Introduction Welcome NIMS Instructor Candidate: Thank you for participating in the NIMS Instructor certification process. In February 2008, The NIMS Integration Center (NIC) released the training plan for the National Incident Management System (NIMS). In the document, it specifies NIC and stakeholder responsibilities as well as activities for developing, maintaining, and sustaining the National Training Programs for NIMS. Besides spanning NIC and stakeholder responsibilities and actions, the Plan defines the PROCESS for developing both training and personnel qualification requirements for emergency management response personnel: In the training plan, specific objectives were identified for program coordinators and stakeholders. Among the performance goals identified, there is a requirement for the State Office of Homeland Security to begin the process of identifying qualified NIMS Instructors in our state. In an effort to complete this objective, the Oklahoma Office of Homeland Security (OKOHS) has developed this application process for the primary purpose of identifying qualified instructors. General Instructor Qualifications Teaching Experience The requirement of instructors to have past teaching experience is an assurance that the instructor has a background in philosophy of educational concepts found in all adult training courses that help ensure a quality course is being delivered. Basic and Advanced level instructors are required, to have formal instructor training and must provide documentation of completion of an instructor certification or training course from an approved organization. Examples of acceptable Instructor courses are as follows: a. Fire Service Instructor (any level) b. EMS Instructor c. State Teaching Certificates d. CLEET Instructor e. L449 or equivalent instructor certification course approved by OKOHS. ICS Experience Incident Command Experience is required for instructors to have actual experience and illustrations in which to fall back on during normal interaction between student and instructor. Basic ICS Instructors should have served in a mid-level emergency management and incident response position within five years. Advanced level ICS instructors are required to have served as an Incident Commander or as Command or General Staff Position in an incident that went beyond one operational period or required a written Incident Action Plan. Additionally, Advanced ICS Instructors are required to have served as an Incident Commander or as Command or General Staff Position in an incident that required multi-agency coordination. Required NIMS Training Basic instructors are required to have completed IS100, IS200, IS700, and IS800. Advanced Instructors are required to have completed ICS300, ICS 400, and the L449 NIMS instructor course or equivalent. New NIMS Instructor Application Instructions All levels of NIMS instructor require the submission of an OKOHS NIMS Instructor Application (attached). Basic ICS Instructors: Basic ICS Instructors should only complete section one of the OKOHS NIMS Instructor Application. Place a checkmark by each of the required courses attended and attach proof of course completion (certificate or course roster) to the application. Validation of Incident Command Experience within the last five years can be documented either by a letter from your immediate Supervisor, or by including a copy of the Incident Report identifying the IC. A certificate of attendance to an acceptable Instructor training class is required for certification at the Basic ICS Instructor level should be included with the application. Advanced ICS Instructors: Advanced ICS Instructors should only complete section 2 of the OKOHS NIMS Instructor Application Place a checkmark by each of the required courses attended and attach proof of course completion (certificate or course roster) to the application. Advanced ICS Instructors are required to provide documentation of completion of an instructor level certification course. Validation of Incident Command System experience can be documented either by a letter from your immediate supervisor, or by including a copy of the Incident Report identifying the IC. Advanced NIMS Instructors can teach ICS 100, ICS 200, ICS 300, ICS 400, IS-700. Position Specific Level: Position Specific ICS Instructors must complete section 3 of the OKOHS NIMS Instructor Application Place a check mark by each of the required courses listed below and attach proof of course completion (Certificate or Course Roster) to the application. Position Specific ICS Instructors are required to provide documentation of the completion of instructor level certification courses by sending your position specific application experience professional resume. Validation of Incident Command System experience can be documented either by a letter from your immediate Supervisor, documenting ICS Experience, or a copy of the Incident Report identifying the IC. Position Specific Instructors will teach only those courses in which they have the documented training and may require special approval from an Incident Management Team. March 2015 4

