Firm that got in trouble in N.Y. opens Downtown By Max Marbut Staff Writer A business that was fined for the unauthorized practice of law by the Supreme Court in Jefferson County, N.Y., has set up shop at 205 N. Laura St. NextGenJustice was doing business under the name Legal Docs by Me when it opened early in 2014 in Watertown and Syracuse, N.Y. Derek Distenfield said he opened the business to provide a service for military personnel, families and small business owners who had simple legal issues but could not afford to pay an attorney. Distenfield s idea was to provide, for a flat fee, forms and instructions people could use to handle some of their own legal matters. Soon after the business opened, the By Mark Basch Contributing Writer You probably wouldn t be able to guess the top performing stock among Jacksonville-based companies in the first quarter, at least before you read the headline. APR Energy PLC is headquartered in Jacksonville, but most of its business is done overseas and its shares trade on the London Stock Exchange. So it s easy to miss the movements in its stock price. While we were watching other local Bar association in New York filed a complaint with the state attorney general, claiming the company was practicing law without a license. After an investigation, a judge signed an order in October prohibiting the company from being paid for the preparation of legal documents and offering legal advice. The order also prevented the company from selecting or providing advice to customers on the use of certain documents and offering opinions on what to include or omit in legal documents, among other prohibitions. Distenfield was ordered to pay a $15,000 civil fine and refund all fees collected from customers. Whenever you disrupt an industry, there are people who don t want change, Distenfield said recently. Based on the action by the New York court, the business model was changed, stocks trading in the U.S., APR, which builds interim power plants on a fast-track basis, doubled in price during the first quarter this year to 380.75 pence. That s good for investors who bought the stock at the beginning of this year but for longer-term investors, it hasn t been such a good ride. APR was one of the worst performers among Jacksonville companies in 2014, falling sharply from its highs above 1,000p in late 2013. Despite the increase in the stock this year, analysts have a slightly negative overall outlook for the company with two rating it at the equivalent of sell, five at the equivalent of hold and one at buy, according to Thomson Financial. APR in December announced it was suspending operations in Libya and last month, it said the he said, as was the name of the company. Distenfield opened offices in Jacksonville and Tampa. When a customer comes into the office, the first step is for the customer to sign an agreement including a disclaimer that NextGenJustice is not a law firm, does not provide attorneys or legal services and cannot and does not provide any kind of advice, explanation, opinion or recommendations. The customer pays a fee of $29 to $499, depending on the legal form they select. Forms available include those for prenuptial agreement, uncontested divorce, power of attorney, incorporation, copyright and federal income tax forms. That included reviewing tickets sold, what type and to whom. What Jaguars staff found was a lack of a key demographic. We underserved the business community, said Chad Johnson, Jaguars senior vice president of sales. Typically, Johnson said, corporate, business and hospitality account represent a 30 percent share for teams across the league. For the Jaguars, it s 20 percent. We told ourselves it s an opportunity for growth, said Johnson, and what can we do about it? Enter Jaguars Black, a new program to bolster the business offerings the team launched last year as part of its Jags 365 initiative. That three-pronged approach included a corporate offering, which provided networking events, promotion on the team s website and a trade show at EverBank Field. Jaguars Black takes it up a notch, in what Johnson calls the first of its kind in sports. The concept includes year-round hospitality consultants to guide business owners on how to use the team as a business tool. That can include planning out custom game-day experiences for clients the businesses are trying to impress. Johnson said an example could be sending the CEO of a business s biggest clients to a game with their family, allowing them on the sidelines for pictures, a locker room tour or having a gift dropped off to them in the stands. We want to make it more than just coming to a game, said Johnson. We want to create that wow moment. There will be more opportunities for networking throughout the year at power lunches and events like chalk talks with coaches and staff. loss of business in Libya would cause this year s earnings to be significantly below current market expectations. Jefferies & Co. analyst Will Kirkness, who lowered his rating on APR to underperform in January, said in a research note after last month s announcement that he was concerned about the company s debt-to-earnings