Glazier introduced Ellie Murdoch, CPA, Budget Analyst, from the Division of Budget, Policy and Communications at the Oklahoma Office of Management and Enterprise Services. Board Members were apprised of staff changes resulting from Amy Tomlinson moving from the Administrative Technician for Endorsements position to the Peer Assistance Program Legal Secretary position. Rachel Wallace moved from Administrative Technician for Renewals/Reinstatements to the Endorsements position. The initiative to increase utilization of online applications beginning in December is expected to result in FTE savings. A work study is planned for the final FTE evaluation with workload adjustments being considered to compensate for the gained efficiencies. Michele Reading was promoted to the Assistant Director of Investigative Division. K. Glazier will be transitioning out of the split schedule she is keeping between Administration and the Investigative Division. 21

Glazier extensively reviewed with the Board the Dashboard report (attachment #7) containing performance/quality indicators for the agency captured for the first quarter of Fiscal Year 2014. The agency plans to include reporting on the quarterly Dashboard the cost avoidance and cost containment measures as a means to demonstrate progress on increased efficiency efforts. From the inception of the Federal Fingerprint Background Check Program in January through September 30, 2013, the analysis indicates 37.4% of individuals are not self-reporting a criminal history or arrest to OBN. This has negatively impacted the workload for the Investigative Division. The Board Meeting Deadlines document for calendar year 2014 was distributed to the Board and discussed.
