Cayabyab RECORD-BREAKING. This year s Tigtigan Terakan keng Dalan holds a records sale and attendance of 75,000 to 80,000 people joining the festivities. It is now considered as the biggest evening street party in the country. --AC-CIO PHOTO ANGELES CITY The Tigtigan Terakan keng Dalan (TTKD) posted its highest crowd attendance, with estimated partygoers of 75,000 to 80,000 since its inception in 1992. The TTKD 2015 sold out all tickets during the two-night event held on October 23 to 24 along MacArthur Highway in Barangay Balibago. Reports from the Angeles City Information Office showed that around 40,000 attended the merriment from 6:00 p.m. to 2:00 a.m. on the first day. The same number of crowd participated during the second day when the party lasted until 4 a.m. TTKD is an annual event in celebration of the never-say-die spirit and resilience of the people after the devastation that resulted with the ca tastrophic eruption of Mt. We need to plan ahead for Porac. We need to be pro-active. We need to be accountable and transparent in all our transactions. The people deserve better leaders. The people deserve a better Porac. We need genuine change for good. We need more jobs, more scholars, more development projects, Tapang said. He said that one of the reasons why Porac suffers slow development is lack of proper planning. He also cited the lack of transparency in the use of taxpayers money even as he lambasted the current administration of allegedly misusing the municipal budget. Tapang and his team filed their certificates of candidacy (COC) at the Comelec office in Porac last October 13 together with at least 2,000 supporters. In a news briefing last Friday, Reyes said they are just waiting for the construction of a drug testing center in Lamao, after which the policy of requiring all those applying for a barangay clearance to submit themselves to drug screening will be implemented. Lamao will be the first among the 237 barangays in Bataan to have such a regulation. The village head said that during a recent barangay assembly, he discussed the matter with the residents who he said all agreed. Reyes said he got full support even in his talks with parents and elementary and high school teachers. He said that he has asked villagers to help in clearing Lamao of illegal drugs and in the process convince some known users to stop. His campaign against illegal drugs paid off after a known drug pusher/user last week voluntarily surrendered to him and asked for admission to the Bahay Pag-asa Reformation Center inside Camp Tolentino in Balanga City. OCTOBER 27, 2015 Headline Gitnang Luzon BUSINESS 3 Price freeze in effect in Aurora province ANGELES CITY Prices of basic and prime commodities in the province of Aurora will automatically be under price control for a maximum of 60 days following the declaration of a state of calamity in the province last week. In the aftermath of the destruction brought by Typhoon Lando on the province, the provincial government made the declaration after assessing the impact and damage on infrastructure, livelihood and communities in the province. Aurora was one of the hardest hit among the provinces of Central Luzon as it was under Signal No. 4 at the time of the typhoon s entry in the country. Under Republic Act No. 7581 or the Price Act, as amended by RA 10623, prices of basic and prime commodities should remain at the level prevailing in the immediately preceding month when a state of calamity is declared. DTI-3 Regional Director Judith P. Angeles added that the DTI Aurora provincial office has been mobilized to monitor business establishments selling goods at disaster-affected communities at prices beyond the prevailing price levels. The agency is also on the lookout for hoarding, profiteering and conniving to manipulate the prices of commodities like rice, sugar, coffee, noodles, candles and canned goods. Under the law, hoarding of goods, illegal price manipulation and profiteering are punishable with both fines of up to 2 Million pesos and imprisonment of up to 15 years. Raising prices by more than 10 percent of the prevailing prices for the three preceding months is a basis for profiteering. 