FOREWORD The latter part 2007/08 financial year saw drastic shortages of electricity, resulting in rolling blackouts and the emergency shutdown of the country's largest users of electricity and load shedding for the municipal distributors. We will all recall that the management of this challenge was divided into three phases. The Power stabilisation phase accompanied by emergency load shedding in response to the status of the grid, then the Power Rationing Phase characterised by rolling pre-emptive load shedding, and Power Conservation Phase (PCP) encouraging all users of electricity to reduce their consumption by a minimum of 10% and sustain these savings going into the future. With the anticipation of the new base load generation capacity only available in five years time, power stations like Medupi, Bravo and Mamabula coming into operation, it is vital that everybody become energy efficient, to reduce the risk of load shedding. With DSM initiatives being rolled out and NERSA's approval of higher than normal electricity price increases, it is hoped that consumers will respond to the crisis by reducing their consumption by implementing energy efficient lifestyles. The Department of Minerals and Energy's ECS (Energy Conservation Scheme) was introduced to encourage energy saving and load reduction voluntarily. This scheme will, however, entail penalty tariffs for those who do not voluntarily save 10% and will provide a means of trading in units saved by those industries that are able to reduce consumption by significantly more than 10%. It is envisaged that ECS will be overseen by a national body that will listen to appeals and rule on matters arising out of disputes in the establishment of baseline consumption and other critical matters. Whilst national legislation is being introduced, customers will be given the opportunity to negotiate baselines and have a feel of the scheme with mock penalties, thereby preparing for the mandatory implementation expected within the next few months. It must be emphasised that South Africa is experiencing a generation crisis and the solution to the problem lies in the hands of the customer. Our past perceptions must change or we will once again experience the repercussions of rolling blackouts. I appeal to all our customers to review their use of electricity and urgently respond to our power crisis by reducing consumption by a minimum of 10%. Sandile Maphumulo Head: Electricity

RESIDENTIAL TARIFFS Introduction These tariffs are applicable to 230V and 400V supplies to residential premises only. Customers can elect to have credit or prepayment meters. In the latter case no accounts are issued and customers pay for their electricity prior to consumption through the purchase of tokens or encoded numbers. 3-PHASE RESIDENTIAL - SCALE 3 Typical Customers Service Energy General Large residential premises with ducted airconditioning, swimming pool etc. The Service for residential customers is built into the energy charge. 50.9480 cents + VAT = 58.0807 cents/kwh This is a credit meter tariff. Meters are typically read every three months. Estimated charges are raised in months where no meter readings are taken and are reversed when actual consumption is charged for. A deposit to cover up to three months consumption is required. This is periodically reviewed and increased deposits may be charged where required. Refer to page 6 for typical costs of using appliances on this tariff. 1-PHASE RESIDENTIAL - SCALE 4 Typical Customers Service Energy : General Medium sized residential premises. Supply size is 40A or 60A. (80A available in certain circumstances) The Service for residential customers is built into the energy charge. 50.9480 cents + VAT = 58.0807 cents/kwh This is a credit meter tariff. Meters are typically read every three months. Estimated charges are raised in months where no meter readings are taken and are reversed when actual consumption is charged for. Supply size is 60A, and via a prepayment meter. Customers on this tariff have paid for their connection up front. The Service for residential customers is built into the energy charge. 50.9480 cents + VAT = 58.0807 cents/kwh This is a prepayment meter tariff. Customers pay for electricity in advance using tokens or encoded numbers purchased from ethekwini Electricity Customer Service Centres or Agents. A deposit of R100 is required as an insurance against the cost of replacing the meter in the event of it being damaged. In the event of a meter being purposely damaged or bypassed, the required deposit is increased to R400. Refer to page 6 for typical costs of using appliances on this tariff. SMALL POWER WITH ELECTRICITY DISPENSER - SCALE 9 Typical Customers Service Energy General Availability Small sized residential premises. Supply size is now 40A, via a prepayment meter. This is a subsidised tariff with a low connection fee. The Service for residential customers is built into the energy charge. 50.9480 cents + VAT = 58.0807 cents/kwh A deposit is required as an insurance against the cost of replacing the meter in the event of it being damaged. In the event of a meter being purposely damaged or bypassed, the required deposit is increased. This is a prepayment meter tariff aimed at customers in newly electrified areas who were unable to afford the full cost of a connection up front. Customers pay for electricity in advance using tokens or encoded numbers purchased from ethekwini Electricity Customer Service Centres or Agents. A deposit of R100 is required as an insurance against the cost of replacing the meter in the event of it being damaged. In the event of a meter being purposely damaged or bypassed, the required deposit is increased to R400. Refer to page 6 for typical costs of using appliances on residential tariff. The Service for residential customers is built into the energy charge. First 65kWh is free. Thereafter: 50.9480 cents + VAT = 58.0807 cents/kwh A deposit is required as an insurance against the cost of replacing the meter in the event of it being damaged. In the event of a meter being purposely damaged or bypassed, the required deposit is increased. This Tariff is available to customers using less than 150kWh. SECTION A 5