ratio. APR may have troubled meeting certain covenants in its debt agreements, he said. In our view, an equity raise is required and given reduced underlying earnings and material dilution we stay at underperform, Kirkness said. However, APR last week announced a new agreement with its bankers that gives it additional flexibility around certain covenants. Mainstreet Capital Partners, a Fort Lauderdale-based real estate investment company, paid $31.1 million last week for the 23-story building at 76 S. Laura St. Mainstreet CV 76 S. Laura St. LLC bought the Northbank property in six major transactions from five owners, according to deeds recorded Friday with the Duval County Clerk of Court. BMO Harris Bank of Chicago issued a $27.15 million mortgage. The sale restores the building to a single property holder. This is a huge positive for the building and Downtown to have it converted back to one owner, said Cushman & Wakefield Senior Director Traci Jenks, the structure s leasing agent. The largest deeds show Mainstreet paid: $19.999 million for units from Parador Laura Street Offices LLC, led by Ashish Bahl. $8.325 million for units from Trimurti Investments Inc. of Orlando, whose vice president is Jacqueline Frowd. $1.356 million for units from Go-To-Pay LLC, whose manager is Bahl. $800,000 for units from National Certification Commission for Acupuncture and Oriental Medicine Inc., whose CEO is Kory Ward-Cook. $350,000 for units from Trimurti Investments Inc. $292,374 for a condominium from CREX-McBurney LLC, led by Charles McBurney Jr. Several other smaller deeds By Carole Hawkins Staff Writer The Beacon Riverside, a planned 15-story luxury condominium in Riverside on the St. Johns River, is moving forward incrementally. The project s developer NAI Hallmark Partners Inc., through affiliate HP 500 LLC, applied for a foundation permit last week. Hallmark senior vice president Coen Purvis said the permit is part of a natural progression for Beacon Riverside. It had been marketed as officecondominiums by Florida investor Cameron Kuhn, who bought the structure in 2005. After the lender took title to the property in 2008, the office space that remained unsold was made available for lease. Parador Partners bought the space in 2009. Jenks was hired by Parador Partners in January as the exclusive leasing representative for the 280,000 square feet it owned within the tower. Jenks said Sunday she remains the leasing agent for the entire building. In January, PwC, the name for the PricewaterhouseCoopers accounting firm, said it would move from the nearby Bank of America Tower onto the 21st the foundation application. In the past, Hallmark principal Bryan Weber has said the company s goal was to begin construction on Beacon Riverside when half the units were sold. On Friday, though, he said by email the company had not yet reached that threshold. Still, firstquarter sales had left them feeling quite optimistic, he wrote. The project is a risk Jacksonville has not built a luxury condo tower in almost a decade, following the condo market s recessionary fall from grace. The tower is the seventh Downtown high-rise office buildings sold to investors since December 2013. On the Northbank, the Bank of America Tower sold for $88 million; Wells Fargo Center, $79 million; EverBank Center, $47 million; and the 550 Water Street building, $30 million. On the Southbank, the Aetna Building sold for $55.5 million and Riverplace Tower for $29 million. Last year was a big one for commercial real estate sales in Jacksonville. 2014 marked the year of significant investment sales in the office market, said the Cushman & Wakefield s MarketBeat fourth-quarter office report for the Jacksonville area. At some point in the year, most major Downtown trophy properties traded hands, it said, adding that some major suburban offices were sold as well. It predicts more, based on continued job growth and economic expansion. Smith The Jacksonville Bar Association President As my term nears its conclusion June 17 tick tick tick tick tick tick approximately 2 1 / 2 months away, but who s counting I sat back and reflected upon many years of Bar service, beginning with the Young Lawyers Section in early 2000. Without a doubt, I can say that none of the previous 15 years held a candle to this year. This year has been the greatest by far in terms of time devoted to the Bar, understanding every single facet of how The Jacksonville Bar Association functions and personal growth. One year, however, stands out as a close second. That was exactly 10 years ago in 2005. Taking a journey in the way back, I reflected on that year. I was the president of the Young Lawyers Section. During this term, I gained a slight understanding of what it might be like to be the president of the Bar association. My year as president of the Young Lawyers Section was extremely busy and time-consuming and, just like my current Lawyer Snapshot Molly Lewis Sasso position, it was also very rewarding. One of those rewarding moments I recall was an article in a former periodical devoted to Jacksonville lawyers, which publication shall not be named in this article published