4OPINIONHeadline Gitnang Luzon OCTOBER 27, 2015 EDITORIAL The aid continues ASSISTANCE from the provincial government to areas affected by Typhoon Lando continues, evident by the P4,421,520.35 worth of food packs distributed to residents as of this writing. According to Provincial Social Welfare and Development (PSWD) Office, 1,396 food packs have been distributed in Arayat; 3,128 in San Luis; 1,993 in Candaba; 2,800 in Masantol; and 888 in San Simon. As we speak, the Capitol is still distributing food aid to other affected towns. In the same vein, the Clark Development Corporation is also doing the same in other provinces apart from Pampanga, including Nueva Ecija and Tarlac, benefiting 3,225 families. The External Affairs Department of the state-owned corporation said the firm has allotted P500,000 for the said relief operations. The food packs contain milk, coffee, noodles, 1 kilo of rice, sardines and biscuits. Reports released by the Provincial Disaster Risk Reduction and Management Office revealed that some 43,242 families or 196,226 individuals were affected by the typhoon in Pampanga alone. Partial report of damages in agriculture reached P342,217,425 affecting 13,992.43 hectares of land owned by 9,099 farmers, while P2,349,300 worth of damage affected the veterinary sector. As of presstime, municipal and provincial officials are still assessing the destruction brought by typhoon Lando in Pampanga. www.headlinegl.com HEADLINE Gitnang Luzon is a Daily Regional Newspaper General Manager: MARLO a. franco Editor: RIA DE FIESTA Layout Artist/Photographer: JP Manalang Reporters: CHARLENE CAYABYAB Marna dagumboy - Del rosario Administrative Staff: sherylin l. rivera Publisher: hgl publishing Email: headlinegitnangluzon@gmail.com Website: www.headlinegl.com DISCLAIMER: Views expressed by columnists are their own and do not necessarily reflect the editorial position of HEADLINE Gitnang Luzon or its internet website: www.headlinegl. com. (045) 455.0781 THE diesel emissions scandal that rocked automobile maker Volkswagen (VW) rekindles our own dilemma with the private emission testing centers which continue to make a milking cow out of the millions of unsuspecting vehicle owners in the country. The VW predicament is miniscule compared with the highly questionable emission testing in the Philippines that brought nothing but elevated hydrocarbon emissions. And the Aquino administration will reportedly infuse P132 billion for climate change adaptation and disaster risk reduction in the proposed 2016 National Budget. Most of this amount will go to the Department of Public Works and Highways to bankroll flood control projects but will not address the deadly CO2 emissions in the atmosphere. The emission testing was left to the private entities authorized by the Land Transportation Office, itself wracked by the still undelivered vehicle plates. Only two more months remaining before the year ends but I still have yet to receive my new car plates. I felt sorry for the VW as the Check and Balance Arnel San Pedro THE word competition has both positive and negative connotations. For some who consider having a competitor as a provocation, they definitely do not welcome rivals as they are threatened to be overpowered and overtaken in their respective fields of expertise. For quite a few however, it is the exact opposite. Having a competitor is seen in a constructive point of view a motivating factor for them to further improve their knowledge, skills, and abilities not for the purpose of being hailed as the best among the rest, but knowing that there is always room for improvement. I know that many would agree with me on how internet subscribers in the Philippines feel shortchanged and dissatisfied with the services being provided by the Internet Service Providers (ISPs) such as PLDT, Smart, and Globe. My better half, who was given the chance to live for a short period in Singapore, would always be frustrated with the very slow internet speed here because of what he experienced in that country. A few years ago, an infographic circulated in social media sites showing the Philippines as the Asian country with the slowest internet connection, with only 3.6 Mbps. Based on the graphics, the average ASEAN internet speed is Emissions scandal towns in Germany that became synonymous with Volkswagen s rise to the pinnacle of the auto industry now felt the effects of the scandal that froze spending on their current projects aside from new car models road work, an ice rink, playgrounds, etc. VW has introduced the People s Car in the 30s and the continued love affair of VW aficionados overseas particularly in the country still lingers with the popular Beetle car. As they say, when the Bug bites it will never leave you. Many of my colleagues in the media had the Beetle car at one time or another the late Toy Soto, Manila Bulletin s Lino Sanchez, Ding Cervantes, Bong Lacson. When I was editor of the local tabloid Observer, Emmanuel Angeles of the Angeles University Foundation allowed me to use their red Beetle. VW employs 271,000 people in Germany and with the freezing of upcoming projects and less car production, more employees are expected to be out of job in the coming days. 12.4 Mbps, while the average global internet speed is 17.5 Mbps. Singapore