EARLY LEARNING INSIGHT Delaware s Early Childhood Integrated Data System (ECIDS) Presentation to the Delaware Early Childhood Council February 10, 2015
ECIDS Vision An Early Childhood Integrated Data System (ECIDS) Purpose: to answer questions no single, separate data bases can answer
2014 Reality in Delaware Home Visiting Part B ECAP eschool Head Start Part C Stars QRIS TSI Gold CACFP
2014 Delaware Status ECIDS non-existent in Delaware (and largely nationwide) Very limited system-wide data Nearly 30 separate databases on early childhood Difficult to respond to federal mandates, federal grant performance targets and measures Impossible to respond to research questions
IRMC Research Questions 1. Are children, birth to age 8, on track to succeed at school entry and beyond? 2. Which children have access to high quality early childhood programs? 3. Is the quality of programs improving? 4. What are the characteristics of effective programs? 5. How prepared is the early childhood workforce to provide effective education and care for all children? 6. What policies and investments lead to a skilled and stable early childhood workforce? 7. What policies and investments lead to a sustainable early childhood system? Establishing a comprehensive statewide early childhood integrated data system (ECIDS) is part of the IRMC s strategic leadership agenda
Governance Data Governance: establishes responsibility for data, organizes program staff to collaboratively and continually improve data quality, creates policies, roles, responsibilities and procedures.

Council Priorities In the ideal world, what are the two or three biggest questions you would like to have answered through an integrated early learning database? Why are these questions important? What would we be able to do with the answers? Where does the data exist to answer these questions?
