Faculty of Built Environment > Undergraduate Prospectus > 3 ESTATE MANAGEMENT Introduction In July 1996, the first intake of students began their education in Bachelor of Estate Management under a new programme known as the Estate Management Programme, Faculty of Engineering. The Estate Management programme was upgraded to the Department of Estate Management in February 1998 as a step to strengthen the management of the course. The syllabus for the Estate Management programme in University of Malaya has been put together with the assistance of the Institution of Surveyors Malaysia. It takes into account the general guidelines proffered by the Royal Institution of Chartered Surveyors (RICS). The content and the arrangement of the syllabus were dedicated to getting professional recognition for the Bachelor of Estate Management. The launch of this programme obtained the approval of the Board of Valuers, Appraisers and Estate Agents (BOVAEA) Malaysia. Department Objectives The objectives of the Estate Management programme are to produce professional graduates: 1. Who are knowledgeable specifically in the discipline of estate management. 2. Who are highly competent and possess transferable skills in developing their careers. 3. Who are able to become reflective learners within the subject specific context. 4. Who possess high moral attributes with high discipline, ethics and commitment in serving the community and the country
Faculty of Built Environment > Undergraduate Prospectus > 4 Academic Programme Bachelor of Estate Management (8 Semesters) This programme has been designed to incorporate ideas and contributions from the Institution of Surveyors Malaysia (ISM). The structure of this programme is in accordance to the general structure recognised by a renowned institution in the United Kingdom, the Royal Institution of Chartered Surveyors (RICS). The programme structure comprises a full time study term of 4 years the successful completion of which confers upon the candidate a degree in the field of estate management. In order to be registered as a valuer, the candidate is further required to accumulate 2 years of work experience under the supervision of a Registered Valuer before sitting for a Test of Professional Competence (T.P.C) conducted by the Board of Valuers, Appraisers and Estate Agents, Malaysia.

It presents an overview of property markets and real estate characteristics. It introduces the general approach to valuation and emphasizes the computational skills. 1. define the concepts of real estate, property ownership, valuation theory and the process of valuation; 2. describe the property market and real estate characteristics; 3. clarify fundamental knowledge of real estate and property valuation; and 4. calculate market value using computer and calculator. CS1, LL1 BVEV 1102 2 credits PRINCIPLE OF ECONOMICS This course provides a theoretical foundation of understanding to the land economics course. The course introduces the knowledge in both micro and macroeconomics which covers a range of economic theories and concepts. 1. clarify relevant economic principles; 2. discuss economic principles; and 3. explain the workings of economic factors. CS1, LL1 BVEV 1103 LEGAL STUDIES This course focuses on Malaysian Legal System, tort and contract. It includes the principles and sources of Malaysian law, processes, systems and procedures, common law, statute and equity. This course covers the law of contract (Contracts Act 1950) emphasizing on capacity, consideration, intention to create legal relation and methods of discharging of contracts. It will also include the types of remedies covering damages, specific performance and injunction by making a specific reference to the Specific Relief Act 1950. The course also introduces the financial management which provides an understanding on accounting ratio and the application of financial statement. 1. explain the basic principles in accounting and financial management in accordance to accounting standards; 2. clarify the theories, concepts and practice in accounting and financial management; and 3. differentiate various business establishments. CS1, CS2, CT1, TS1 BVEV 1106 2 credit PROPERTY MARKET ANALYSIS This course delivers the methodological and technical knowledge of a wide range of analytical methods used in data analysis. It provides the analysis of data in various forms using a variety of qualitative and quantitative tools and techniques. The tools and techniques in this course include methods of grouping, structuring, sampling and presentation of data, tabling, frequency distribution, graphical representation, measures of location and deviation. Basic econometric concepts are introduced and students practise regression analysis and other statistical tools. 1. recognise the statistical methods, covering the use of quantitative and qualitative data analysis; and 2. distinguish methods of data analysis.
