CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP POWERFUL AND EFFECTIVE REPRESENTATION Opportunity Alachua County s Supervisor of Elections has the opportunity to transform the way it operates and reduce costs. This will be accomplished by the efficiencies gained collocating three offices into one and taking advantage of depressed market conditions. Because these leases constitute a significant expense, the County has solicited the services of a tenant broker to represent the County s interest in identifying and negotiating the best value for the County. The County will benefit by engaging a vendor to generate and solicit new building opportunities and negotiate and develop the private sector lease agreement in a way that reduces cost and strengthens the County s real estate position. Outcomes By partnering with CBRE, the Alachua County will achieve the following outcomes specific to tenant broker services: Local market coverage from CBRE offices in Orlando, Tallahassee and Jacksonville. CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP Approach Our tenant broker services team possesses the following attributes: 1) Key personnel have a thorough understanding of government procurement protocols 2) Personnel have extensive experience serving public sector entities including State of Florida agencies and other State organizations, specifically in Alachua County and Gainesville 3) Personnel are located in close geographic proximity to Alachua County and have expertise in that specific submarket, and 4) Personnel expertise includes: operating expense reduction, workplace strategies, consolidations, etc. Throughout the consolidation and relocation process, CBRE s goal is to create landlord competition thereby increasing value to Alachua County and reducing cost. This will be accomplished through hands-on management of a carefully planned tenant representation process. 9
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP TRACK RECORD OF SUCCESS History & Experience The chart below highlights select public and private entities in the State of Florida and in the U.S. where we have experience and history delivering transaction management, property acquisition, disposition and other similar real estate services. We include the dates and years of service and locations where services are currently or have recently been performed. We have carefully chosen a mix of public and private sector Florida based clients to demonstrate our capabilities. Fl Florida History & Experience STATE OF FLORIDA Dates: 2008-present (5 years) Location: Statewide In 2008, CBRE was one of three firms selected by the State to assist DMS in making more efficient and economical use of private sector lease agreements, provide planning and support services to DMS leasing program, and support the agencies in their leasing actions. While CBRE has represented a number of state agencies (DCF, DOC, DJJ, APD, DOE, AHCA, EOG, DOT, DOR), below we highlight a recent, complex transaction that produced a significant reduction in square footage and cost savings for the State. Transaction service highlight: In August of 2012, DCF had two spaces under lease at the Quail Roost Shopping Center in South Miami. One space was 14,750 SF and the other space was 4,418 SF. CBRE s task was to achieve the goal of renewing, restructuring and decreasing the square footage of the 14,750 SF space. The rate DCF was paying in August of 2012 was $36.85/SF. CBRE was able to achieve all of the objectives set forth by DCF as follows: o Renew the lease for a period of five (5) years and three (3) months beginning in August of 2013, and include an option to renew the lease for five (5) years o Decrease the square footage from 14,750 SF to 5,020 SF effective May of 2013 o Restructure the rental rate to be reduced to $30.00/SF effective November 2012 CBRE was able to achieve for DCF a savings of $1.7 million. The objective for the smaller 4,418 SF space was to stay in place and renew the lease at a lower lease rate. CBRE was able to negotiate a 5-year renewal and reduce the lease rate from $29.00/SF to $25.00/SF, for a savings of $93,000.. Consulting service highlight: In August, 2012, the State of Florida s Department of Children and Families (DCF) retained the services of CBRE to review the agency s real estate operations and assist in the creation of a real estate strategic plan. After a 90-day review of DCF s operations and real estate portfolio, CBRE recommended seven concepts for improvement that include coordinating owned asset strategies, space development across six Florida regions, identifying more telework opportunities and improving records management, among others. 10
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP Fl Florida History & Experience ORANGE COUNTY GOVERNMENT Dates: 2000-present (12 years) Location: Orlando CBRE has provided real estate representation to Orange County to include 35 sale and lease transactions totaling over 850,000 square feet and over $60 million in gross consideration. The Orange County contract has been in place 12 years; however the reference provided herein states 7 years as that is the length of time Mr. Hurt has been employed by the County. Proven results for the past twelve years include numerous successes: o o o o Over $2M in savings on five recent transactions As a result of diligent negotiations and fully capitalizing on market factors, CBRE delivered savings of more than $2.1 million. The four referenced transactions include 200 S. Orange, 109 Church, the 1800 Cypress Grove, 4677 L.B. McLeod, and the National Entrepreneur Center. Improved Efficiency of the Real Estate Portfolio While creating savings is always critical, it is often more important to make prudent decisions to align the real estate need with the right real estate product. Strategic, Proactive Partner to Orange County CBRE converted Orange County to interactive web-based lease administration system (HarborFlex), established a consistent process for executing assignments, provided multiple strategic Lease versus Own assessments, and proposed Blend and Extend approach to capitalize on a down market and create real costs savings. Valuation & Advisory Services CBRE recently consulted on the Orange County Convention Center, in an effort to determine, among other things, the development potential and highest and best use of