Data Collections under MoES others from EMIS Statistical information is produced by a number of different departments/ units within the Ministry of Education and Sports Other MoE departments which are responsible for data collection specific to their areas include the followings: Department of Finance (DoF) Department of Personnel (DoP) Department of Non-Formal Education (DNFE), Department of Teacher Training (DTT) Department of Vocational, Technical & Higher Ed. (HTVED) and National Research Institute for Educational Sciences (NRIES) Coordination of information collection across the MoES is the responsibility of EMIS Center Yet, there is no established relationship between EMIS database and other MoES databases

History of Lao EMIS Organization Development Before the school year 1991-1992: used a set of several forms-spreading over three times a year 1992: first nationwide computerized EMIS establish under department of Planning & Finance 1993 : establish a Statistics & Planning Division ( SPD) under Cabinet 1998 : SPD under department of Planning & Cooperation 2002 : Split SPD in two Division; Planning Division & Statistics and IT Division 2006 : establish an Education Statistics and IT Center 2013 : Split into two center (ICT center & EMIS Center)

Background of Lao EMIS Development A computerized EMIS system was established in Ministry of Education (MoES) in 1991 It is a computer based data collection and statistical reporting system EMIS has been able to improve the timeliness, reliability and relevance of educational data in Lao MoES Data from each school are collected via annual questionnaire through district and provincial education offices Collected data are published in annual ministry report, and also provided to Lao Statistics Bureau (LSB), UIS and some agency interested Summary statistics and selected education indicators are also part of the Annual Report of the Ministry of Education and now in LaoEduInfo database ( develop by using DevInfo tools)

EMIS Data Collection Coverage EMIS data collection covers all schools ( public & private ) in the following areas: the status of schools, province, district and village location, numbers of classrooms and buildings by condition; student enrolment data by age, grade, gender and ethnicity; number of classes by type; numbers of repeaters by age, grade, gender and ethnicity; numbers of graduates at the final years of each cycle by ethnicity; List of individual teacher by level and type of training,experience, employment status ; and numbers of textbooks by type, subject and grade level The Ministry s primary database is the Lao EMIS database and GIS database under the EMIS Center

Efforts making 2007 : the MOE revised and improved questionnaires by included information about individual teachers that could enrich the analysis of the teachers characteristics. Revision and optimization of the data entry software used to input school census data. Train provincial staff to install and maintain the updated application in order to avoid delays and to strengthen the decentralization of the data entry process.

Efforts making Since 2008, the MOE has been collecting data on the population in order to assess the unattended demand. Each primary school was assigned a catch area for collecting the population data. The coverage of this population census reached 90 percent of villages in 2009 and 100 percent in 2010. 2011 : Decentralize data entry to all districts

Personnel management Information System (PMIS) 1. The database contains detailed personnel data (CV) of all teachers and administrative staff of the entire education sector. 2. It is also intended to update quarterly on new recrutments, transfers and attritions of the staff.

Finance Management Information System (FMIS) 1. It contains the detailed budget estimates of all institutions: schools, centers and offices (at the district, provincial and central level). 2. Main features include: it is designed to support budget preparation of MOE to be submitted to Ministry of Finance (MOF) for approval detailed personnel data of all teachers and admin staff of the entire education sector are recorded and are expected to be updated quarterly in term of finance area variable Detailed record scholarship of TVET and HE students Detailed school block grant, recently at pre - primary, primary and lower secondary level

Revision of EMIS-PMIS-FMIS application MAIN TARGET CENTRAL DATABASE EMIS MODULE PMIS MODULE FMIS MODULE USERS Ministry Level Province Level District Level

Target 1. Development of an integrated system covering three domains: EMIS The Education Statistic System PMIS The Personal Management Information System FMIS The Financial Management Information System 2. Upgrade EMIS to support the Online mode 3. Upgrade PMIS to support the Online mode 4. Design and Development of FMIS, Online mode

CURRENT EMIS 1. The databases are restructured (Oracle database, Hyper file database). 2. The application is resized to support the upgrade and the new requirements of statistical report for MOES, Provincial and District level. 3. The archives can be traced back and work on previous years data. 4. Modification of EMIS Client Server to handle the new data collection form, modification of the client module using the Hyperfile database.

CURRENT EMIS 5. The Hyperfile database is designed to be deployed at the provinces and the district level. 6. Modification of the Server Module working with the Oracle database at the ministry level. 7. Development of the Online solution for EMIS is completely performed using the Web service technology.

CURRENT PMIS 1. Application Focused to improve the current system to eliminate all errors encountered, improved all functions to suit the users real needs, develop new functions, including the distribution of functional areas related to security. Actually this application is able to respond successfully to the user expectations in term of performance. 2. Database The database structure has been resized to support the new demands (The separation of teaching/non-teaching personnel status). Creating the Tools for the Data cleaning. 3. Procedures - Business Rules The adaptation of the function / procedure increase the user discipline, improve the control, the security and the system monitoring.

CURRENT PMIS 4. Online solution At the present state of the internet infrastructure of the country, the PMIS web base solution cannot run with acceptable performance. its appropriate online solution is remote access by using the Intranet of MOES.

CURRENT FMIS 1. New Payroll Concept FMIS is an application for the payroll management, completely operational with a centralized database and dedicated to the education and Sport sector. It is delivered with several advance functions: management settings, management of the user rights, calculation of payment of salaries for the teachers and the non-teachers, productions of the various reports and controls etc... And throughout the country (MOES, UNIVERSITY, PROVINCES AND DISTRICTS) each management unit (finance level 2) can perform calculations of the salaries directly, validate / verify and aggregate the information to the superior unit. All movements are visible but not editable by the Financial Services Level 1.

CURRENT FMIS 2. FMIS Data base include also data cleaning and data updating tools, searching for the personal ID present in PMIS database; PMIS and FMIS use the same personal ID. 3. FMIS data base is created to provide a link with the PMIS database. 4. The Data Collection Identities from provinces are injected in the FMIS Data base

Reasons to Deploy PMIS & FMIS PMIS is now stable, supports many functions and responds to DOP need. DOP will have the capacity to manage the MOES human resources. FMIS is a new system, FMIS is a Payroll Management system, FMIS can also simulate the Payroll budget for a month and also for an entire year. Once the personnel data is registered in FMIS, FMIS can calculate the Payroll budget for MOES for the year, MOES can have a good visibility on the budget.

Reasons to Deploy PMIS & FMIS PMIS & FMIS share some common personnel data. It is then necessary to synchronize PMIS and FMIS deployment and in the final, to synchronize PMIS and FMIS database. PMIS & FMIS are developed with a high end technology, the end users working on the centralized database are located at many levels (Ministry, province & district) with different degree of responsibility, in order to deploy successfully PMIS and FMIS, MOES has to improve management process in term Somkhanh of organization, Didaravong business rules, responsibility and security