Faculty of Built Environment > Undergraduate Prospectus > 14 CS1, CT1, LL1 BVEV 1207 PROPERTY INVESTMENT ANALYSIS The course provides an in-depth understanding of various types of property investment, the risk elements in capital investment and anticipated return, capital budgeting and a series of investment analysis techniques for capital budgeting and portfolio analysis, Capital Cost and Capital Structure Policy. 1. explain the principles of real estate investment; 2. demonstrate relevant techniques to analyse investment; and 3. justify the real estate investment decisions. CS1, CS2, CT1, CT2, LL1 BVEV 1108 INTRODUCTION TO TOWN PLANNING This course provides a theoretical understanding of town planning. It is divided into three major aspects: the planning theories and models, the development plan system and the land and property development control system in Malaysia. 1. explain the principles of town planning; 2. clarify statutory requirements in town planning; and 3. discuss the implication of development plans on property development. CS1, LL1, EM1 BVEV 2209 5 credits METHODS OF VALUATION The course introduces the students to methods of valuation and discounting techniques. The course tests student ability to apply the various valuation methods in determining the value of various types of property which include residential property, industrial property, commercial property and agricultural property. Student must be able to demonstrate their capacity to apply the techniques. 1. explain the valuation methods and discounting techniques in determining the market value of different types of property; 2. demonstrate the ability to compute the market value of different types of property; 3. assess market rental for different type of property; 4. discuss various valuation methods; and 5. differentiate the suitability of valuation methods for different types of property.

The course exposes students to the various components of building services such as plumbing and sanitary systems, mechanical transportation, fire fighting system, communication systems, air conditioning system and security system as well as building automation system. The course will guide the students on the preparation of Defects Report. The course tests the students understanding in comprehending the theories into a studio based coursework and assessment. 1. identify types of building defect, causes and remedies; 2. explain the importance of building maintenance and building services system; and 3. explain the building services system and its operation. CS1, LL1 BVEV 2111 LAND DEVELOPMENT LAW The course provides legislative understanding related to legislations in land development which include the National Land Code 1965, Environmental Quality Act 1974, Environmental Quality Order 1987 and Housing Development Act 1966 (Amended). The course emphasis on the land alienation system in Malaysia, category of land use, amalgamation, subdivision, partition, surrender and re-alienation, land development requirements and regulations, land premium, and sale and purchase agreement. 1. explain the relevant regulatory framework governing land development; 2. relate the development laws to the environmental management aspect of sustainable development; and 3. apply the above knowledge in considering requirements and restrictions to be adhered to in land development procedures. CS1, CS2, CT1, CT2, LL1, EM1 BMEM 2212 URBAN LAND ECONOMICS This course provides an insight into the urban land economics, urban planning and economy. It constitutes a range of urban economic theories and concepts which include characteristics of land and its market, theory of rent and location, urban structure theory and urban growth theory. The second part provides an understanding on the economic approach to urban problems including housing, transportation and their implementation, related issues as well as their impact on the environment.

