1. INTRODUCTION

1. INTRODUCTION INTRODUCTION CONNECT is co-funded by the European Commission and promotes the exchange of new entrepreneurs between the Federative Republic of Brazil and Europe. It aims to support promising entrepreneurs and SMEs to grow and develop their international outlook and competitiveness, promoting an exchange of experience between Brazil and CIP participating countries 1 and enhancing entrepreneurship overall. HOW? CONNECT will select 50 highly motivated European new entrepreneurs to enroll in a business mobility scheme in Brazil. It will offer them the unique opportunity to collaborate and exchange knowledge with an experienced and successful Brazilian entrepreneur, for a period of 1 to 6 months. The stay will be partly financed by the European Commission. WHEN? CONNECT will launch its first wave in 2014 and facilitate the mobility of 25 European new entrepreneurs to Brazil. The second wave will take place in 2015 and will allow for a further 25 promising entrepreneurs to enroll in the exchange scheme. Similarly, new entrepreneurs from Brazil will be hosted by experienced European entrepreneurs under the CONNECT programme. This Guide applies for new entrepreneurs from Europe only, applying to a stay up to 6 months with an experienced host entrepreneur in Brazil. The Guide provides general and practical information about the programme, relevant not only to interested entrepreneurs from all over Europe, but also to other entities, including private sector support organizations, groups from the public sector, and business intermediary organizations such as clusters, business innovation centres, incubators and business accelerators. 1 CIP refers to the Competitiveness and Innovation Framework Programme. CIP Participating Countries are listed in SECTION 3.1. PROFILE OF NEW ENTREPRENEURS - ELIGIBILITY CRITERIA.

2. GENERAL INFORMATION 2.1. CONNECT CONTEXT AND OBJECTIVES CONNECT is an initiative supported by the European Commission s Directorate-General for Enterprise and Industry and financed under the Competitiveness and Innovation Framework Programme (CIP). The Entrepreneurship 2020 Action Plan Reigniting the entrepreneurial spirit in Europe was approved by the European Commission in January 2013, as a follow up of the Small Business Act review of April 2011 2. It is built on three main pillars: 1 Entrepreneurial education and training 2 Creation of an environment where entrepreneurs can flourish and grow 3 Developing role models and reaching out to specific groups whose entrepreneurial potential is not being tapped to its fullest extent or who are not reached by traditional outreach for business support. Action Pillar 2 is divided into six key areas in which action is needed to remove existing obstacles impeding their creation and growth. One of these six key areas consists of supporting new businesses in crucial phases of their lifecycle and help them grow, in which the European Commission undertook to encourage exchanges of young entrepreneurs between the EU and third countries. It is within this scope that CONNECT facilitates the exchange of new entrepreneurs between the Federative Republic of Brazil and CIP Participating Countries at local level. 2 COM (2011) 78 final of 23/02/2011

GENERAL INFORMATION THE SPECIFIC OBJECTIVES OF CONNECT ARE: To increase exchanges between Brazil and CIP Participating Countries To provide on-the-job training for new entrepreneurs in small and medium-sized enterprises in Brazil and in Europe in order to facilitate a successful start-up, and development of their business ideas To foster sharing of experience and information between entrepreneurs on the obstacles and challenges of starting up and developing their businesses in Brazil and in the CIP Participating Countries To enhance market access and identification of potential partners for new and established businesses in Brazil and in Europe To support business networking between entrepreneurs from Brazil and the CIP Participating countries by building on knowledge and experience from each other The activities of CONNECT are coordinated at European level by EBN (European Business and Innovation Centre Network, www.ebn.eu). EBN is a network of around 150 quality-certified EU BICs (business and innovation centres) and 100 other organisations that support the development and growth of innovative entrepreneurs, start-ups and SMEs.