in The Daily Record. Our good friend, Billy Catlin, was the driving force behind this magazine and approached my Young Lawyer s board with a novel idea. As it turns out, Billy wanted to take a photo (see Exhibit 1 at right) of the gentlemen of my Young Lawyer s board in front of the newly constructed federal courthouse. Billy told us that it would be the cover to an article focusing on up-and-coming young guns in the legal profession. Billy also thought it would be a great idea if each of us would hold a shotgun while standing in front of the federal courthouse in suits from Hayden s Haberdashery. My board members were very excited about this idea and they all wanted dearly to pose with shotguns. Luckily, I was able to talk sense into them and the shotguns were scrapped from the photo shoot. What have you learned through the experience? Everyone reading this is extremely fortunate. We sometimes focus so much on our troubles, we don t fully appreciate our blessings. This would have been a horrible idea for their careers had it resurfaced 10 years later. Had it not been for the personal growth and maturity I developed as the president of the Young Lawyers Section, we may have all been standing in a photo in front of the federal courthouse in suits holding shotguns, or more likely, in a holding cell under the federal courthouse. I also recall that 10 years ago I was not married, though I had met my wife. A short time later I have a lot less hair, a larger waist line, my beautiful wife, four children, a smaller bank account, but I have a much more beautiful and richer life. Speaking of rich, by the time you read this article April showers may have brought Cinco. Cinco is baby number five and will certainly bring a new meaning to Cinco de Mayo in our family. THE BAR BULLETIN Monday, April 6, 2015 Financial News & Daily Record Page A-5 Pro bono effort was a really good experience By Matt Bisbee The Office of Public Defender David Barksdale, a criminal defense attorney in Jacksonville for the past 23 years and partner with Bedell, Dittmar, DeVault, Pillans & Coxe, is one of close to 50 local practitioners who have participated in Public Defender Pro Bono Opportunities since it began in 2010. While discussing the benefits of the program, which provides free criminal law training to private attorneys in advance of assigning them a public defender client, Barksdale had no shortage of positive feedback. What Public Defender Pro Bono Opportunities first revealed to me is the dedication to their clients and to the law the County Court attorneys in the PD Office bring to the table, said Barksdale. The chance to work alongside the APDs and manage one or two of their cases is a win-win for Jacksonville. It allows the Bar to provide private resources to a very busy, perhaps even overworked office; it gives private attorneys valuable, hands-on trial experience; and, most importantly, it works to ensure that those accused continue to receive good legal representation. Having completed two case assignments in 2014, Barksdale indicated that the program even offered him a personal benefit aside from the satisfaction of giving back to his community: It was critical to helping me achieve recertification for the Florida Bar Criminal Trial Board. It begins each spring with a free, eight-hour Continuing Legal Education (CLE) seminar on various subjects in criminal law. The curriculum is coordinated by Assistant Public Defender and County Court Director Kate Bedell, who has arranged the presentations that prepare attorneys to effectively represent an indigent client facing a criminal misdemeanor charge. The CLE takes place from 9 a.m.-3:30 p.m. April 17 in the first Floor Assembly Room of The Office of the Public Defender, 407 N. Three attorneys received more than one form of discipline. One is from Jacksonville: Brenda L. McCann, 4237 Salisbury Road, Suite 400. The court granted McCann a permanent disciplinary revocation, without leave to seek readmission, effective immediately. Disciplinary revocation is equivalent to disbarment. McCann had several cases pending related to her loan modification and foreclosure defense practice as well as her debt settlement practice. Others are: Rashmi Airan-Pace, South Miami. The court granted Airan- Pace a disciplinary revocation, with leave to seek readmission after five years, effective immediately. Disciplinary revocation is equivalent to disbarment. Charges pending against Airan-Pace involve allegations of mortgage fraud. In December 2014, Airan-Pace pleaded guilty to the felony charge of conspiracy to defraud the United States bank fraud. Her role included making material misrepresentations on real estate closing documents and facilitating the transfer of funds through accounts under her control, knowing that funds being paid to buyers were not being disclosed on the HUD settlement statements, nor to the mortgage lenders. Brad Alexander, Miami, suspended for one year, effective April 20. Alexander is the subject of several Bar disciplinary matters, including a few with findings of probable cause by the Grievance Committee. Alexander admits to failing to appear for scheduled