has the fastest internet speed with 61 Mbps. Can we just imagine if we have that kind of internet speed? Maybe in our dreams. Pun intended. These ISPs are quite religious in collecting monthly payments, even to the point of sending text messages reminding customers especially of late payments despite the fact that the service being provided to their customers is not satisfactory. At most times, pocket Wi-Fi subscribers experience snailpaced connection, not to mention some downtimes when there is no connection at all. Germany s Institute for Economic Research estimates that VW s commercial and corporate tax payments over the next two years will be $3.31 billion lower nationwide as a result of the emissions scandal. Every project is now up for scrutiny as a cause of the diesel emissions scandal. It was a public relations nightmare for VW, the brand that made the popular Beetle and Kombi Samba in the past. That era is now gone. The era when Dutchman Ben Pon Sr. scribbled on a piece of tissue paper what was to become the well-loved Kombi immortalized in the American culture via the hippie generation of the 1969 Woodstock. Words from the grapevine have it that a wrong corporate culture As they say, when the Bug bites it will never leave you. The Philippines ISP Battle In a new article in Business Mirror, it was mentioned that having a new player in the telecom market is considered advantageous for the consumers. Brainwaves Michelle Catap- Lacson swallowed the modern VW organization. Why not bring the son -- Ben Pon Jr. -- to do some motivational visits to the plants and perhaps reinstate the simplicity, creativity and hardwork that characterized VW before? Pon Jr is no way connected to the VW but perhaps he can bring back the long lost corporate culture that put VW in the auto industry and the world map. Given these inconveniences, the basic fee which amounts to P1,000 is indeed overpriced for ordinary citizens who have availed of the internet services. Admittedly, as we all experience now, our heavy reliance on the internet is tantamount to our daily existence which now includes checking our FB accounts, posting updates on Twitter, uploading our photos on Instagram, and a whole lot more. It s like saying we can no longer live one day without the internet. There are talks that Telstra Corporation, Australia s largest telecom company, is currently in the works for a San Miguel Corporation partnership to enter the Philippine market as an ISP. As reported by the International Business Times, Telstra seeks to establish a 4G network across the Philippines, the telecom market of which will be led by two brands PLDT and Globe Telecom. On the other hand, San Miguel seems putting tough efforts to make 4G accessible all over the Philippines. The governments of other countries allow 4G spectrum on lease for a particular period, while Philippines authorities allow carriers to use it for an indefinite period. In a new article in Business Mirror, it was mentioned that having a new player in the telecom market is considered advantageous for the consumers. International Data Corp. (IDC) Philippines analyst Alon Anthony D. Rejano said that the market will be more competitive. For the consumers, it will be an advantage, because it will give them more options and will lower the price. National Telecommunications Commission (NTC) Director Edgardo V. Cabarios and Democracy.PH Founder Pierre Tito Galla agreed with Rejano s statement and said that a new player in the ICT space will lead to more competition that we hope will result in better services, more reasonable costs and greater penetration and access. We also hope that this heralds the possibility of faster, more reliable and cheaper Internet and network services to the public. Hear, hear.

They, and only they, were with us during the 1650s to the 1750s, in that century of frustrations, when we were harassed at all fronts. They were there, in equal number with the Spanish soldiers, guarding the fortresses, defending against the assaults of the Dutch, the Moros, the Igorots. Brave people! At that time, Pampanga did not even have one-fifth of its present population, (yet) it gave to the service of the army thousands of volunteers, including officials, petty officers, and soldiers, always disciplined and valiant. Pampanga has offered a most dignified chapter in memory. In Pampanga, there is so much honorable military history. Jose Felipe del Pan, Revisita de Filipinas (1876) Expansion of Spanish power By 1630, Kapampangans from Macabebe had been conscripted to guard Maluco (a Dutch fort in Ternate, Moluccas), Sugbú (now Cebú), Octong or Ogtong (now Oto, Iloilo) and Caragan (now Caraga, Davao) against the Dutch forces. With a growing reinforcement