EDUCATION Université Laval Ph.D. in Political Science August 2012 Dissertation: Stakeholder Participation in Evaluation: From Concept to Measurement While stakeholder participation is a major trend in the field of program evaluation, the concept is plagued by serious problems that hinder effective communication and knowledge development. A rigorous conceptualization and operationalization of the concept, based on the necessary and sufficient condition logic, is proposed to answer these problems. Using quantitative and mixed methods, an empirical validation of this instrument is then conducted based on a sample of published evaluation cases and a survey of their authors. The results show that the instrument generates scores which are globally reliable and valid, although a revised version appears to generate more valid scores.
