FOREWORD The latter part 2007/08 financial year saw drastic shortages of electricity, resulting in rolling blackouts and the emergency shutdown of the country's largest users of electricity and load shedding for the municipal distributors. We will all recall that the management of this challenge was divided into three phases. The Power stabilisation phase accompanied by emergency load shedding in response to the status of the grid, then the Power Rationing Phase characterised by rolling pre-emptive load shedding, and Power Conservation Phase (PCP) encouraging all users of electricity to reduce their consumption by a minimum of 10% and sustain these savings going into the future. With the anticipation of the new base load generation capacity only available in five years time, power stations like Medupi, Bravo and Mamabula coming into operation, it is vital that everybody become energy efficient, to reduce the risk of load shedding. With DSM initiatives being rolled out and NERSA's approval of higher than normal electricity price increases, it is hoped that consumers will respond to the crisis by reducing their consumption by implementing energy efficient lifestyles. The Department of Minerals and Energy's ECS (Energy Conservation Scheme) was introduced to encourage energy saving and load reduction voluntarily. This scheme will, however, entail penalty tariffs for those who do not voluntarily save 10% and will provide a means of trading in units saved by those industries that are able to reduce consumption by significantly more than 10%. It is envisaged that ECS will be overseen by a national body that will listen to appeals and rule on matters arising out of disputes in the establishment of baseline consumption and other critical matters. Whilst national legislation is being introduced, customers will be given the opportunity to negotiate baselines and have a feel of the scheme with mock penalties, thereby preparing for the mandatory implementation expected within the next few months. It must be emphasised that South Africa is experiencing a generation crisis and the solution to the problem lies in the hands of the customer. Our past perceptions must change or we will once again experience the repercussions of rolling blackouts. BULK SUPPLY AGREEMENT TARIFFS Introduction Bulk Supply Agreements are entered into for a minimum period of one year. They are intended for those customers who use electricity on a continuous basis throughout the year. The Bulk Supply Agreements are divided into conventional bulk and time-of-use tariffs. Conventional bulk tariffs include the LV2-Part, the LV and ST3-Part. Conventional and General Tariff Terms Maximum Demand The highest half-hourly demand in kva taken by the customer at any time in the month. Restricted Demand The highest half-hourly demand in kva taken by the customer between 16h30 and 18h30, Monday to Friday. Energy Measured in kwh throughout the month. Excess Weekend The highest half-hourly demand in kva taken by the customer between 07h00 and 20h00 on Demand Saturdays and Sundays in excess of the Maximum Demand during other periods excluding Night Demand periods. Excess Night The highest half-hourly demand in kva taken by the customer during {22h00-06h00 (Monday Demand to Friday) 00h00-07h00 (Saturday & Sunday) 20h00-24h00 (Saturday & Sunday)} in excess of which ever is the greater of the Maximum Demand or Weekend Demand. Notified Maximum The maximum demand notified in writing by the customer which the customer requires to Demand be in a position to demand and remains in force for one year. The Notified Maximum Demand may be reduced by giving one month s notice, the revised Notified Maximum Demand shall remain in force for a further period of one year. The Notified Maximum Demand is used for calculating the minimum charge which is based on 70% of the Notified Maximum Demand. Notified Minimum The minimum half-hourly demand notified in writing by the customer for the purpose of Demand claiming a discount and accepted as the minimum value to be used for calculating the Maximum Demand. The Notified Minimum Demand remains in force for one year and may be reduced by giving one month s notice, the revised Notified Minimum Demand shall remain in force for a further period of one year. Month Conventional tariffs have a billing month of approximately 30 days and meter readings are taken in the last five working days of the month. Time-of-Use tariffs have a calendar billing month and meter readings are from midnight at the start of the first day of the month to midnight at the end of the last day of the month. 10 SECTION A

BULK SUPPLY AGREEMENT TARIFFS continued CUSTOMISED PRICING AGREEMENTS EThekwini Electricity is prepared to enter into discussions regarding Customised Pricing Agreements in certain instances, these include: Discounts for large (>5 000kVA) newly established industries that would not be viable without a discounted electricity price. Co-generation proposals. Steam Service Providers. Agreements are negotiated on the basis of a return on capital equipment that would not otherwise be obtained and provided that they do not discriminate between similar customers. These agreements are generally three-way agreements between Eskom, ethekwini Electricity and the customer. Eskom s role normally includes an appropriately selected reduction in purchase price. For more information contact: (031) 311-9285/6/7 CONVERSION BETWEEN TARIFFS A change in tariff often requires a change in the metering, for which a free is charged. For Example: Converting from a Scale 1: Business and General tariff to a Scale 2: Two-Rate tariff requires the installation of a two rate meter. Installation of Bulk meter requires the existence of a meter panel, the removal of the existing meter and installation of an electronic bulk meter. These charges are detailed in the First Schedule to the Electricity Supply Bylaws. Any queries in this regard may be directed towards the Customer Services staff of the appropriate Region at any of the customer service centres listed on the front cover page. Compliance Certificate Customers are advised to obtain compliance certificates for any electrical work carried out (irrespective of the cost or size of the work carried out). EThekwini Electricity reserves the right to request, at any time, proof of compliance for any electrical installation and the customer is ultimately responsible for the electrical installation at his/her premises. ADVISORY SERVICES TARIFFS AND LOAD MANAGEMENT EThekwini Electricity works closely with Eskom s advisory services to provide advice on tariffs, load management and alternate energy supplies to commercial and industrial customers. These investigations are in accordance with the standards reflected in the NRS 048 set of documents and concentrate primarily on Voltage Dips, Harmonics, Regulation, Unbalance, Frequency Flicker. The guideline tariffs for the various services are as follows: Single and three-phase (Regulation, Interruptions, Dips, Unbalance): R2 500.00 (incl. For more information contact: (031) 311-9464 POWER FACTOR CORRECTION EThekwini Electricity s Bulk tariff charges encourage the user to maintain a high power factor (nearly unity) in his electrical network. This is done by having a Demand charge, the cost of which can be reduced by having the Power factor corrected. The power factor can be improved by installing Power Factor Correcting Equipment, the cost of which is often recovered in a few months by the savings made in reduced electricity bills. Low power factors are caused mainly by induction motors and fluorescent lights and compensation may be applied to individual pieces of equipment, in stages by automatic switching, or in bulk at the supply intake position. Advice on the most economic system for a given installation is available for specialist firms or ethekwini Electricity. Example: Tariff LV3-Part Demand = R69.4548/kVA If your maximum demand is 500kW @ 0.70pf Maximum Demand = 714kVA Max. Demand = 714 x R69.4548 = R49590.727 If you correct the pf to 0.99 Maximum Demand = 505kVA Max. Demand = 505 x R69.4548 = R35074.674 Saving of approximately R14 516.053/month on the Demand charge.