coming from the Kapampangan province, the Spaniards even tried to control other parts of the archipelago, including a sea route to Manila. On September 11, 1632, for example, they blocked a Portuguese ship from Macao from entering Manila To each his own political agenda presidency in the 2004 presidential elections. Methinks it s also time to remove Tito Sotto from the show at least during election season, when a daily noontime presence is truly an unfair advantage -- kalevel lang rin ng Malacañang communications offices reporting on the President campaigning for his party. Maybe that will allow for Jose, Wally, Paolo to level up the discourse and become more critical. Because they ve got a lot going for them (thinking here in terms of Jon Santos and Willie Nep really), but bound to the politics of Tito Sotto, well, that s also bound to a conservatism that is just ew. Probably why in the end, while the rest of the Kalyeserye was so rakenrol, when AlDub finally meet, suddenly it s nothing but a fairy tale. The media had this to say: Gringo didn t look happy (daw). But running for VP is serious business, whether with Binay, Mar, or Grace. Just so the people may know: Miriam said: It is still important to go over the details of martial law in the country so we will know what path we shall take for the millennials. I do not especially agree, and I beg the pardon of Mr. Marcos, that the details of martial law deserve to be buried and forgotten. No. On the contrary, the historians of tomorrow should make the study deeper so that we will know what lessons they held for our future. Poor Miriam the cancer has already reached her brain (or did it have to for her to think this way?). He drafted the first rules on good government in the colony and established a Jesuit mission in Jolo, as part of policy to expand Spanish control in Mindanao. On February 16, the king of Spain ordered the pacification of Mindanao to protect Christian converts from attacks by the Muslims. The following year, Kapampangan troops under his command were deployed to Mindanao. The period between 1637 and 1639 saw these forces defeating the Magindanaoans. Expeditions were launched to the Lanao region, Sulu archipelago, and Brunei. On March 13, the Kapampangan-reinforced Spanish troops captured the Lamitan settlement, including the mosque. The main force of Sultan Kudarat (who ruled Maguindanao from 1619 to 1671), however, had already fled to the neighboring Ilihan heights. Over the next ten days, Lamitan was razed to the ground, with 72 Muslims decapitated, their heads displayed on spikes to instill terror. The governor returned to a hero s welcome in Manila. On April 4, a Magbalawe Aleesus Manarang Spanish expedition landed in Lanao. It was led by Father Agustin de San Pedro and Captain Francisco Atienza, with an augmentation force of 500 Kapampangans. On August 20, the governor sent a report of his and the Kapampangans achievements to the king and bared his plans to explore Maranao country, to attack the defiant cotta of the Sulu ruler, and to send an expedition against the sultan of Brunei. On January 1, 1638, the governor general went to Jolo, again accompanied by Kapampangan Macabebes, to intensify the pacification drive in the area. With 600 Spanish soldiers and 1,000 Kapampangans on board 80 vessels, he sailed from Zamboanga to Sulu, which he found abandoned. Apparently, the Sulu ruler and his followers had fled to a nearby hill, where the Spaniards pursued them. The fighting raged for three months. And of course, it took convincing kasi hindi pa ganu n kabuo yung istorya at kumbaga, first time akong tatanggap ng ganitong klase ng role. But kung paano po in-explain nila, and how Direk (Mae Cruz-Alviar) did the movie, you know, pagsisisihan ko to kung hindi ko ginawa. And every project, gusto ko, iba-iba ang ipinapakita ko. Hindi naman po puro romantic, or action star, or drama sa soap, or may ka-loveteam. So, kailangan po, iba-iba. And I m very happy with the outcome and excited ako sa lahat na mapanood, pahayag ni Gerald. Hindi ba siya nakakatanggap ng pamba-bash mula sa LizQuen? Actually, mabait po yung fans nila, na-meet ko rin po sila sa Laguna, napakabait nila. And I think, at the end of the day, kasi, sobrang supportive lang lahat, so we just wanna give you guys a good project, kung may nega man, wala po tayong magagawa, its part of life. Ang daming masasamang nangyayari sa mundo. So, hindi naman po ako maaapektuhan. Siguro, five years ago, baka sensitive pa ako about things like that. As an actor, siyempre, I m a thinking and working actor, yun po ang importante sa akin. REGIONAL NEWS VOLUME IV NO. 94 OCTOBER 27, 2015 TUESDAY Expert: Comprehensive land use plan is ultimate solution to solve flooding