court appearances after agreeing to provide legal services for clients. He also failed to communicate and provide competent representation. A compliance audit resulted from a notice to The Florida Bar, from a bank, indicating that Barnett s trust account had insufficient funds. The audit determined that Barnett was negligent in her bookkeeping and failed to maintain all of the required minimum trust account records and procedures. David Jay Bernstein, Deerfield Beach, to be publicly reprimanded by publication in the Southern Reporter. Bernstein failed to properly supervise a non-lawyer employee, who subsequently was prosecuted for Unlicensed Practice of Law. Also, Bernstein s law office disseminated a direct mail advertisement that was not filed with The Florida Bar for review 20 days in advance, as required. The trades names used on the direct mail letter, Federal Legal Center and Federal Criminal Defense Center, could be considered misleading and deceptive, implying a connection with a government agency. John Neil Buso, West Palm Beach, suspended for nine months. Between 2004 and 2007, Buso failed to file all the payroll tax returns and statements with the Internal Revenue Service for an employee who d worked for him for 20 years. During the same seven-year period, Buso failed to pay Social Security taxes to the IRS for the employee. A panel mediator with James Newell Charles, Celebration, suspended for one year. Charles placed fraudulent material facts (exhibits) before the federal court to enhance the value of a case. Further, Charles did not make the client s claims in good faith and with full disclosure, causing the client to lose his right to recovery, when he would have been entitled to receive some compensation for his damages. Lillian Clover, Titusville, suspended for 30 days and upon reinstatement, placed on probation for two years. Clover did not maintain the required trust account records nor did she regularly perform the mandatory trust accounting procedures. Clover improperly maintained personal funds in her trust account and as a result of inadequate record keeping, she made disbursements from her trust account that exceeded the personal funds held in account. In another matter, Clover failed to provide competent and diligent representation in a post-conviction matter. Daniel Mark Cohen, West Palm Beach, to be publicly reprimanded and suspended for 10 days. Although it was properly noticed, Cohen knowingly and intentionally failed to attend a client s resentencing hearing. He also made no effort to contact the judge to explain his absence. Christopher Jordan Dale, Tampa, to be publicly reprimanded. Dale was retained on Aug. 20, 2010, to file an amended motion or notice of appearance for a client. He had not done so by the time the court ruled on Dec. 9, 2010. Jeffrey Wayne Day, Flint Hill, Va., suspended for 91 days, effective immediately. Day did not adequately communicate the amount of his fee in a contingency case or properly disperse settlement proceeds. He failed to provide his client with a contingency agreement, statement of client s rights and failed to return the client s phone calls or inform him that he had moved 1 p.m. Be sure to save the date on your calendar and start organizing your foursome. Specifically, Forsett was ordered to notify her clients, opposing counsel and the courts of her status and provide a sworn affidavit to the Bar listing the names and addresses of all persons and entities that received a copy of her suspension order. Cristina Franca G. Fuschi, Panama City, suspended for two years. Further, Fuschi shall enter into a new three-year contract with Florida Lawyers Assistance Inc. A Florida Bar investigation revealed Fuschi has had numerous arrests for driving under the influence of drugs or alcohol. Her driver s license was permanently revoked on April 3, 2012, as a result of being found guilty of four more DUI charges. Morgan analysts said in a research note Thursday that the new agreement removes the need for APR to raise more capital, and they are maintaining a neutral rating on the stock. On the negative side, the Libyan situation is in flux and it could take time before APR can successfully demobilize and place the units with new customers. However, on the positive side, exiting Libya removes the main overhang on the shares, they said. Also on the positive side, we believe that the structural potential of the temporary power market is considerable, caused by the imbalance between electricity supply and demand, especially in emerging market countries, they said. FRP, Stein Mart stocks also perform well No other Jacksonville-based company trading on U.S. exchanges came close to APR in the first quarter, but the former Patriot Transportation Holding Inc. businesses did well after splitting into two public companies Feb. 2. FRP Holdings Inc., the commercial real estate side of that business, rose 18 percent from Feb. 2 to the end of the first quarter. The new Patriot, consisting of the old Patriot s trucking business, rose 8.6 percent after the split. Stein Mart Inc. shareholders also did well in the first quarter, when you consider the