the land, the value of the land, and any value diminution to the land as a result of a proposed elevated pedestrian bridge. Findings and recommendations were submitted in Oct. 2012, and ultimately determined construction of the bridge as proposed would cause significant diminution in the value of the subject site. Alternative bridge locations have been identified that better suit the needs of the Orange County Convention Center client base. FLORIDA POWER & LIGHT Dates: 1999-present (14 years) Location: Statewide CBRE supports Florida Power & Light (FPL) with Project Management and Facility Services. The CBRE Team manages FPL s 829,000 SF headquarters campus in Juno Beach, FL and an additional 750 buildings throughout Florida for a total of 3.74 MSF. o o In the last two years, CBRE has generated $2 M in cost savings FPL was looking to reduce overall operating expenses, specifically in vendor delivered services. CBRE completed an analysis of vendor management versus self-performance of standard repair and maintenance activities, utilizing industry benchmark metrics. Through cross training, technology, and standardization of process for FPL technicians, a 30% shift toward greater self-performed activities equated to a 15% reduction in overall operating expenses. Additionally, FP&L needed a cost effective process to standardize facility inspections with different building types across a state wide portfolio. CBRE developed a new on line inspection tool that allowed for real time reporting and documented follow-up on action items. The development was accomplished in house using a new iphone app that was configured specific to FPL requirements. 11
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP Fl Florida History & Experience BB&T Dates: 2005-present (8 years) Location: Nationwide (service highlight in Tampa) The CBRE/BB&T relationship includes enterprise-wide transaction management, project management, strategic consulting and facilities management services. o o In 2012, CBRE completed 123 transactions for $106 M consideration CBRE saved BB&T $24 M in rent expenses As a client of CBRE Global Corporate Services, BB&T enlisted CBRE Tampa to manage real estate transactions throughout the portfolio. In a recent assignment, the Tampa team evaluated the existing lease agreement at Park Tower and negotiated a revised lease structure that significantly reduced occupancy costs and secured capital improvement dollars for replacing the building signage. CBRE also extended the lease term by 23 months for a total of 120 months of term from the start of the restructured rent. On behalf of BB&T, CBRE facilitated a total rent saving of $718,000, allowing BB&T to retain the full square footage within Park Tower and secured the necessary capital from the landlord to re-brand the building with new exterior signage. CITY OF PENSACOLA Dates: April 2012-present (90 days) Location: Pensacola The City of Pensacola controlled underutilized real estate at Community Maritime Park, and the deep-water Port. The City of Pensacola also purchased 64 sites at the Airport Commerce Park to develop for industrial use and had no representation to proactively market and sell or lease the assets. City leadership hired CBRE to understand options that would maximize the value of their real estate holdings. CBRE s comprehensive platform including public sector, retail, industrial, residential, hotel and marina specialists will allow the City to reach a national and global audience and help generate interest in all of the Pensacola properties. Mid-way through the feasibility study for Community Maritime Park, the City has expressed interest in offering either land leases for individual parcels or a development package for the entire site. The study will be completed in June 2013, and preliminary results demonstrate the potential for significant development. CBRE Florida's top industrial broker has visited the sites and is currently developing a marketing plan to attract end users. U.S. GENERAL SERVICES ADMINISTRATION Dates: 2005-present (8 years) Location: Nationwide (service highlight in Tampa) The GSA engaged CBRE s Tampa office to assist in developing the GSA s best solution for either lease renewal or relocation for their 12,000 RSF facility occupied by the Social Security Administration one that assured a suitable facility and at the best available price. With CBRE s local market knowledge and the local office s resources such as mapping and market research, CBRE was instrumental in helping to define the GSA/SSA requirement. Subsequently, CBRE uncovered all available and viable solutions that would accommodate the requirement and created a competitive environment not only for the alternatives found, but for agency s current landlord. CBRE was successful in negotiating a long term lease renewal at market driven terms comparable to those realized by companies in the Fortune 500. This included a significant lease hold improvement allowance that allowed for the complete re-build of the lease premises. The remodeled facility allows for a better and safer internal employee and external clientele experience, while at same time diligently mitigates the GSA occupancy expenses. 12
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP Fl Florida History & Experience MACDILL AIR FORCE BASE Dates: 2010-present (3 years) Location: Tampa CBRE performs energy planning and implementation for MacDill AFB. At the time of contract award, the base did not have a formal energy management plan or a centralized building control system. With several different unreliable and non-communicating systems, the base was not able to regulate the various HVAC and lighting systems, which ran continuously and led to energy waste. Additionally, only 25% of the base s energy usage was metered, and of the existing meters only 50 were functional. As a result, more than half of command/tenant utility bills relied on estimates. CBRE has developed and is currently implementing the base s first-ever energy plan. CBRE has installed an accurate metering system, standardized control systems and established new metrics for the 6 million square foot portfolio. CBRE has helped the Air Force to reduce its energy utilization by 4% annually in the last two years. CITY OF SACRAMENTO Dates: 2010-present (3 years) Location: City of Sacramento CBRE was engaged by the City of Sacramento to complete its first-ever complete inventory of real estate assets and create a strategy for disposition of surplus assets. CBRE successfully: Organized several disparate databases and catalogued all properties, including a map for each parcel Created a strategy by which each parcel (3,500 properties) was divided into one of four categories: economic development opportunities, traditional brokerage disposition, auction services disposition and conservation / no sale properties CBRE s analysis has provided the City with the opportunity to raise significant funds through the disposition of assets. 13

CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP CONCEPTUAL TIMELINE CBRE understands the Supervisor of Elections needs to have a consolidated new office in advance of the next Presidential election cycle. Given that, and the timing of Florida s primaries, CBRE appreciates the need for the Supervisor of Elections office to be fully constructed, operational and staff moved no later than April, 2015 in order to have several months of a fully functional office prior to elections. CBRE is prepared to begin the assignment immediately. The timeline is largely dependent upon the timing of the 3 lease expirations and the client s readiness to begin the below process. Understanding the Supervisor of Election s requirements and needs is the first step in the process along with understanding the market. We have partnered with Gensler, a world class architectural firm to assist with space planning. The tenant representation process doesn t end once a site has been selected and negotiations conclude. This is where CBRE s construction and project management services enter the process. Their job is to ensure construction is on time and within budget as well as quality assurance. Once timing of the lease expirations is known, dates can be established and a project timeline fully completed. We employ a phased approach to the tenant broker process, as illustrated in the graphic below. Tenant Broker Process 17
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP COMPENSATION For the scope of work contemplated by Alachua County, CBRE customarily receives a fair market commission that is paid by the Landlord with whom you as tenant conclude a transaction. Similar to the contract we currently have with the State of Florida (and the contract vehicle by which Alachua County intends to engage a tenant representative) CBRE proposes to be compensated for the services it will provide under this proposal as follows: Lease Acquisition CBRE will be paid a commission of four percent (4%) of the gross lease value calculated on the full term of the lease. The commission will be paid by the Landlord of the selected property and is customarily due and payable 50% upon lease execution and 50% upon lease commencement. Benefits to Alachua County CBRE represents cities, counties and states across the country. Commission based compensation is the preferred methodology by the majority of these clients for a variety of reasons: Most Counties have not budgeted for the expense associated with said services Private Landlords are accustomed to paying these commissions in the ordinary course of business In as much as these fees are usually part of the building pro forma failure to capture the fees associated with tenant representation is simply a financial benefit to the landlord Compensation is success oriented. If the County should not successfully conclude a transaction through the efforts of CBRE, generally compensation is not due CBRE Build to Suit In some instances it may be necessary or desirable to build a facility to the specifications of Alachua County. In that circumstance, CBRE will represent the County in the identification of a suitable location and evaluate proposals received from 3 rd party landlords and developers. CBRE is generally paid a fair market commission by the 3 rd party landlord or developer. Commission can calculated on either the value of project or lease commitment made by the County as the circumstances dictate. Purchase Many of our public sector clients are taking advantage of depressed market conditions and buying facilities at a fraction of their replacement cost. Depending on the County s access to capital (tax exempt debt) this can present many advantages including lower occupancy costs, elimination of real estate taxes, and sometimes lower utility costs. CBRE has represented many public entities to analyse lease versus buy scenarios. In the event that the decision is made to purchase a building, CBRE will be paid a fair market commission on the value of the building purchased. Commission is customarily paid by the seller at closing. 18
CBRE PROPOSAL TO ALACHUA COUNTY, FLORIDA RFP Lease Purchase When core real estate assets ought to be purchased, but capital is not available - a lease purchase may be the recommended course of action. CBRE can assist Alachua County to understand the advantages of this strategy, will assist you to properly structure this transaction, and at your request can place the underlying debt to finance the lease. Commissions in this instance are usually based on the value of the lease as described above. Fee for Service In some instances, the client prefers to pay for the services it receives from CBRE. In that instance, CBRE will charge at the hourly rates currently contained within Exhibit B of our State of Florida contract (attached). Benefits In as much as CBRE has lessened the risk associated with concluding a transaction the costs to Alachua County can be less. CBRE usually quotes compensation on a lump sum basis that is paid a work is performed. Basic building evaluations, Tenant Improvement allowance review, etc. will be provided by CBRE personnel and are included. Certain expenses beyond the scope of this agreement such as architectural, legal or engineering support commissioned at the request of Alachua County will be at the expense of Alachua County. 19

He was a founding board member of the Surface Transportation Policy Project and helped draft ISTEA, the landmark Federal transportation reform law sponsored by Senator Moynihan. Bob has served on corporate and non-profit boards, is a former president of the DC Preservation League and served on the U.S. Commission of Fine Arts and Federal Advisory Council on Historic Preservation.