BUSINESS TARIFFS Introduction These tariffs are applicable to business, to non - residential premises and to residential premises which are not separately metered, and which are supplied at 230V, 400V, 6 600V or 11 000V. Premises are deemed to be business or non-residential when at least 10% of the electricity consumed is used for the generation of income. s consist of energy component(s), cents per unit (kwh rate(s)) and a monthly service charge. BUSINESS & GENERAL - SCALE 1 Typical Customers Service Energy Commercial and Industrial Customers who use electricity mainly during the day or intermittently. R103.8475 + VAT = R118.3861 per month for each point of supply, whether electricity is used or not. No service charge for religious buildings. 52.2661 + VAT = 59.5833 cents/kwh Percentage 2% Rebate is applied to the energy charge for supply voltage exceeding 1 000V. Rebate General This is a credit meter tariff. Meters are typically read every three months. Estimated charges are raised in months where no meter readings are taken and these are reversed when actual consumption is charged for. A deposit to cover up to three months consumption is required. This is periodically reviewed and increased deposits may be charged where required. Customers on this tariff should periodically review their tariff as changes in consumption pattern could result in an alternative tariff becoming cheaper. TWO RATE - SCALE 2 Typical Commercial and Industrial Customers who use a significant portion of their electricity during Customers the night and on weekends. This tariff is in addition to a Scale 1 or Scale 2 connection and cannot be selected in addition to a Bulk Supply Agreement tariff. R108.5678 + VAT = R123.7673 per month for each point of supply, whether electricity is used or not. No service charge for religious buildings. All energy charged at: 57.1084 + VAT = 65.1035 cents/kwh This is a credit meter tariff. Meters are typically read every three months. Estimated charges are raised in months where no meter readings are taken and these are reversed when actual consumption is charged for. A deposit to cover up to three months consumption is required. This is periodically reviewed and increased deposits may be charged where required. A separate meter connected to the cooking equipment is required for this tariff. This tariff has been deemed as no longer cost reflective and has been phased out. Consumers opting off this tariff need to combine the supply via a single main circuit breaker. Details can be obtained from the customer service centre. INDUSTRIAL WATER HEATING & PUMPING - SCALE 6 & 7 Typical Customers Service Energy Commercial and Industrial Customers who use equipment which can be switched off for fixed periods every day. These tariffs are in addition to a Scale 1 or Scale 2 connection and cannot be selected in addition to a Bulk Supply Agreement tariff. R84.5296 + VAT = R96.3637 per month for each point of supply, whether electricity is used or not. No service charge for religious buildings. Scale 6: 3 hour interruption - 16h00 to 19h00, Monday to Friday. 57.8905 + VAT = 65.9952 cents/kwh 8 SECTION A

BUSINESS TARIFFS continued Scale 7: 6 hour interruption - 07h30 to 10h30 and 16h00 to 19h00, Monday to Friday. 38.7440 + VAT = 44.1681 cents/kwh Monthly R53.4086 + VAT = R60.8858 per kwh of installed capacity, but not less than Minimum R195.9975 + VAT = R223.4371 General Availability This is a credit meter tariff which requires the installation of a separate meter to the heating/pumping equipment. Meters are read, and estimated charges and deposits are raised as per Scale 1 or Scale 2. This tariff has been deemed as no longer cost reflective or effective and is in the process of been phased out. Consumers opting off this tariff need to combine the supply via a single main circuit breaker. Details can be obtained from the customer service centre. BUSINESS & GENERAL - SCALE 10 Typical Customers Service Energy General Small Commercial Customers who use electricity mainly during the day or intermittently. Supply size is 60A via a prepayment meter. The service charge is included in the energy charge. 58.0204 + VAT = 66.1433 cents/kwh This is a prepayment meter tariff. Customers pay for electricity in advance using tokens or encoded numbers purchased from ethekwini Electricity Customer Service Centres or Agents. Customers on this tariff should periodically review their tariff as changes in consumption pattern could result in an alternative tariff becoming cheaper. BUSINESS & GENERAL - SCALE 11 Typical Customers Service Energy General Small Commercial Customers who use electricity mainly during the day or intermittently. Supply size is 40A via a prepaymenty meter. Aimed at customers in newly electrified areas. The service charge is included in the energy charge. 58.0228 + VAT = 66.1460 cents/kwh This is a prepayment meter tariff that was aimed at business customers in newly electrified areas who were unable to afford the cost of a connection up front. Customers pay for electricity in advance using tokens or encoded numbers purchased from ethekwini Electricity Customer Service Centres or Agents. Customers on this tariff should periodically review their tariff as changes in consumption pattern could result in an alternative tariff becoming cheaper. SECTION A 9