BY Charlene A. Cayabyab CLARK FREEPORT An expert on emergency management said a comprehensive land use plan (CLUP) is the ultimate solution to massive flooding in the Philippines. Cedric Daep, public safety and emergency management office of Albay province, said a CLUP which contains a risk map and an approved policy that will implement the land use plan is the ultimate solution to massive flooding in the country during typhoons. The land use plan shall include a risk map and an adapted approve policy [for its implementation], Daep said. Daep said a risk map should include three thematic maps: hazard map, population map and resources map. Overlay the maps so we can identify the population at risk and critical resources. These factors are what we should consider in developing a land use plan, Daep said. However, Daep said if local government units do not have CLUPs yet, they can only resort to temporary solutions including evacuation of population at risk. Kapag wala pang hazard map, hindi pa tayo ready to do the ultimate solution. Ang gagawin lang natin ay evacuation which is temporary, Daep said. Daep was one of the guest speakers at the Rotary Climate Change Summit hosted by the Rotary Club of San Francisco Del Monte in Quezon City. Daep discussed the science of climate change and extreme events; and disaster preparedness and flood warning system. Other speakers during the summit were Percy Aranas, an expert on greenhouse emissions; and Johnny Yu, director of the Manila Disaster Risk Reduction and Management Office. Aranas discussed greenhouse gases and mitigation while Yu discussed disaster relief and preparedness plan. DTI advises CL traders to keep prices stable ALL DRESSED UP. Party goers are all dressed up during the 2015 Mardi Gras in the streets of Magsaysay, Olongapo City. --DANTE M. SALVANA Olongapo City celebrates annual Mardi Gras By Dante M. Salvana OLONGAPO CITY Mardi Gras sa Gapo, an annual street party event in Olongapo City was held on October 22 to 24, 2015 in the said city. Olongapo City Mayor Rolen C. Paulino and his Sanggunian members, together with the Olongapo City Tourism Department, coordinated this three-day successful event. Started in 1981, the Olongapo Mardi Gras was first known as Octoberfest that was derived from the German event Oktoberfest. It was during Senator Richard Gordon s term as mayor when the event started, ushering in a new tourism event that would become famous all throughout the country. Olongapo City is known for its great music from live bands, great performances from artists, and has been known to produce great musicians. It is certainly right for the city to have an annual event to celebrate these entertainers by showing their talents on the streets where everyone can party, he added. This time no local stars graced the show, but instead local live bands gave life to the event which attracted hundreds of people from all walks of life, not only from Olongapo but also nearby provinces. Some of them even came with their costume get-ups (Halloween, fantasy, anime, and Disney characters), and had fun and stayed up to the wee hours of the morning. Different kinds of food and beverage stalls, even photo booths, filled the whole street of Magsaysay. Organizers said proceeds will go to the scholars of the Olongapo City government. ANGELES CITY In the aftermath of the recent adverse effects of Typhoon Lando on the livelihood, agriculture and infrastructure of Central Luzon, the Department of Trade and Industry Regional Office III (DTI-3) strongly suggested to businessmen in the region to follow the existing Suggested Retail Prices of basic and prime commodities in order to stabilize prevailing prices in the affected provinces of Central Luzon. DTI-3 Regional Director Judith P. Angeles added that DTI provincial offices have been mobilized to monitor the prices of basic and prime commodities in the typhoon-affected areas, especially in Aurora, Nueva Ecija, Pampanga and Zambales. Angeles said DTI is on the lookout for unscrupulous businessmen who take advantage of disasteraffected communities by hoarding and unduly raising the prices of basic commodities like rice, sugar, coffee, noodles, candles and canned goods. Business establishments found to be taking advantage of the situation are liable for violations of the Price Act or Republic Act 7581. Under the law, hoarding of goods and profiteering are punishable with both fines of up to P2 million and imprisonment of up to 15 years. Raising prices by more than 10 percent of the prevailing prices for the three preceding months is a basis for profiteering. DTI officials further noted that with inflation rate at a record low of 0.4% for 2015, there is no reason for traders to raise prices.