The course will also describe the valuation of respective interests of landlord and tenant for different purposes such as lease purpose, marriage value, and the valuation of premium, surrender and leaseback. 1. explain the principles of investment valuation; 2. apply the principles of investment valuation in determining values of a range of interests in investment properties; 3. relate the principles of investment valuation in determining value of a range of interests; 4. appraise the various interests in investment properties; and 5. determine the marriage value. CS1, CS2, CS3, CS4, CT1, CT2, TS1, LL1 BVEV 2214 4 credits PROPERTY MANAGEMENT The course provides knowledge of principles and theory of management and organisation and their application to an actual management and maintenance exercise of different types of properties such as residential, commercial, retail and industrial properties. 1. define the functions of management and their relation to property management; 2. identify the various roles of a property manager and the scope of work in property management; 3. prepare a property management report; and 4. perform property management. Faculty of Built Environment > Undergraduate Prospectus > 17 BVEV 2215 BUILDING LEGISLATION The course offers an insight into legislations related to the building construction and conservation which contains a series of relevant legislations such as the Strata Title Act 1985, the Road, Drainage and Buildings Act 1974, and the Uniform Building By Law 1984, Local Government Act 1976, National Heritage Act 2005, Housing Development Act (Control and Licensing) 1966, Commissioner of Building Act 2007 and Building and Common Property Act 2007. 1. explain the specific legal provisions in relation to building; 2. clarify the importance of the different provisions of the law in respect to buildings; and 3. relate various provisions of the building law with relevant current issues. CS1, CS2, CT1, CT2, LL1 BVEV 2216 PROPERTY TAXATION This course provides a core understanding of the relevant legislations related to property taxation. The course constitutes the legislations related to the statutory valuation: Local Government Act 1976, Town and Country Planning Act 1976, Stamp Duty Act 1949, Real Property Gains Tax 1976 and Income Tax Act 1967. The second part of this course will introduce valuation practice pertaining to ratings, development charge and notice of purchase. 1. explain the specific legal provisions in relation to property taxation; 2. relate the importance of the different provisions of the law in respect to property taxation and valuation practice; and 3. analyse the market value of different types of properties in relation to property taxation. The course tests the students competency to determine the values of a range of special properties which include hotels and conference centres, petrol stations and cinemas, theme parks and recreation centres and golf courses, mining and timber concessions and patent rights, franchises, royalties and goodwill. The course commences with an introduction to the purpose and objective of capital valuation and going concern valuation for a range of valuation purposes such as for sale and purchase, tender, financing, insurance and internal company use. 1. explain the concepts and approaches in valuing business properties; 2. determine the market value for various purposes of valuation in relation to business properties; 3. justify the decision on choosing the appropriate method in determining the market value of business properties; 4. value tangible and intangible assets; and 5. specify the appropriate valuation method in valuing various business properties.

The students will be exposed to the land acquisition process: purpose of acquisition, acquisition procedure and the determination of adequate compensation. Students will apply appropriate valuation methods for compensation purposes in accordance to the Schedule 1 of Land Acquisition Act 1960. 1. specify the legal provisions in relation to land acquisition and compensation; 2. relate the importance of the land acquisition act 1960 to the valuation practice; and 3. integrate the understanding and reproduce appropriate valuation methods in determining the adequate compensation of different types of properties. The students are examined on the ability to comprehend the above aspects in the property development process. The course commences with an understanding of financial institutional framework related to property finance. It also comprises various aspects of securities mortgages. The course concludes with an exposure to relevant legislations governing property finance. 1. explain the concepts of property finance; 2. compare the types of financing, its creation and sources for financing; and 3. determine the lending process, repayment methods and determination of borrower capability. The course will also expose the students to an understanding of the development cycle, structure and agencies in the development, redevelopment, conservation and rehabilitation of city. The first part provides a theoretical foundation of understanding of principles of land and building surveying and referencing to fulfil the requirement of Malaysian Valuation Standard. Students will have hands-on experience at the field work on the equipment used in land surveying. A studio based task is given for plotting the measurements. The second part introduces GIS application in real estate profession. The course establishes the methods and preparation of data input, range of GIS techniques for data validation and concludes with an exposure to current issues and GIS future in real estate. The course incorporates GIS computer based exercise. 1. Clarify basic principles of surveying measurement techniques and procedures and GIS in the context of its components, functions and spatial analysis; 2. CS1, CS2, LL1, LL2, EM1, EM2, EM3 BVEV 4227 ADVANCED VALUATION Students are introduced to special valuation techniques. The course also introduces Plant & Machinery, Business Valuation and Asset Valuation techniques. In developing an understanding of these techniques the course tests the students ability to apply the development appraisal and the financial techniques in determining the value of properties for development and redevelopment for joint venture and privatization purposes. The course concludes with application of special valuation which contains land reclamations, contaminated land and plant and machinery valuations. 1. explain the concept of special properties such as contaminated land, reclaimed land, properties under joint venture and privatisation purpose and plant and machinery; 2. assess the market value of the above properties using appropriate valuation methods supported by special valuation techniques; 3. specify determining the best development proposal for entrepreneurship purposes; and 4. solve the problems in special valuation.
