Introduction of University National Taiwan Ocean University (NTOU) was established in 1953 as Provincial Taiwan Maritime Technology. During the period, 1953 to 1964 the college was supported by the Taiwan Provincial Government of the Republic of China (ROC). In 1979, we became a national institution, and were renamed as the National Taiwan College of Marine Science and Technology. A decade later, 1989, the college became a full-fledged university. At present, NTOU has six colleges-maritime Science and Management, Life Sciences, Ocean Science and Resource, Engineering, Electrical Engineering and Computer Science, as well as Humanities and Social Sciences. These Colleges house a total of 28 undergraduate departments and graduate institutes. As we look at the progress over the last 55 years, the University has undergone great growth and change and has been now recognized as one of the nation s most important centers of learning and scholarship, especially in the marine sciences and maritime studies. Responding to the changing needs of society and the widening interests of our students, we are developing into a comprehensive university with a unique maritime focus. We aim to be an internationally known institution of higher education. Toward this end, Our social sciences and liberal arts programs are developing as a core part of education at NTOU. The University is rapidly moving toward providing a positive learning environment and culture for intellectual and personal growth, with ocean interests as our unique characteristic.

Introduction of Program International Master s Program in Marine Sciences and Resource Management International Ph.D. Program in Marine Sciences and Resource Management 1. Qualification Foreign students majored in the fields related to those listed above graduated with bachelor degree or master's degree from any national or registered private universities and independent colleges in ROC, or foreign universities and independent colleges approved by the ROC (Taiwan) Ministry of Education. Acceptable equivalency in fields should be determined by the Director of the Department of Aquaculture. Foreign applicants, who are able to secure a prior guarantee from their respective agencies of service for retaining the job and associated salary during their studies at the National Taiwan Ocean University, will receive a preferential consideration at the selection process. 2. Admission (1) Object of Recruits The National Taiwan Ocean University is recruiting foreign aquaculture, fisheries, and marine resource-related applicants for the Master of Science (M.S.) program and the Doctor of Philosophy (Ph.D.) program. The language for the courses will be English. (2) Source of Funding for the Scholarship Program The two-year scholarship M.S. program and the three-year scholarship Ph.D. program designed for foreign applicants are funded by the International Cooperation and Development Fund(TaiwanICDF). (3) Scope of Curriculum There are four scopes of curriculum in this M.S. program, including Aquaculture, Fisheries, Marine Resource Management, and Applied Economics. And the scope of curriculum in Ph.D. program is Aquaculture.

(4) Admission Requirement Foreign students majored in the fields related to those listed above graduated with bachelor degree or master's degree from any national or registered private universities and independent colleges in ROC, or foreign universities and independent colleges accredited by the ROC Ministry of Education. Acceptable equivalency in fields should be determined by the Director of the Department of Aquaculture. (5) Program Duration I. M.S. Program The policy of the duration of the scholarship for master s program is limited to two years. Foreign students should complete and successfully pass all courses and a master thesis within the two-year period, and receive the M.S. degree conferred by the Department of Aquaculture, National Taiwan Ocean University in accordance with the laws of ROC Ministry of Education. If a student fails to finish the requirements for the master's degree within the stipulated time period, the scholarship provided by the TaiwanICDF should not be extended. II. Ph.D. Program - The policy of the duration of the scholarship for Ph.D. program is limited to three years. Students should successfully complete and pass all courses within the stipulated time period, and pass oral exam for dissertation within three years, and receive the Ph.D. degree conferred by National Taiwan Ocean University in accordance with the laws of ROC (Taiwan) Ministry of Education. III. (6) Application Procedures The following items must be submitted with the application when applying to National Taiwan Ocean University: I. 2 one-inch and 10 two-inch frontal pictures, without hat or headband, taken within the last two months.