special dividend they received. Just looking at the fashion retailer s stock price, you see a 14.8 percent decline in the quarter. However, as we previously pointed out, when you consider the impact of the special $5-a-share dividend it paid, the total return for Stein Mart shareholders in the quarter was actually a very strong 19.9 percent. At the other end of the scale, the worst-performing Jacksonville-based company stock was Rayonier Advanced Materials Inc., which has suffered from disappointing earnings reports since it was spun off from Rayonier Inc. last summer. Rayonier AM s stock fell 33.2 percent in the first quarter. Two Rayoniers have a scheduling conflict Speaking of the Rayonier spinoff, the two Rayoniers created a scheduling conflict for shareholders of the two companies who might want to visit with management. The two companies both scheduled their annual shareholders meetings in Downtown Jacksonville hotels for Thursday, May 14, at 4 p.m. Rayonier Inc. will be at the Hyatt Regency Jacksonville Riverfront Hotel and Rayonier AM will be at the Omni Jacksonville Hotel. The two Rayoniers operate completely separately since the spinoff and representatives of both companies said it was just a coincidence that the two scheduled their meetings for the same time, based on history. Rayonier Inc. has been holding its annual meeting on a Thursday in mid-may at 4 p.m. every year for at least the last decade. Michael Bell, director of economic development and public affairs, said the company s meeting schedule was set through 2016 before the spinoff even occurred. Russell Schweiss, director of corporate communications and community relations for Rayonier AM, said the new company carried over some of the corporate governance polices from Rayonier Inc. That likely explains why it picked that meeting day and time. Rayonier Inc. shareholders were issued stock in Rayonier AM when the spinoff occurred, so there are likely a lot of stockholders who still own shares in both companies. New quarter brings two new public companies The start of the second quarter brought two new Jacksonvillebased public companies as previously announced mergers were completed. Actually, one company moved its corporate headquarters to Jacksonville, while the other is now run by executives in Jacksonville. Information Systems Associates completed its merger with privately owned Duos Technologies Inc. of Jacksonville. As part of that deal, Duos CEO Gianni Arcaini became CEO of Information Systems Associates, and the technology company moved its headquarters from Coral Springs to Jacksonville. The other deal completed last week was General Employment Enterprises Inc. s acquisition of Jacksonville-based Scribe Solutions Inc. The staffing company s headquarters is still listed at General Employment s offices in Naperville, Ill., but Scribe CEO Derek Dewan became CEO of General Employment and Scribe President Alex Stuckey is now president of the merged company. The parent company of Atlantic Coast Bank announced last week that the U.S. Office of the Comptroller of the Currency terminated a consent order against the bank, saying it is now a wellcapitalized institution. Atlantic Coast Bank had been under that consent order since August 2012, which put restrictions on the bank s operations until it increased its capital. No longer subject to the business and other restrictions that come with a troubled-condition designation, the bank now has the liberty to explore additional avenues for expansion, including those related to our product offerings, additional lines of business and new markets, CEO John Stephens said in a news release. Dick s Wings parent reports loss The parent company of the Dick s Wings restaurant chain increased revenue in 2014 but still recorded a net loss for the year, according to its annual report filed last week with the Securities and Exchange Commission. ARC Group Inc. reported a net loss of $193,833, or 3 cents per share, for the year. Revenue rose by 20 percent to $588,856. The company said its royalties increased due to higher sales by franchisees and operating improvements, plus the opening of three new restaurants last year. The Dick s Wings chain currently has 18 restaurants, mainly in the Jacksonville area. ARC Group s SEC filings list its address in Louisiana, but the annual report says its corporate headquarters office is in Jacksonville. Drone Aviation records loss Drone Aviation Holding Corp. also increased revenue but had a net loss for 2014, according to its annual report filed last week with the SEC. The Jacksonville-based company said revenue rose by 1 percent to $858,054, but it had a net loss of $2.1 million, or 15 cents a share. Jacksonville-based Drone Aviation produces specialized lighterthan-air aerostats and tethered drones. It became public last year by merging with an existing public company. Black Knight files financial update Black Knight Financial Services Inc. would have produced revenue of $855.8 million and earnings of $31.3 million in 2014 if it had been an independent public company, according to an updated registration statement for its proposed initial public