1. Introduction. The Cartographic Section of the United Nations Information and Communication Technology Division (ICTD) of the Department of Field Support (DFS) provides geographic information support to the full range of the United Nations operations. The principal duties of the Cartographic Section include a provision of the timely and accurate information in support of the decision making and operations needs of the Security Council, UN Secretariat and UN Pease Operations (DPKO, DPA, DFS). The Cartographic Section also supports field mission Geographic Information Systems (GIS) operations and provides technical assistance on international boundary issues. The purpose of this Request for Information (RFI) is to obtain a list of vendors who have the capabilities and expertise on the implementation of enterprise open source GIS software at the United Nations. The gathered information will be used to determine the project s feasibility, scope, timeframe, and resources required by the UN. 2. Use of Information. 2.1. All costs for preparing a response for the RFI must be covered by the vendor. 2.2. This RFI is a separate and independent process. 2.3. The requested information will only be used by the UN for internal planning purposes, be kept strictly confidential and only authorized personnel will have access to it. 2.4. The response to this RFI will not be used to pre-qualify vendors. 2.5. The provided information will not be contractually binding to the vendor. 3. RFI Response Delivery. 3.1 As the objective of this RFI is to both gather information on the latest solutions available in the market for controlling, maintaining and managing large inventory of software applications, and find potential service providers, your willingness and ability to reply will be of mutual benefit. 3.2. Current Situation and Goals. The overall goal for the service is to identify a concept and the implementation of enterprise GIS software based on open-source platform for the UNHQ, Peacekeeping Operations, Offices Away from Headquarters and Regional Commissions. UN GIS community is a long-term user of a proprietary commercial GIS (PCGIS) software for server, desktop and on-line solutions. UN GIS community is composed of over 200 GIS professionals working on all geographical continents. Main application of GIS software in the UN is Military, Police and Humanitarian operations as well as provision of assistance to UN decision making processes. Considering the rapid growth of open source GIS (OSGIS) industry, its potential to develop and support UNrequired customised GIS functionalities and services based on open source platform, the United Nations is requesting potential vendors to provide information on conceptual integration of enterprise open source GIS platform and transition from PCGIS to OSGIS platform. 5. Request for Information Interested vendors shall provide information on a conceptual approach on integration of enterprise OSGIS solution for GIS Server, Desktop and on-line solutions, including web-mapping. The information shall include but not be limited to the following items: (a) Analysis of UN GIS community requirements and identification of gaps in the OSGIS; b) OSGIS long-term benefit analysis to the UN and recommendations; (b) Transition from PCGIS and integration of OSGIS; development and customisation of OSGIS; (c) Operational support and training; (d) Estimated timeline for the implementation of the project; (e) Estimated cost of the services; SPECIFIC REQUIREMENTS / INFORMATION (IF ANY) Any information or documents acquired or developed in the course of the RFI shall not be used for any other purpose than authorised by the United Nations. RFI INSTRUCTIONS 1) Registering as a Vendor with the United Nations Vendors interested in fulfilling the requirement described above must be registered with UN in order to be eligible to participate in any future solicitation. Your company (both parent and/or subsidiaries, if applicable) is not on, or associated with a company or individual on The 1267 List website (www.un.org/sc/committees/1267/consolist.shtml) and is not on the IIC Oil for Food List website (www.iic-offp.org). B. Your company (both parent and/or subsidiaries, if applicable) is not currently removed, invalidated or suspended by the UN Headquarters, field missions or other UN organizations (including the World Bank) and is not under investigation by a government or UN Member State. C. You have no outstanding bankruptcy, judgment or pending legal action that could impair operating as a going concern. D. You currently do not employ, or anticipate employing, any person(s) who is or was recently employed by the UN (in accordance with ST/SGB/2006/15, post-employment restrictions (www.un.org/depts/ptd/pdf/conduct_english.pdf). E.