Health Examination Certificate (including an HIV test) V. Two recommendation letters VI. Study and research plan in English, which should include the following: i. Introduction--Stating the result of literature reviews as well as stating student's background, personal interest, strengths and weaknesses, if any. ii. Objective--Stating specifically the purpose of this research. iii. Action plans--specifying the supportive research activities to be carried out to accomplish the objective as specified above. iv. Anticipated results--stating the result that can be anticipated in conducting the action plans listed above. v. References--Listing pertinent references, if any. VII. Personal Information (including a photograph) and other supporting materials VIII. Evidence of English proficiency--if applicants are from countries where English is not the native language. All materials must be forwarded by the ROC (Taiwan) Embassy/Representative Office to the Department of Aquaculture, Admission Office, National Taiwan Ocean University. (7) Notification of Admission and Registration I. After being reviewed and approved by the Foreign Student Application Evaluation Committee, applications will be submitted by the President of the National Taiwan Ocean University for final approval. II. After being notified of admission, students must complete registration procedures within the specified time and submit proof of their employers' consent for the registration. Late registration will not be accepted. III. If there is untrue or falsified information, the student will be denied for admission.

IV. After registration, students must provide original diplomas. V. If the above documents were not written in English, English translation documents must be accompanied with the original documents. (8) Scope of Scholarship I. Entitlements:The scholarship including airfare, housing, tuition, credit fees, insurance, book costs and monthly allowance will be provided to each student. The scholarship is itemized as follows: i. Airfare -- The TaiwanICDF will provide economy class tickets on the most direct flights to Taiwan. ii. iii. Housing -- All students must reside in the graduate student dormitory provided by the NTOU. Tuition fee -- Tuition fee will be paid as required by the NTOU. iv. Credit fees -- Credit fees are varied with the number of credits registered. Credit fees will be paid as required by the NTOU. v. Insurance -- While in Taiwan, in addition to the mandatory student safety insurance as set by the Ministry of Education, each student should be insured for accidental. The insurance fees will be paid by the project. vi. Book costs -- Purchasing textbooks as required by instructors shall be subject to the approval of the Director of the Department of Aquaculture. vii. Allowance -- Each student shall receive NT$15,000 per month(nt$180,000 per annum)as allowance for food and miscellaneous living expenses. The sum will be deposited monthly into the student s local bank account. II. Merit awards: Merit awards for outstanding performance Compete with the program students enrolled in the same year. Using semester as a unit, the students with an average grade better than 85 will be considered as candidates for the excellent academic performance award. The awards include NT$15,000 for the student with the best grade; NT$10,000 for the student with the second best grade if there are more than 3 students in the class; and NT$8,000 for the student with the third best grade if there are more than 5 students in the class.

(9) Notices I. M.S. Program students shall not take more than 12 credits per semester. However, under special circumstances, one additional class or 3 credits will be permitted with the approval of the Director of the Department of Aquaculture. A total of 15 credits per semester will be the maximum. II. M.S. Program students must complete a minimum of 24 credits in courses and 6 credits in thesis, which are calculated separately. The students will earn the Master of Science degree from the Department of Aquaculture after the full completion of studying. III. Ph.D. Program students must complete a minimum of 18 credits in courses and 12 credits in thesis, which are calculated separately. The students will earn the Ph.D. of Science degree from the Department of Aquaculture after the full completion of studying. IV. Ph.D. Program students shall meet the academic requirements specified under National Taiwan Ocean University Regulations Governing Dissertations and National Taiwan Ocean University Aquaculture Department Regulation for SCI Research Paper. V. Graduate students under both M.S. and Ph.D. program are graded on a scale of 100 being the highest and 70 being the passing grade. Required courses, if failed, must be repeated. A student, who fails academically, judging from the averaged score for all the courses taken in a school year, shall be dismissed. VI. Graduate student's ethic is graded on a scale of 100 being the highest and 70 being the passing grade. Anyone receives less than 70 shall be dismissed. VII. For any reason a graduate student cannot attend class or other required activities, authorized leave of absence must be requested according to the school regulations. VIII. Program students of the same sex will be assigned to live in the same dormitory room. Observation of dormitory rules is a must. IX. Graduate Students are required to work as teaching assistants. The nature and hours of work should be determined by the Director of the Department of Aquaculture.

(10) Others In the event of issues or matters not mentioned in the preceding articles, relevant rules and regulations of the present program as well as those of the Ministry of Education and the National Taiwan Ocean University shall apply.