offering. Black Knight is the mortgage technology and analytics business that is majority owned by Jacksonville-based Fidelity National Financial Inc. Its operations were formerly part of Lender Processing Services Inc., which Fidelity reacquired in January 2014. Last week s updated filing still does not give details on the amount of stock that will be sold in the IPO, but Fidelity has said it will retain voting control of Black Knight after it goes public. Fidelity has also said that Thomas H. Lee Partners, which owns 32.9 percent of Black Knight, will sell some of its shares in the IPO. The Quinnipiac University poll found 84 percent of Florida voters back letting adults use medical marijuana if doctors prescribe it. But here s the rub: Polls in late 2013 and the first part of 2014 also showed support for medical marijuana topping 80 percent. In the November 2014, election, however, a proposed ballot initiative received about 58 percent of the vote shy of the 60 percent needed to approve constitutional amendments. The numbers plummeted, at least in part, because opponents spent millions of dollars on television ads warning that the ballot initiative included loopholes that could lead to widespread abuse. The group behind the 2014 amendment, People United for Medical Marijuana, has signaled it is willing to put a revised pot initiative before voters in 2016 if lawmakers don t approve legalization. Republican legislative leaders have largely dismissed the idea of legalizing full-blown medical marijuana, saying they want to focus on moving forward with a 2014 law that allowed a limited type of non-euphoric cannabis for certain conditions. People United for Medical Marijuana would need to collect 683,149 petition signatures to get on the 2016 ballot. The Connecticut-based Quinnipiac frequently conducts polls in Florida and other states. The latest poll of 1,087 Florida voters was conducted from March 17-28. The poll also offered an early glimpse of the state s 2016 U.S. Senate race if Republican incumbent Marco Rubio decides to run for president instead of seeking a second term in the Senate. Rubio is slated to make an announcement next week and is widely expected to run for president. Perhaps the biggest takeaway from the poll numbers is that voters are largely unfamiliar with Rubio s potential successors. For example, Democratic Congressman Patrick Murphy has already announced he is running for the Senate seat in 2016, but 74 percent of voters said they had not heard enough about him to have an opinion. This is entirely valid, since she already owned her own law group when she started her venture into creating a French baking company called Melinda s Confections. I didn t want to choose between being a lawyer and baking, Powers said. There shouldn t be a reason why I couldn t do both. So that s exactly what she s done. Her Melinda s Confections business will be a project at One Spark, where she hopes to raise $50,000. (She is creator No. 21790 and her official venue is at Farah & Farah.) The Detroit native will use the money to open her first store in Jacksonville. She will sell banana pudding as well as French pastries, such as macaroons and pate a choux. Currently, Melinda s Confections focuses on her favorite treat, banana pudding. Not only does she make original vanilla pudding, but she also offers several other flavors: chocolate, strawberry, raspberry, blueberry, mixed berries and sea salt and caramel. Banana pudding is such a staple, traditional dessert and I want to take it to another level, Powers said. I want it to be looked at as a gourmet delicacy. One feature that sets Powers banana pudding apart from others is she bakes her vanilla wafers from scratch, which took months to perfect. She also has three other flavors for the wafers chocolate, chocolate and coconut, and sea salt and caramel. It s hard to choose a personal favorite because I like them all for different reasons, but sea salt and caramel is a hands-down crowd favorite, Powers said. The idea for Melinda s Confections was not originally formed by Powers. One day in 2013 when she was baking her banana pudding, her cousin, LaShuan Peal, said after the first bite, This is a business! We constructed a business plan as a joke, Peal said, but then it became a reality once Melinda realized a lot of people liked her banana pudding. Peal explained she used to own a business selling jewelry and now she wants to do it again. (Powers) is inspiring me to do it full time again she s my muse, Peal said. Powers was an attorney for Powers Law Group, a business she founded and owned. She was making nearly a six-figure salary but admitted she wanted to do more in life. After much consideration and persuasian from her cousin, Powers decided to pursue her dreams. She went back to school at University of North Florida to attain a second bachelor s degree in French studies, which she has been dreaming of doing. She has always been infatuated with the French culture and wants to be fluent in the language. Powers does everything she can to make sure her dream becomes a reality, despite the struggle of juggling everything. She works at the UNF