In many communiies, wasewaer infrasrucure asses are increasingly sressed from overuse, underfunding, and aging. Public secor managers have been managing asses for decades. However, i is becoming clear ha wha we have been doing in he pas will no be sufficien o address he growing and increasingly complex challenges ha lie ahead. Pracical, advanced echniques for beer managing physical asses have been developed and refined over he pas several decades around he world. These echniques a blend of processes and pracices have been slowly inegraed ino a holisic managemen framework over he pas wo decades. Asse managemen means mainaining a desired level of service for wha an organizaion wans is asses o provide a he lowes life cycle cos. Lowes life cycle cos refers o he bes appropriae cos for rehabiliaing, repairing, or replacing an asse. Asse managemen is implemened hrough an asse managemen program and ypically includes a wrien asse managemen plan. Implemening an asse managemen program consiss of essenially answering and acing upon five core quesions wih regards o an organizaion s asses: 1. Wha is he curren sae of my asses? To answer he firs core quesion, he organizaion can develop an asse regisry, idenifying wha asses he organizaion owns and where hey are locaed. A condiion assessmen of he asses can deermine heir performance and failure modes, and deermine heir residual life. Finally, heir curren values and replacemens coss should be assessed. 2. Wha is my required level of service? Taking ino accoun he curren sae of he asses, he organizaion mus idenify is levels of service, or hose characerisics of a produc or service ha describe is required minimum level of performance. These characerisics ypically include aspecs such as how much and how frequenly he service will be delivered. Level of service helps o do he following:

An asse s risk consiss of he produc of hree componens: Probabiliy of failure: How likely is an asse o fail due o poor condiion, age, and ec.? Consequence of failure: Wha are he coss (economic, social, and environmenal) ha are associaed wih he asse failure? Miigaion: Wha are he exising conrols in place ha can miigae he exising probabiliy or consequence of failure? 4. Wha are my bes O&M and CIP invesmen sraegies? Afer criical asses are idenified and prioriized according o risk, he lowes cos invesmen sraegies mus be planned and implemened o conrol he exising risks. The organizaion can achieve hese risk reamen opions by opimizing he operaions and mainenance (O&M) work being done and/or implemen capial improvemen projec (CIP) for he righ asses a he righ ime. 5. The Wasewaer Infrasrucure Needs of New York Sae repor (New York Sae Deparmen of Environmenal Conservaion, March 2008) noes ha over $36 billion is required in he nex 20 years for wasewaer infrasrucure. The U.S. Environmenal Proecion Agency and he Congressional Budge Office esimae a $500 billion invesmen gap for waer and wasewaer infrasrucure over he nex weny years o address aging and ailing pipes and sysems. In large par due o he need for infrasrucure renewal o mainain / improve wasewaer service levels, he cos necessary o provide saniary sewer services coninues o increase. Enhanced regulaory requiremens, more sringen waer qualiy sandards, and unfunded mandaes necessiae addiional upgrades. Wih lile o no federal or sae gran funding, hese asse invesmens are almos exclusively funded by local raepayers. The Naional Associaion of Clean Waer Agencies (NACWA) surveys municipal sewer service providers o benchmark he ypical charges levied on raepayers. The NACWA Service Charge Index annually demonsraes ha wasewaer charges far oupace he consumer price index wih he rend expeced o coninue. Typical challenges for many New York wasewaer uiliies are he resisance of governmen boards and he public o rae increases. The recen 2% Tax Cap enaced by he Sae compounds he issue by limiing he amoun by law ha cerain municipaliies may raise heir ax revenue. Several full day asse managemen raining workshops have been provided around he sae, which provided WWTP operaors wih a full day hands on workshop and operaor credis. Below are deails of his full day raining program: Training Program Summary: Asse managemen can be described as a collecion of bes managemen pracices ha sysemaically guides an organizaion s invesmen decisions in all sages of an asse s life cycle: planning, acquisiion, operaions, mainenance, renewal, and decommissioning. The objecive of asse managemen is o develop a concise bu comprehensive se of inegraed managemen sraegies (including operaions, mainenance, and capial) for all asses in he enerprise. NYWEA Asse Task Force Whie Paper 6 Conclusions and Recommendaions Asse managemen involves he oal organizaion including execuive leadership, managemen, operaions and mainenance. I ensures ha here is buy in from all levels wihin he organizaion o commi o he appropriae programs and funding o ensure ha risk is properly managed and agreed o level of service is achieved. Asse managemen is as much a philosophy and vision as i is a process o ensure hard asses are properly mainained. As we all are aware, aging waer infrasrucure in he Unied Saes is a concern from a public risk perspecive. Compeing needs for limied funds, as well as he complex naure of our sysems, requires ha he allocaion of resources be based on risk and criicaliy, and ha he decision making process is clear.. The Unied Kingdom long ago esablished PAS55 as a framework for implemening asse managemen across all secors, including waer. Idenifying and managing risk, as well as opimizing uiliy operaions, are key o effecive AM. Implemenaion of PAS55 has resuled in significan increased efficiencies in he waer uiliies in he UK, from managemen hrough operaions, mainenance and developmen of repair and replacemen programs. I is an example ha we can look o from a hisorical perspecive. The NYWEA Board of Direcors endorses and suppors he concep of Asse, and encourages every uiliy in New York Sae o begin or coninue his pracice Resources The USEPA, as well as WEF, AWWA, and many uiliies, recognize he benefis of asse managemen. The need for uiliies o do more wih less suppors he use of effecive asse managemen. However, recognizing ha each sysems needs are unique, and ha each uiliy manages heir sysems differenly, he USEPA, AWWA and WEF, have developed and compiled exensive resources on asse managemen, o be used as guide. A summary of hese resources was included herein. There is no one approach ha is being suggesed. I is recommended ha waer/wasewaer uiliies ake advanage of hese resources, and begin or coninue AM pracices hroughou your organizaion. A his ime, here is no requiremen for AM. However, he USEPA, as well as oher sae regulaory agencies including NYSDEC, recognizing he benefis of AM, are beginning o consider he implemenaion of AM as a requiremen of NPDES permiing or sae funding.