TARGET ENTREPRENEURS AND BENEFITS CONNECT is addressed at new entrepreneurs and host entrepreneurs: NEW ENTREPRENEUR HOST ENTREPRENEUR Promising entrepreneurs who are planning to start a business, based on a viable Business Plan, or who have started their own business in the last 3 years (see section 3.1 for eligibility criteria). Experienced entrepreneurs who are owners and/or managers of successful enterprises for more than 3 years.

GENERAL INFORMATION BENEFITS FOR NEW ENTREPRENEURS FROM EUROPE Receive mentoring and guidance in a successful SME in Brazil Work alongside and learn from an experienced host entrepreneur Strengthen sector-specific skills, develop self-confidence and improve language skills Find new business partners, access new markets and speed-up the growth of the business internationally Receive financial assistance to partly cover the costs of the stay Accelerate the successful development of the enterprise BENEFITS FOR HOST ENTREPRENEURS IN BRAZIL Work and interact with a motivated and talented European entrepreneur, who can contribute to the business with new ideas and complementary skills Learn about external markets and expand business opportunities, profiting from a fresh look at the business Act as a mentor and share experience and information on the challenges of developing a business in Brazil, and provide support to overcome them Expand the network and enhance international business activities and innovation potential Participate in international activities and be part of a rewarding exchange of experience between Brazil and Europe BENEFITS FOR BOTH SIDES CONNECT promotes the creation of win-win collaborations between new entrepreneurs and host entrepreneurs. Participants will grow and learn from this exchange experience, and their business ideas will be complemented by the specialized skills and knowledge of their counterpart. CONNECT provides participants with the opportunity to explore new markets and different ways of doing business, and eventually to establish long-term fruitful partnerships across the Atlantic.

2. GENERAL INFORMATION 2.3. HOW IT WORKS The four steps below demonstrate how the CONNECT exchange programme works in practice. Application 01. Interested new entrepreneurs from Europe can apply to the programme via the online application form (available in www.eubrazilconnect.com; see the application form template in the Annexes). Before applying, applicants should confirm that they meet the eligibility criteria (see section 3.1. Profile of New Entrepreneurs - Eligibility criteria) and have their Business Plan ready. All applications will be screened to verify that if requirements are met. Qualified candidates will be reviewed online by a Selection Committee. The strongest candidates will be pre-selected based on their profile, quality of application and matching potential. Pre-selected candidates will be invited for a short phone/skype interview as part of the final selection. All candidates will be notified of the outcome of the selection process (see section 3 Selection criteria). Matching 02. Selected new entrepreneurs will be matched with a suitable experienced host entrepreneur in Brazil. A reserve list of multiple suitable matches will be made, to ensure that the matching process is successful. The CONNECT management team will facilitate communications between entrepreneurs and follow-up to ensure that the process runs smoothly. Feedback from the new entrepreneur and his/her potential host entrepreneur will be taken into account in order to make a final match. Once the matching is confirmed, both parties can start to plan the activities in Brazil.

2. GENERAL INFORMATION Planning and Commitment 03. The new and host entrepreneurs will agree on the dates, objectives and plan of activities of the stay. This will be detailed in a written agreement to be signed between both parties, to ensure a smooth working relationship the written agreement template can be found in the ANNEX. The new entrepreneur and EBN the organization managing the CONNECT exchange programme, will sign a written agreement specifying the plan of activities and duration of the stay, responsibilities, financial conditions, etc. The financial assistance will be provided according to the terms set out in this agreement. The CONNECT management team will provide the new entrepreneur with the support to make this an efficient and burden-free process. The new entrepreneur will be given a full orientation pack answering practical questions and providing guidance and resources to help them make the most of the experience. Exchange 04. Once everything is agreed with the host entrepreneur and the administrative procedures are in place, the new entrepreneur from Europe will be ready to start the stay in Brazil. The minimum duration of the stay abroad is 1 month and the maximum duration is 6 months. Section 3.3. of this document provides an overview of the activities that can be conducted. The CONNECT management team will be at the new entrepreneur s disposal for any practical assistance needed during the stay in Brazil. Once the exchange is finished, the new entrepreneur will be asked to fill a feedback form evaluating the programme.

