Course: Criminal Justice 217 INSTRUCTOR: Mr. Laurie Lowes Phone: Office: 323-5482 Work: 272-7115 (Voice Mail) Home: 597-4373 OFFICE HOURS: 7:30 am - 8:30 am Thursday and Friday (Also by appointment) COURSE DESCRIPTION: This course provides a basic level of instruction for private security accordance with the first component of the Basic Security Training standards (B.S.T. 1) of the Ministry of the Attorney General for British Columbia Licensing. In addition the course will focus on the role of private security in the protection of commercial and industrial operations against profit loss. The instructor and guest lecturers will cover loss through theft, fraud, robbery, burglary, vandalism, fire, carelessness, etc. TEXT: Required: Basic Security Training Student Manual Optional: Private Security Reference Manual EVALUATION: 2 In Class Quizzes 30% 1 Mid Term Exam 35% 1 Final Exam 35% 100% **Possibility of Pop Quiz 10% Bonus Marks NOTE: Students who successfully complete the course will be eligible to write the test conducted by the Justice Institute of British Columbia (JIBC)to obtain a training certificate issued by the JIBC and become licensed. An additional fee is reqired for JIBC testing, payablen in cash on day of exam. - All grades will be in accordance with department policies published from time to time. - Dates of exams/ quizzes will be arranged in class. - Written work must be legible in common English spelling, punctuation, and grammar to qualify for marks. - Late submissions will not be accepted without prior permission from instructor. - Missed exams/quizzes will be graded "0" unless prior arrangements are made with instructor. - Good attendance is essential as most exam questions will be taken from lectures.

DETAILED COURSE OUTLINE (Class by Class) 1. History Professionalism, Ethics, Public Relations, Opportunities (4 Hours) Development of Private Security. Define Professionalism. Describe proper deportment and dress. Explain the importance of ethics in the security profession and examples of where ethics may be challenged. Give examples of security guard behavior that are ethical or unethical. 2.General Duties and Responsibilities.(4 Hours) Describe the difference between public and private security. Compare the relative advantages of contract and proprietary security Discuss security's place in an organization List the man made and natural hazards which private security seeks to provide Describe the eight forms of protection provided. State the ten duties which form the foundation of security guard work. 3. Relations with public law enforcement agencies. (1 Hour) Discuss the organizational structure and role of public police forces in Canada Explain the authority of public law enforcement authorities on private property State the general principles governing private security and public police relations Discuss how best to work with public law enforcement agencies protection. 4. Introduction to law (3 Hours) Define law as it applies to the needs of a security guard Describe the function of law Describe the basic source of a security guard's power of arrest Explain the five duties of the security guard when arresting Describe the main features and differences of summary conviction offenses, indictable offenses and dual offenses State the section 494 Criminal Code requirements regarding citizens power of arrest Explain the difference between civil law and criminal law and how it effects private security when performing their duties. 5. The Canadian Charter of Rights and Freedoms (2 Hours) Describe the purpose of the Canadian Charter of Rights and Freedoms Explain the features of Section 7 C.O.R. (Life, Liberty and Security of the Person) and how those features may affect the security guard Describe Section 8 C.O.R. (Search and Seizure), and state the three elements that have to be satisfied for a search to be reasonable State the warnings required under Section 10 that must be given when a person is to arrested or detained 6. Common Offenses dealt with by private security ( 2 Hours) List the essential elements of theft Determine if a theft has been completed List the essential elements of possession of stolen property and describe three ways a person may have possession of stolen property State the essential elements of break and enter Describe four ways a person can commit mischief Explain the offense of assault by trespasser State the essential elements of robbery State the essential elements of causing a disturbance State the essential elements of trespass at night