alumni office and is an Uber driver. While being an Uber driver, she takes the opportunity of talking to people around the Jacksonville community about her business. Last summer Powers met her first mentor, chef Robert Roberts. Roberts also owns his cooking company and introduced Powers to the Taste of Black Jacksonville, which is presented by the Black Expo and highlights local chefs, caterers and restaurants. There she met her first major client, Brenda Jackson, a best-selling Harlequin novelist in Jacksonville. Powers received exposure she never received before. After attending Taste of Black Jacksonville in 2014, she crunched some numbers and was flabbergasted when she discovered that her gross sales were three times as much as they were at the end of 2013 and five times the amount of the rest of the year. This is around the time where she met another mentor of hers, Kevin Monahan, who works at the Small Business Development Center at UNF. He suggested she enter One Spark and he s helping her prepare for it. Although Powers has had experience with serving her banana pudding to large crowds, she doesn t feel prepared for the copious amount of people who attend One Spark. She hopes to be recruiting people to start learning her recipe. Powers confesses she s a little reluctant to having people help her in the kitchen because she wants to make it herself. I would feel a lot better once it s very streamline to the point where anyone could make it and that s how you franchise an idea, Powers said, and that s what I want to do eventually. If she makes her goal of reaching $50,000 at One Spark, then she hopes she can have a store in the core of Jacksonville with Downtown in mind. Powers plan of action at her booth is to have people enjoy samples of her banana pudding while speaking to them about her ambitions. She would also like to capture the moment they take the first bite into her pudding on video. Page A-12 Monday, April 6, 2015 Financial News & Daily Record 50 years ago this week City proposes referendum on bond issue for airport Have you ever wondered what life was like in Jacksonville half a century ago? It was a different era of history, culture and politics but there are often parallels between the kind of stories that made headlines then and today. As interesting as the differences may be, so are the similarities. These are some of the top stories from this week in 1965. The items were compiled from the Jacksonville Public Library s periodical archives by Staff Writer Max Marbut. A unanimous call for a May 20 referendum to decide whether Jacksonville would build a $27 million airport was made by the City Council and City Commission. The proposal included issuance of $9 million in general obligation bonds that would be repaid with ad valorem taxes and income from the sale of Imeson Airport and $9 million in revenue certificates that would be paid off with income from the new airport. The remaining $9 million would come from the federal government. If this referendum is passed, we can see Jacksonville joining the other great cities of the South and moving ahead in the field of transportation, said Mayor Lou Ritter. He then took the campaign to local civic clubs and other groups. Speaking to the Downtown Lion s Club in the Mayflower Hotel, Ritter said a new airport would bring new industry and payrolls to Jacksonville and would produce more tax dollars to support all local government, including public schools. He cited statements by representatives of the Federal Aviation Agency that in their program for national airport development, Jacksonville was second only to Atlanta in importance in the Southeast. County officials agreed that Sheriff Dale Carson was operating on firm legal ground in making payments of county funds to support the family of Hodges McGee, a former gambler and moonshiner who was the key witness in cases involving bribery charges against four city police officers. McGee received $3,445 in county funds while the cases were pending. County Attorney Henry Blount said there was no doubt in his mind the payments were legal based on a longstanding practice of federal, state and local law enforcement agencies in various jurisdictions. Carson issued a statement in which he defended the practice. He said McGee would continue to receive payments until the Office of the State Attorney informs me that his services as a witness are no longer needed. McGee was still involved in one pending case, Carson said. Board of County Commissioners Chairman Bob Harris said he was concerned whether payments to McGee would result in a request from Carson to transfer additional funds into the account from which the witness was being paid. Carson s budget had $7,000 in an account for special payments, such as those to McGee, out of a total budget for the sheriff s office of $2 million. A bronze plaque in memory of the late President John F. Kennedy was dedicated in Hemming Park. Mounted on a gray marble shaft, the plaque was placed near the park s bandshell, where Kennedy addressed a crowd of thousands the night of Oct. 18, 1960, during his campaign for the presidency. Mayor Lou Ritter, who was