State Vocational Rehabilitation (VR) Agencies State Vocational Rehabilitation (VR) agencies furnish a wide variety of services to help people with disabilities return to work. These services are designed to provide the client with the training and other services that are needed to return to work, to enter a new line of work, or to enter the workforce for the first time. Participation in a VR program through your state VR agency can affect you in a number of ways. They can even at times help secure funding for prosthesis. Under provisions in the Rehabilitation Act, these State agencies also work with the Statewide Independent Living Councils (SILC) to develop a State Plan for Independent Living and to monitor the implementation of that Plan. Both the SILC and the State designated agency must agree to the plan in order for the State to receive Federal financial assistance for independent living services and Centers for Independent Living (CIL).