Use of force legal issues (1 Hour) Describe the authority that exists in the Criminal Code that protects a person acting under authority inn the use of force Explain what is "required by law" and "authorized by law" Describe the three factors that are required to justify using force 8 Private Investigators and Security Agencies Act (1/2 Hour) Explain the key aspects of the Private Investigators and Security Agencies Act and Regulation which have a direct effect on the function of the security guard 9. Patrol Duties an Responsibilities (4 Hours) Explain the purpose of patrol Demonstrate critical observation using all the sense Describe the five types of patrol Explain the advantages and disadvantages of the four methods of patrol Explain the importance of site familiarity Describe the hazardous conditions encountered while on patrol Discuss hazardous materials and how to handle them if encountered while on patrol Describe how to prepare for patrol List the pieces of equipment you need at the beginning of the shift Describe the correct radio communication procedures Explain the importance of the first round State the consequences of negligent patrolling 10. Note taking and maintaining notebooks (1 1/2 Hours) Describe the five main benefits of a security guard notebook State six general rules for maintaining a security guard notebook State who may refer to your notebook in court List the three criteria that must exist before a security guard may refer to his/her notebook in court

Report writing (1.1/2 Hours) Describe the five main purposes of a security guard report Describe the differences between operational and administrative reports State the eight required elements of a good security guard report Describe the basic format of security guard reports, including the "fill in the blanks" and "narrative" sections List the agencies and individuals that may access security guard reports 12. Evidence collection and documentation (includes; six stages of a thorough interview; testify in court) (3 Hours) Describe the three types of evidence Define continuity of possession Explain how to protect and preserve a crime scene Describe techniques for searching a scene and collecting evidence Explain procedures for evidence documentation Explain the procedures for taking and recording statements from witnesses and recording statements of suspects Interview techniques, developing suspects, exposing deception Describe procedures for testifying in court. 13. Alarm Systems, Locking Systems, Safes and security controls (5 Hours) Explain the main features of perimeter, area, building, and point or object protection Describe the operation of an alarm system Explain the procedures to follow when an intrusion alarm is triggered Locks and locking systems Describe the difference and reason for different levels of keying Describe difference between a fire safe and burglar safe 14. Personnel and material access control (2 1/2 Hours) Describe the function and limits of access control Explain the employer's responsibility of providing safety and right to protect property Describe the techniques of access control State where and when access controls are utilized Explain how to enforce controls Describe how to conduct searches Describe how to recognize and deal with difficult people Describe methods of delivery theft and how to prevent against it Describe how to react and take appropriate action to security violations and intrusions

15 Traffic control and Workers Compensation Board regulations (1 1/2 Hours) Describe areas where security guards may be called upon to direct traffic Identify the clothing and equipment requirements for day and night use State authority which permits the direction of traffic Describe the difficulties that can be encountered by a security guard while directing traffic Describe how to use appropriate hand signals to direct pedestrian traffic Describe appropriate hand gestures to execute traffic signals for stopping, starting, left and right turns Describe how to use appropriate hand signals to direct vehicles for traffic control and parking 16. Bomb threats, responses and searches (1 1/2 Hours) List common bomb containers State the procedure to follow when a bomb threat is received List common areas where an explosive device may be placed State the procedure to follow if an explosive device is found or is detonated Explain basic bomb search procedures State what information can be obtained from a bomb threat caller Describe how to secure an area containing a suspected device 17. Labour relations (1 hour) Describe the features of an employee/employer relationship and how this relates to the security guard's responsibilities Determine the particular employment status, rights and responsibilities of security guards Identify labour/management disputes features which may affect a security guard's work Describe the responsibilities of a security guard at a labour dispute 18. Fire Prevention, Detection and Safety (5 Hours) Discuss common causes of fire and prevention Identify fire department emergency vehicles Describe the security guard's responsibilities during site evacuation Identify work site fire and safety hazards Describe the elements of a fire Describe common alarm initiating devices such as pull stations, heat and smoke detectors Describe the function of fire detection and related fire suppression systems Explain the purpose and operation of different types of fire suppression systems Identify common fire fighting equipment Identify the classes of fire and describe the appropriate portable fire extinguisher to be used against a particular class of fire Describe how to operate a fire hose

Internal Losses and Prevention (2 Hours) Discuss common methods of internal theft and prevention Discuss why employees steal from a company Discuss how to identify a potential dishonest employee 20.
