Home Builders Association of Mississippi Position Description Title: Executive Vice President Purpose: The Executive Vice President is responsible for the successful leadership and management of the organization according to the strategic direction set by the Board of Directors. Direct Supervisor: HBAM President Status: Full Time (40 hours per week) Exempt Primary Duties and Responsibilities Leadership Participate with the Board of Directors in developing vision and strategic plan to guide the organization Identify, assess, and inform the Board of Directors of internal and external issues that affect the organization Act as a professional advisor to the Board of Directors and Officers on all aspects of the organization's activities Foster effective team work between the Officers and the Executive Vice President and between the Executive Vice President and staff Serve as spokesperson for the organization Conduct official correspondence on behalf of the Association as appropriate and jointly with the Officers when appropriate Keep the President, Officers, Executive Committee, and Board informed about activities of HBAM and consult with them about actions when appropriate Operational planning and management Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the organization Oversee the efficient and effective day to day operation of the organization Draft policies for the approval of the Board and prepare procedures to implement the organizational policies; review existing policies on an annual basis and recommend changes to the Board as appropriate Prepare meeting agendas and supporting materials Ensure that the Association carries appropriate and adequate insurance coverage Ensure that the organization s building and property are properly maintained and managed Page 1 of 6
Oversee the planning, implementation and evaluation of the organization's programs and services Ensure that the programs and services offered by the organization contribute to the organization's mission and reflect the priorities of the Board Monitor the day to day delivery of the programs and services of the organization to maintain or improve quality Oversee the planning, implementation, execution and evaluation of special projects Association operations Plan and manage a minimum of three Board of Directors meetings per year Prepare the agendas for all standing committees and task force Carry out actions taken by a committee or task force and approved by the Board of Directors Plan and manage the annual State Convention Plan and manage the annual Best in Mississippi housing awards Maintain and direct fundraising efforts for sponsorship for the annual state convention Oversee and secure sponsorships for Best in Mississippi awards program Oversee advertising sales for the Mississippi Builder magazine Initiate, develop and maintain constructive relationships with local associations and volunteer leadership across the state. Have an extensive knowledge of HBAM s bylaws and standard operating procedures Maintain a working knowledge of parliamentary procedure Support local associations and members by increasing awareness of state and national products and services Facilitate annual planning meeting and implement the plan set forth by the leadership Help local associations improve overall management operations by highlighting industry and association management best practices and assisting the staff in identifying and addressing areas for desired improvement External relationships/advocacy Keep abreast of developments in state and national legislation and regulations that impact the housing industry and use this information to keep the Officers, Executive Committee, Board and membership informed Establish and maintain relationships with Mississippi legislators and state elected officials Serve as the chief lobbyist for HBAM advocating for housing and business issues Write and produce a weekly legislative report during legislative sessions Page 2 of 6
Review all legislation and analyze the potential impact on members Establish and maintain relationships with the Mississippi congressional delegation Maintain a working relationship with the Mississippi State Board of Contractors Communicate with stakeholders to keep them informed of the work of the organization Establish good working relationships and collaborative arrangements with other business groups to help achieve the goals of the organization Represent the organization at meetings and on committees or task forces with other business organizations Manage and direct the HBAM Political Action Committee (PAC) Direct campaign resources to candidates that are pro housing and pro business Establish and maintain annual PAC fundraising plan Oversee the financial management of the PAC including financial statements Oversee the completion, filing, and accuracy of all campaign reports with the Secretary of State Maintaining close relationship to the National Association of Home Builders Membership Development and Member Services Develop an effective recruitment and retention plan and implement an effective marketing strategy to increase membership Develop and manage plan to increase membership participation in HBAM affinity programs Increase awareness of HBAM s benefits Engage volunteer leadership to participate in meetings and educational programs Maintain a relationship with HBAM affinity partners Create and explore new affinity programs Attend local association meetings throughout the year Oversee the selection of the annual Mississippi Housing Hall of Fame. Following the established guidelines for election Publish and promote the annual inductees for the Mississippi Housing Hall of Fame during and after the state convention Promote the annual Best in Mississippi housing awards to enhance entries Write press releases and publicize the winners of the Best in Mississippi housing awards Oversee the judging and criteria for Best in Mississippi housing awards Page 3 of 6
Communications and Public Relations Ensure quality and excellence throughout all HBAM publications and communications efforts Publish a monthly newsletter for the HBAM membership Serve as Editor of the Association s quarterly magazine Post current information on the housing industry to the association s Facebook page and Twitter account Keep information relative and current on HBAM s website Write articles of Mississippi Builder magazine Establish relationships with the media to serve as the main resource for housing news in Mississippi Appear as needed on television and radio representing HBAM Human resources planning and management Determine staffing requirements for organizational management and program delivery Oversee the implementation of the human resources policies, procedures and practices including appropriate job descriptions for all staff Establish positive, healthy and safe work environment in accordance with all appropriate legislation and regulations Recruit, interview and select staff that have the right technical and personal abilities when job openings occur Ensure that all new staff members receive an orientation to the organization and that appropriate training is provided Conduct a performance management process for all staff that includes monitoring the performance of staff on an on going basis and conducting annual performance reviews Coach and mentor staff as appropriate to improve performance Release staff when necessary using appropriate and legally defensible procedures Multifamily Council and Mississippi Housing Institute Oversee the Mississippi Multifamily Council (MMC), a professional apartment association serving the needs of multifamily owners, developers, property managers, maintenance personnel and vendors who are active in the multifamily industry. MMC boasts 218 properties (35,000 units), 35 Management Companies and 40 Associate Members. Oversee the Mississippi Housing Institute, which is the educational nonprofit subsidiary of HBAM Page 4 of 6
Financial planning and management Work with Secretary Treasurer and (Finance Committee) to prepare comprehensive budget Approve expenditures within the authority delegated by the Board Ensure that sound bookkeeping and accounting procedures are followed Administer the funds of the organization according to the approved budget and monitor the monthly cash flow of the organization Provide the Executive Committee and Board with regular reports on the revenues and expenditure of the organization Ensure that the organization complies with all legislation covering taxation and withholding payments Have a general working knowledge of association law and Mississippi non profit laws Qualifications Education Bachelor s degree in business or related field Experience Five or more years of increasing responsibility in membership association or non profit management, including supervision of other employees and budget preparation and monitoring Previous work supporting and leading volunteer Board of Vice Presidents and Committees Program management experience, including membership, education, and advocacy initiatives Experience with government affairs a plus Knowledge, skills and abilities Knowledge of leadership and management principles as they relate to nonprofit/professional membership organizations Knowledge of current challenges and opportunities in the housing industry Knowledge of human resources and staff development Knowledge of financial management Excellent written and verbal communication skills, including the ability to listen and understand different points of view Extensive knowledge of Microsoft Office applications Availability for travel and required after hours work including some weekends Page 5 of 6
