European education benchmarks 2020 1) Early leavers from education and training The share of early leavers from education and training should be less than 10%; 2) Tertiary attainment The share of 30-34 year olds with tertiary educational attainment or equivalent should be at least 40%; 3) Pre-school participation At least 95% of children between the age of four and the age for starting compulsory primary education should participate in early childhood education; 4) Low achievers The share of 15-year olds with insufficient abilities in reading, mathematics and science should be less than 15%; 5) Employment rate of graduates The share of employed graduates (20-34 year olds) having left education and training no more than three years before the reference year should be at least 82%; 6) Adult lifelong learning participation An average of at least 15 % of adults (age group 25-64) should participate in lifelong learning; 14

Data, definitions and statistics Data on lifelong learning statistics are collected from reliable sources applying high methodological standards. It is compiled on the basis of data collected through the labour force survey (LFS), supplemented by the adult education survey (AES). Life-long learning refers to persons aged 25 to 64 who stated that they received education or training in the four weeks preceding the survey (numerator). The denominator consists of the total population of the same age group, excluding those who did not answer to the question 'participation to education and training'. Both the numerator and the denominator come from the EU Labour Force Survey. The information collected relates to all education or training whether or not relevant to the respondent's current or possible future job. Lifelong learning encompasses all purposeful learning activity, whether formal, non-formal or informal, undertaken on an ongoing basis with the aim of improving knowledge, skills and competence. The intention or aim to learn is the critical point that distinguishes these activities from non-learning activities, such as cultural activities or sports activities.
