About the Contributors Ari Baranoff Ari is an Assistant Special Agent In Charge of the Criminal Investigative Division at the United States Secret Service, with over twenty-one years of federal law enforcement experience. Ari currently oversees the Cyber Investigations Branch at U.S. Secret Service Headquarters in Washington, D.C. As the executive for the cyber investigative portfolio he directs the organization s cadre of Electronic Crimes Task Forces as well as Secret Service Cyber Intelligence. Prior to his current position, Ari led the New York Electronic Crimes Task Force. Ari received his undergraduate degree with honors from Hofstra University in 1993 and is a member of Phi Beta Kappa, the nation s oldest academic honor society. He is currently pursuing a graduate certificate in Executive Leadership through the Naval Postgraduate School, Center for Homeland Defense and Security, in Monterey, California. Ari has served as a frequent guest lecturer and keynote speaker on a full range of cybersecurity and cybercrime topics. Colleen Theresa Brown Colleen is a senior associate in Sidley Austin LLP s Washington D.C. office. She focuses her practice in civil, criminal and constitutional litigation, internal investigations, and privacy and information law. She has significant experience on privacy and data protection compliance, litigation and regulatory enforcement actions, including those focused on information security, and incident data breach response. Bill Hardin Bill Hardin is a Managing Director and Co-Chair of Navigant Consulting, Inc. s Global Data Privacy and Incident Response Practice. He has worked on hundreds of data incident response, theft of trade secret, and enterprise risk assessments. Bill advises audit committees, boards, counsel and management in business issues pertaining to dispute resolution, financial statement fraud, white collar crime, and forensic accounting matters. Hibarger Thomas Hibarger is the Managing Director in charge of the Washington, D.C. office of Stroz Friedberg, where he directs engagements involving cyber crime and data breach response, digital forensics, and electronic discovery, and leads investigations relating to the FCPA, internal corporate fraud, employee misconduct, xii

Prior to joining Stroz Friedberg, he served as an Assistant U.S. Attorney in Washington, D.C. for nearly twenty-five years, most recently as Chief of the Criminal Division and before that as a Computer Hacking and Intellectual Property (CHIP) prosecutor. Mr. Hibarger investigated and prosecuted significant cases involving botnets, online identity theft, phishing, DDOS attacks, computer intrusions, webpage defacement, and copyright infringement. He is a graduate of Virginia Tech and the George Mason University School of Law (with distinction). Robert J. Jones Robert is the Global Head of Financial Lines, Specialty Claims, at AIG. Robert is responsible for claims within the Cyber, Technology, Media, Fidelity and Kidnap & Ransom lines of business. Robert has developed Financial Lines expertise through a variety of technical and managerial roles in Claims, Reinsurance and Underwriting. Robert began his career at The Travelers in 1989 and joined AIG in 1992. Robert received a B.S. from the State University of New York at Binghamton. Alison Looman Alison is an associate in Sidley Austin LLP s Investment Funds, Advisers and Derivatives group. Her practice focuses on hedge and private equity fund formation and negotiation, both on behalf of fund sponsors and investors. In addition, Alison has experience advising regulatory clients on both investment adviser and derivatives matters. Alison s range of clients includes small start-up funds and large banking clients. Alison is a graduate of New York University, B.F.A (with honors) and The University of Chicago Law School, J.D. Douglas E. McCormack Doug is counsel in Sidley Austin LLP s Investment Funds, Advisers and Derivatives group. Doug has over fifteen years of legal experience and he focuses on legal and regulatory matters related to U.S.-registered investment companies (with an emphasis on money market mutual funds), distribution, compliance, sub-advisory relationships and related matters. CYBERSECURITY Clayton G. Northouse Clay is an associate in Sidley Austin LLP s Privacy, Data Security and Information Law group. His practice focuses on issues related to privacy, cybersecurity, and information law. Clay counsels technology, telecommunications, healthcare, and industrial companies on privacy program management, cyber incident response, surveillance and information sharing, and regulatory compliance in domestic and international contexts. Clay earned his law degree, magna cum laude, at Georgetown University Law Center, where he was the senior articles editor of The Georgetown Law Journal. Prior to Sidley, Clay clerked for Judge D. Michael Fisher on the United States Court of Appeals for the Third Circuit. Matthew Noyes Matt is the Cyber Policy Advisor for the United States Secret Service, where he leads strategy and policy development for the Secret Service s cyber programs across its integrated protective and investigative mission. He also serves as Captain in the U.S. Army Reserve assigned to the Office of the Secretary of Defense for Cyber Policy. Matt s previous work related to cybersecurity includes teaching at the Elliot School of International Affairs at George Washington University, and as a senior associate at Good Harbor Consulting. He has a Master in Public Policy degree from Harvard Kennedy School of Government and a Bachelor of Science in Computer Science and Applied Computational Mathematics from the University of Washington. Prior to attending graduate school, he was a U.S. Army infantry officer, where he was stationed in Germany and served two tours in Iraq. Before enlisting in the Army, he worked as a software developer. His published research and writing on cyber policy have focused on military and criminal exploitation of cyberspace, associated activities, and related national policy options; he has presented on these cyber policy topics for both international and domestic audiences. Karen A. Popp Karen is a member of Sidley Austin LLP s Executive Committee and practice area team leader for the White Collar group, which is recognized by U.S. News as one of the nation s top-tier practices and by Chambers USA (2012) for its impressive breadth, with expertise across a wide range of areas. He is a Distinguished Visiting Fellow at the Homeland Security Studies and Analysis Institute. He also serves as a Professorial Lecturer in Law at George Washington University, a Senior Editor of the Journal of National Security Law & Policy, and as a Visiting Fellow at The Heritage Foundation. He is a member of the American Bar Association Standing Committee on Law and National Security and a Contributing Editor of the Lawfare blog. In 2011, he was a Carnegie Fellow in National Security Journalism at the Medill School of Journalism, Northwestern University, where he now serves as an Adjunct Lecturer. During the period when he was helping to develop the Cyber Insurance chapter (chapter 7), Rob served as the Head of Product development for AIG s Financial Lines globally and for the Americas region. During his fourteen-year tenure at AIG, he served in several key leadership roles within the Financial Lines underwriting and legal units. Rob is currently Executive Vice President, Willis FINEX NA, where his role includes serving as FINEX Directors & Officers (D&O) and Fiduciary Liability Thought and Product Leader. Before AIG, Rob worked for ten years with D Amato & Lynch focusing on complex management and professional liability claims and coverage issues.