BULK SUPPLY AGREEMENT TARIFFS Introduction Bulk Supply Agreements are entered into for a minimum period of one year. They are intended for those customers who use electricity on a continuous basis throughout the year. The Bulk Supply Agreements are divided into conventional bulk and time-of-use tariffs. Conventional bulk tariffs include the LV2-Part, the LV and ST3-Part. Conventional and General Tariff Terms Maximum Demand The highest half-hourly demand in kva taken by the customer at any time in the month. Restricted Demand The highest half-hourly demand in kva taken by the customer between 16h30 and 18h30, Monday to Friday. Energy Measured in kwh throughout the month. Excess Weekend The highest half-hourly demand in kva taken by the customer between 07h00 and 20h00 on Demand Saturdays and Sundays in excess of the Maximum Demand during other periods excluding Night Demand periods. Excess Night The highest half-hourly demand in kva taken by the customer during {22h00-06h00 (Monday Demand to Friday) 00h00-07h00 (Saturday & Sunday) 20h00-24h00 (Saturday & Sunday)} in excess of which ever is the greater of the Maximum Demand or Weekend Demand. Notified Maximum The maximum demand notified in writing by the customer which the customer requires to Demand be in a position to demand and remains in force for one year. The Notified Maximum Demand may be reduced by giving one month s notice, the revised Notified Maximum Demand shall remain in force for a further period of one year. The Notified Maximum Demand is used for calculating the minimum charge which is based on 70% of the Notified Maximum Demand. Notified Minimum The minimum half-hourly demand notified in writing by the customer for the purpose of Demand claiming a discount and accepted as the minimum value to be used for calculating the Maximum Demand. The Notified Minimum Demand remains in force for one year and may be reduced by giving one month s notice, the revised Notified Minimum Demand shall remain in force for a further period of one year. Month Conventional tariffs have a billing month of approximately 30 days and meter readings are taken in the last five working days of the month. BULK SUPPLY AGREEMENT TARIFFS continued CUSTOMISED PRICING AGREEMENTS EThekwini Electricity is prepared to enter into discussions regarding Customised Pricing Agreements in certain instances, these include: Discounts for large (>5 000kVA) newly established industries that would not be viable without a discounted electricity price. Co-generation proposals. Steam Service Providers. Agreements are negotiated on the basis of a return on capital equipment that would not otherwise be obtained and provided that they do not discriminate between similar customers. These agreements are generally three-way agreements between Eskom, ethekwini Electricity and the customer. Eskom s role normally includes an appropriately selected reduction in purchase price. For more information contact: (031) 311-9285/6/7 CONVERSION BETWEEN TARIFFS A change in tariff often requires a change in the metering, for which a free is charged. For Example: Converting from a Scale 1: Business and General tariff to a Scale 2: Two-Rate tariff requires the installation of a two rate meter. Installation of Bulk meter requires the existence of a meter panel, the removal of the existing meter and installation of an electronic bulk meter. These charges are detailed in the First Schedule to the Electricity Supply Bylaws. Any queries in this regard may be directed towards the Customer Services staff of the appropriate Region at any of the customer service centres listed on the front cover page. Compliance Certificate Customers are advised to obtain compliance certificates for any electrical work carried out (irrespective of the cost or size of the work carried out). EThekwini Electricity reserves the right to request, at any time, proof of compliance for any electrical installation and the customer is ultimately responsible for the electrical installation at his/her premises. For more information contact: (031) 311-9464 POWER FACTOR CORRECTION EThekwini Electricity s Bulk tariff charges encourage the user to maintain a high power factor (nearly unity) in his electrical network. This is done by having a Demand charge, the cost of which can be reduced by having the Power factor corrected. The power factor can be improved by installing Power Factor Correcting Equipment, the cost of which is often recovered in a few months by the savings made in reduced electricity bills. Low power factors are caused mainly by induction motors and fluorescent lights and compensation may be applied to individual pieces of equipment, in stages by automatic switching, or in bulk at the supply intake position. Advice on the most economic system for a given installation is available for specialist firms or ethekwini Electricity.