3. PARTICIPANT INFORMATION 3.1. PROFILE OF NEW ENTREPRENEURS - ELIGIBILITY CRITERIA New entrepreneurs are defined as early-stage entrepreneurs. Applicants must fulfil the following criteria to be eligible to participate in CONNECT: Be firmly planning to start their own business based on a concrete idea defined in a substantiated business plan; or Have their own business in operation, preferably for not more than 3 years. Additional aspects: There is no age limit and the business can operate in any sector; Applicants must have their permanent residence 3 in a EU Member State or in any of the CIP participating countries 4 ; Applicants may be employed, self-employed or unemployed; During the stay in Brazil, entrepreneurs are expected to be motivated and willing to collaborate with an experienced host entrepreneur, and be prepared to contribute to the development of his/her business, making their skills and competences available; Applicants are expected to be able to complement the programme funds as needed to cover the costs of their stay abroad; Good language skills (English and Portuguese/Spanish) will be considered an advantage. 3 The permanent residence is: - The place where the company of the applicant is registered, if the applicant has a registered company; - If a company has several establishments in different EU Member States or other participating countries, the entrepreneur should choose one of the countries as permanent residence; - The place where the applicant has spent 183 days or more in the course of the last 12 months, if he the applicant does not have a registered company. 4 CIP Participating Countries: - EU Member States; - EFTA and EEA countries: Switzerland, Iceland, Liechtenstein, Norway; - Acceding/candidate countries: Croatia, the Former Yugoslav Republic of Macedonia, Iceland, Montenegro and Turkey; - Albania, Israel and Serbia (additional participants to the Entrepreneurship and Innovation Programme)

3. PARTICIPANT INFORMATION 3.2. SELECTION CRITERIA The selection process is divided into two phases (online application and interview by phone/skype), both assessed by a Selection Committee. The Selection Committee will be composed by at least three people, including the EBN Project Coordinator and at least two external participants. The selection criteria are presented below: 1 st Phase Online Application Criteria Motivation Business (Quality of Business Plan, Entrepreneurship potential/experience, International profile, Idea & Innovation potential, Business development potential) Points 5 5 2 nd Phase Interview by phone/skype (for pre-selected candidates) Interview (Motivation, Commitment, Business Analysis) Match Potential (with a host entrepreneur in Brazil) 7 3 TOTAL: 20 CONNECT is a competitive programme open to entrepreneurs all across Europe, with limited places available. A high quality application will give the new entrepreneur a higher chance to be selected.

3. PARTICIPANT INFORMATION 3.3. RESPONSABILITIES AND ACTIVITIES Responsibilities Responsibilities expected from the new entrepreneurs from Europe include: Sign a written agreement with the host entrepreneur in Brazil; Sign an agreement with EBN the organization managing the CONNECT exchange programme; Fill in an online evaluation form after the stay in Brazil; Be willing to travel and stay in Brazil for the duration agreed and contribute to a successful collaboration with the host entrepreneur. Activities The stay in Brazil should be as beneficial and profitable as possible for the new entrepreneur. The activities to be carried out during the stay will be agreed between the new entrepreneur and the host entrepreneur in Brazil, and may focus on several aspects, including the following: The new entrepreneur will be expected to shadow and work alongside the host entrepreneur, to understand the business and learn from the host entrepreneur s experience and also to share ideas and participate in projects within the company. Likewise, the new entrepreneur will have the chance to improve their business plan and ideas, as well as explore a new market and develop concrete new opportunities for their startup.