Upgrading to a Higher NIMS Instructor Level Instructors who currently hold a lower level of NIMS Instructor certification may upgrade to a higher level of certification by submitting a NIMS Instructor Application that includes all additional documentation required for the level you are seeking. Following a successful approval process, applicants will receive an upgraded card and certificate within the 4-6 week period. NIMS Instructor Renewal Instructions The NIMS instructor certification is good for a period of five years and the instructor certifications will expire 5 years from the date of the last application/renewal period. Renewal requirements for each level instructor will involve submission of an OKOHS NIMS Instructor Application, (marked renewal), as well as the attendance of at least one OKOHS sponsored NIMS Instructor Workshop, and teach at least three NIMS courses during the 5-year certification period. NIMS Instructor workshops are an important component of the renewal process. This event consists of a single half day event designed to give NIMS instructors additional information on current teaching techniques, scheduling requirements and other administrative activities of the Homeland Security Office. The most current instructor handouts and course materials are often delivered to attendees during these workshops. NIMS instructors need only to attend ONE workshop within a two year period. No supporting documentation outside of the renewal application is required unless the instructor is applying for a higher instructor level. March 2015 5

Scheduling and Teaching NIMS Courses Basic Courses Basic level ICS courses are limited to the following three courses: IS 100, IS 200, IS 700. These courses are offered at no cost to appropriate first responders 24 hrs a day, 365 days a year, through the FEMA Independent Study website: http://www.training.fema.gov/is/nims.asp. Instructors may log in at their own convenience and take the basic courses listed above and a certificate will be e-mailed immediately upon successful completion. No scheduling through OKOHS is required for this course. Instructor and student classroom delivery material may be downloaded and printed from the individual course websites. Advanced courses NIMS ICS 300 and ICS 400 training is designed for Command Level personnel only and is provided at no cost to public service agencies through a grant provided by OKOHS. Instructors may schedule ICS 300 and ICS 400 courses by submitting an OKOHS NIMS Course Request Form, found on the OKOHS website: www.homelandsecurity.ok.gov, to the OKOHS Training Office. The Course Request must be submitted at least 6 weeks in advance of the date of the class so that adequate time is available to prepare course materials and ship them to your location. Course materials and Instructors are coordinated through OSU-FST for all OEM/OKOHS courses. The ICS 300 and ICS 400 courses require a minimum of 15 students and a maximum of 40. If the minimum student requirement is not met, the course may be subject to cancelation up to 2 weeks prior to the start date. It is preferable that students attending advanced NIMS courses originate from multiple jurisdictions and agencies; however it is not a requirement. Registering for currently scheduled courses: Many agencies may only need to train a few individuals at the Advanced Level. Those Agencies may choose to have their individuals join a class already scheduled by other jurisdictions. A list of currently scheduled courses can be found on the OKOHS website: www.homelandsecurity.ok.gov by navigating to Training Calendar. To register you may complete the on-line registration information and return to OKOHS or contact OKOHS at 405-425-7285 with additional questions. Acquisition of Course Materials: If student or instructor course materials are required, please identify the needed items by checking the appropriate box in the Course Request Form. Make sure to include the number and type of training materials needed for the course and include a shipping address they will be delivered to. No PO Box addresses will be accepted for a shipping address. If you will be shipping instructor or student materials to the host site, please contact the host to ensure they are expecting the materials. Recognized qualifications in techniques of instruction and adult education methodologies. Student prerequisites: None ICS 300 Instruction Standards: Minimum course contact hours: 18 total hours Instructor Qualifications: 1. Successful completion of accredited ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS- 800 courses. 2. Service in a mid-level incident management position within five years in real-world incidents, planned events, or accredited exercises. 3. Recognized qualifications in techniques of instruction and adult education methodologies. Student Prerequisites: Successful completion of IS-100, 200, and 700 ICS 400 Instruction Standards: Minimum course contact hours: 14 total hours Instructor Qualifications: 1.
