point there will be a need for either commissioned security officers or certified peace officers. N O P Q Emergency alerts are issued effectively. But what about on campus emergency procedures for students on physical campus in the event of evacuation or other emergencies. I feel the students could use more information. We need some drills. No one knows what to do in case of a fire, much less a shooter. And security needs to take over a situation when they arrive. From what I have seen, they don't respond all that quickly and they are very hesitant to take charge when they arrive. Why are we using VC security at athletic functions? When the doors in the West bldg. lock, they cannot be opened from the inside sometimes. Isn't this a fire safety issue? It also seems strange to me that as we move toward greater security measures (staff/faculty IDs etc.) that we would move away from requiring students to have parking permits. Surely such a move impedes the ability of security to identify students, staff and faculty from other parties. Safety and security policies and procedures are available on-line on the Campus Safety Manual web site. Hardcopies are available on request from the Safety Office. Students, faculty, and staff are notified at least annually of the availability of federally mandated compliance reports such as the Campus Crime Report, the Fire Safety Report, and the Alcohol and Other Drug Report. Campus safety and security policies and procedures are also referenced in the Student Handbook. We agree that drills are important. We have one scheduled for Jaguar Hall on March 8th or 9th; with another scheduled for the campus. We will address your concerns with security officers. UHV security is used for the in town softball games; VC Police are used for the in town baseball games. We do not have the staff to service all off campus events and still maintain the coverage needed on campus and at the residential hall. Through this survey we were made aware of the door issue. That has since been resolved. Not having a vehicle permit does not prevent our ability to identify drivers. Campus Safety has the ability to search the Department of Motor Vehicle (DMV) database.
R S T U V W X Y In regards to recent events, do our campus security carry weapons such as pepper spray? Tasers? Guns? What defense could they provide in the event of an active shooter or violence situation? We haven't been provided info on that type of event. Thanks! Some security guards need to be drilled on their duties mainly escorts and campus presence. There are some days when I never see a security guard on campus. Also when we host events in the Center Bldg. room attendees should not be allowed to park in employee parking spots. When Region 3 and Chamber of Commerce attend meetings they take up all the parking and never get ticketed; they look for a decal then never do anything. Students routinely park in employee reserved parking. It isn't apparent that security actively enforces the parking regulations. Recommend a more proactive approach to enforce parking regulations for students. I do not believe that the parking regulations are being respected. I see many cars without permit parked on RESERVED spots. As an institution that values discipline, I believe we should pay more attention to this matter. Security used to be very visible. In the last several months, they are not. When there is a campus event (especially evening events) they do not seem to be around as much. I would like information on how to contact security if I need to. They need to be more visible patrolling halls, parking lots, etc. rather than just sitting - and why are we using VC security at athletic functions? We need police officers! There are so many creepy people, it's just a matter of time until someone becomes a crime victim. Security officers are not intended to confront armed individuals. Please see response to comments above. Security officers are actively patrolling parking lots and issuing tickets to those parked in reserves space and not displaying the proper parking permit. There are periods at the beginning of each semester when warnings are given and then transition to citations. There are some events where attendees are from off campus and Campus Security is asked not to issue tickets as a courtesy. Please see responses above that apply to some of this comment. During evening events security should in area of event and also have a strong visibility in the parking area; which may be why you do not see them at the actual event. We will review out presence with the security officers. Sometime at night I see someone in a truck that says it is security with blue light flashing following someone like they are stopping them If I get a speeding ticket do I pay it like a parking ticket or do I have to show insurance when I pay it?