Kennedy s Duval County campaign manager in 1960, said Republicans estimated the crowd at 10,000 people. But the true Democrats put the estimate at 50,000, said Ritter. The memorial was donated by the Jacksonville Building and Trades Council, which was represented at the ceremony by John Bowden, its president, and other labor officials. The Marshall Taylor Doctors Building adjacent to Baptist Hospital was sold by Mallin Developers to Southern Baptist Hospital, operator of the hospital. The purchase price was not disclosed, but documentary stamps on the deed indicated it was $1.25 million. The sale was closed in the offices of Glickstein, Crenshaw, Glickstein and Hulsey, attorneys for the hospital. Management of the building by Stockton, Whatley, Davin & Co. would continue. In Tallahassee, Duval Rep. Bill Basford introduced a bill to establish a bail commission for indigents in all counties in the state. If established, the commission would provide release from jail for indigent defendants awaiting trial who were unable to post bond. Such releases would be granted at the discretion of circuit judges on the recommendation of the proposed bail commission. The bill also provided for an additional probation and parole officer for each county. Basford said one of the major benefits of the bill would be to ease crowded conditions at county jails. This is particularly the case in Duval County, he said. A law of this type would save Duval and other counties millions of dollars in new jail construction. Basford said the proposed law also would permit defendants who were good risks to continue to work and provide for their families, who probably would otherwise have to receive state support. The Duval County legislative delegation was considering introduction of a local bill, requested by Public Defender Ed Austin, that would apply only to Duval County. The local bill probably would be withheld, Basford said, unless the general bill ran into strong opposition. A Jacksonville Area Chamber of Commerce committee heard a proposal to change the names of Downtown streets to either alphabetical or numerical designations. Robert Farkas told members of the Parking, Traffic and Public Transportation Committee the change would help eliminate confusion, particularly for people who weren t familiar with the city. It frequently is difficult, even for old residents, to immediately pinpoint the location of a Downtown building, he said. James Craig, former president of the Jacksonville Historical Society, had a different opinion. You get a kind of cold feeling from numbers, he said. We need to know something of the people who have been here in the past. I don t see why we can t let people who built the city and state have some recognition. Craig said when Jacksonville was laid out in 1822, its founders carefully selected names for the streets even before naming the town. Downtown streets were named for the families of early settlers, governors, generals and other prominent figures. A Duval County Patrol lieutenant watched two men take a coin box from a telephone booth, chased them down in his patrol car and captured them after shooting out two tires on their car. Lt. Maynard Crouse said several patrolmen under his supervision reported that a number of pay booths in the northern section of the county had been broken into and money taken. Crouse began checking the area and found that the booth at Broward and Clark roads was still intact. He cut off the lights of his patrol car and about 3 a.m. parked behind a service station across the street. About 30 minutes later, Crouse said, a car drove up and then a man got out and ran to the booth. In his hands was a steel hook, with which he began tugging at the telephone. Crouse then radioed for assistance. The man ripped the phone from the booth, grabbed the coin box and ran back to the car, Crouse said. As the car pulled away, Crouse drove from his hiding place, turned on his lights and pulled alongside the car. When he ordered the driver to pull to the side of the road, the car sped off toward Broward Road at high speed. Crouse fired five shots from his revolver at the speeding car, apparently missing. Crouse then hooked an automatic shotgun in the crook of his left arm, leaned out of the window and fired three blasts. Two tires and the front and rear windows were shot out. The car stopped immediately, but the occupants were not hit, Crouse said. Six other officers soon arrived to help, but Crouse had the situation under control. Inside the car, police found a steel hook, three screwdrivers, a shovel and a telephone box containing $37.25 in nickels, dimes and quarters. Both suspects were booked into jail, each on $10,000 bond, on charges of causing damage to telephone equipment and larceny. For the first time in its 35-year history, the Civic Music Association of Jacksonville sold every seat available for its new season and had more than 400 people on the waiting list for tickets. Association President Robert Hutchinson, reporting at the group s annual meeting, said 3,600 tickets were sold for the sixperformance series. The capacity of the Civic Auditorium was 3,200 seats.