3. PARTICIPANT INFORMATION 3.4. FINANCIAL SUPPORT AND CONTRACTUAL ASPECTS The stay in Brazil will be partially funded by the European Commission. The purpose of the financial assistance is to partly cover the costs of lodging, subsistence and travel incurred during the exchange. The new entrepreneur is expected to complement the programme funds as needed to cover the costs. The grant to be provided includes a lump sum of 1.000 for the flight and 250 monthly allowance. Duration of the stay: the minimum duration of the stay in Brazil is 1 month and the maximum duration is 6 months. It is expected that most candidates will stay in Brazil for at least 3 months. TRAVEL The new entrepreneur from Europe will be responsible for booking and paying the flight tickets to and from Brazil. Each new entrepreneur will receive a lump sum of 1.000 to help cover these costs. The lump sum will be transferred upon arrival in Brazil, i.e., once the two written agreements are signed by all parties, all the administrative procedures are in place; and upon reception by email (info@eubrazilconnect.com) of a scanned copy of both the return ticket and the boarding pass towards Brazil. The financial assistance will be paid to the new entrepreneur s bank account by EBN the organization managing the CONNECT programme, as stated in the written agreement between both parties, following a request for payment from the new entrepreneur. MONTHLY ALLOWANCE The new entrepreneur will be responsible for managing accommodation, subsistence and visa (if applicable) arrangements. Each new entrepreneur will receive a lump sum of 250 to help cover these costs for each full month of the stay. The monthly allowance will be paid in principle upfront on a monthly basis, apart from the last payment which will be released after reception of the final evaluation form. A short monthly report will be required from each participant, which will form the basis of the final report.

PARTICIPANT INFORMATION The financial assistance will be paid to the new entrepreneur s bank account by EBN, as stated in the written agreement between both parties, following a request for payment from the new entrepreneur. VISA All EU citizens wishing to travel to Brazil for tourism or business are allowed to enter the country (all states) without a visa for stays of up to three months. VISA requirements are usually dealt with on a country by country basis, and CONNECT recommends that successful candidates contact the relevant embassies/consulates in their home country. General guidance will be provided to participants. The new entrepreneur will be responsible for acquiring an insurance valid in Brazil throughout the exchange period. ADDITIONAL FUNDS Participants are free to make use of any locally available schemes on Financial Assistance, further subsidies and grants from third party organizations to help cover the costs during the mobility. The new entrepreneur must comply with the administrative, contracting procedures and rules defined in this Guide. The commitment of all parties towards the programme will be established in the following elements: 1. Written agreement between the new entrepreneur and the host entrepreneur in Brazil. This agreement will help to ensure the smooth working relationship between both parties and will detail the dates, objectives and plan of activities of the stay see template in the ANNEXES. 2. Written agreement between the new entrepreneur and EBN the organization managing the CONNECT exchange programme. This agreement will specify the plan of activities and duration of the stay, responsibilities, financial conditions, etc. The financial assistance will be provided according to the terms set out in this agreement. EBN will ensure that the your exchange programme runs as smoothly as planned.

The Host Entrepreneur undertakes to: Comply Assign Foster Provide Submit with all arrangements previously negotiated, particularly the New Entrepreneur s plan of activities, and to do his/her best to achieve the objectives and make the outcome of the stay a success. to the New Entrepreneur tasks and responsibilities that match his/her knowledge, skills, competences and objectives and ensure that appropriate equipment and support are available and that the New Entrepreneur s objectives are achieved. the New Entrepreneur s understanding of entrepreneurship and how to start-up and develop a business. practical support if required. an evaluation form in the specified format at the end of the stay. EBN undertakes to: Prepare Establish Maintain Disburse Evaluate the New Entrepreneur and the Host Entrepreneur for the practical, professional and cultural aspects of the stay. communication between all parties involved and ensure that final arrangements are in place before the New Entrepreneur leaves to Brazil. communication between all parties. Evaluate progress on the exchange and take appropriate action if needed. funding to the New Entrepreneur as appropriate, on the basis of agreed activities, objectives and reporting (including justification of costs). with each New Entrepreneur the personal and professional development achieved.
