Listed below is a summary of the Service Factor and Education Supplemental Pay Plan for NNB employees. Full details of these plans are included in Appendix A and Appendix B of this document. SERVICE FACTOR Employees who were eligible to receive the Service Factor and Longevity payments as of the 2008-2009 school year will continue to be paid at the 2007-2008 rates and levels. As of the 2008-2009 school year, no NNB will become eligible for Service Factor or Longevity payments. To be eligible to receive the Service Factor, an NNB must have earned at least one yearʼs credit of Pasco continuous service at the step just prior to arriving at the top step of his/her salary schedule. Service Factor: $0.09 per hour for each year of Pasco District employment Service Factor: $0.55 per hour for an NNB employee completing 20 years or more of employment with the District School Board of Pasco County Service Factor: $0.25 per hour for an NNB employee with 16 years or more of employment with the District School Board of Pasco County and has completed one year at the top step of his/her salary schedule Total amounts are spread equally over the NNBʼs pay dates. EDUCATION SUPPLEMENTAL PAY PLAN 1) $0.07 per hour for every 96 points earned by successfully completing those components designated as job related by the Director of Professional Development and School Supports. 2) $0.07 per hour for every 96 points earned by successfully completing those adult education courses designated as job related by the appropriate administrator: Director of Food, Nutrition, and Distribution Services for FNS workers, Director of Facility and Maintenance Services for facility and maintenance workers, District Custodial Services Coordinator for Custodians, Director of Transportation for Bus Drivers, etc. One (1) point shall be awarded for each adult education course clock hour. 3) $0.07 per hour for every six (6) semester hours of college credit earned from an accredited university Staff development points, adult education courses, and college credit courses may be combined as follows: 1 semester hour of college credit = 16 points 1 adult education clock hour = 1 point No duplication will be permitted. Maximum Combined Total: $1.68 per hour In general, college credit will only be awarded for additional education beyond the requirements of the position. Some positions are excluded. 7

SUPPLEMENT LIST Placement within the pay grade will be based on an evaluation of experience, knowledge, and a comparative review of other employees with the same title by the Office for Human Resources & Educator Quality and the hiring administrator. This supplement will not be considered in the calculation of the education supplemental pay plan. Child Care Program Coordinator $3.80 per hour Child Care Site Manager (Cyesis) $0.53 per hour for employees who have a Child Development Associate (CDA) or equivalent. This supplement will be considered in the calculation of the education supplemental pay plan ceiling. CDAs issued and credits received through the District School Board of Pasco Countyʼs Adult Education Program do not qualify for this supplement. 53N Food and Nutrition Services Assistant Manager - NNB College Supplement $2.31 per hour for the first 32 semester or 48 quarter hours from an accredited college. This supplement will not be considered in the calculation of the education supplemental pay plan. FNS Assistant Manager one-third (1/3) of the FNS Manager supplement FNS Assistant Manager designated as Lead Assistant Manager one-half (1/2) of the FNS Manager's supplement. 8

54N Food and Nutrition Services Manager NNB Lake View Express Manager - NNB College Supplement $2.31 per hour for the first 32 semester or 48 quarter hours from an accredited college. This supplement will not be considered in the calculation of the education supplemental pay plan. Each FNS Manager with average daily meal equivalents exceeding 400 will receive a participation supplement $0.42 per hour for each increment of 100 meal equivalents adjusted each period. Meal equivalents are defined as a lunch, plus a la carte, adult and miscellaneous sales, snacks and breakfast meals divided by the approved FNS conversion rates. All amounts are rounded to the closest 100. 62N Transportation Maintenance Shop Coordinator - NNB Transportation Maintenance Shop Coordinator $102.92 biweekly supplement A supplement of $18.85 biweekly will be paid for each of nine (9) certifications for School Bus Technician as certified by the National Institute for Automotive Service Excellence through the Educational Testing Service as verified by the Supervisor of Transportation Maintenance. In addition, the Board agrees to accept for supplemental pay purposes, any of the Florida Association for Pupil Transportation five (5) year certifications in the following areas; 1) Vehicle Service Technician, 2) Master Repair Technician, 3) Bus Inspector, and 4) Bus Inspector Trainer. Appendix A DISTRICT SCHOOL BOARD OF PASCO COUNTY SERVICE FACTOR NONINSTRUCTIONAL NONBARGAINING PERSONNEL To be eligible to receive the Service Factor, an NNB employee must have earned at least one yearʼs credit of Pasco continuous service at the step just prior to arriving at the top step of his/her salary schedule. The Service Factor is determined by multiplying nine hundredths ($0.09) times the number of years of Pasco District employment times the number of hours worked daily times the length of individual NNB employeeʼs work year to equal an amount. This amount is spread equally over the NNB employeeʼs pay dates. An NNB employee completing 20 years or more of employment with the District School Board of Pasco County will receive an additional fifty-five cents ($0.55) per hour. An NNB employee with 16 years or more of employment with the District School Board of Pasco County and has completed one year at the top step of his/her salary schedule will receive an additional twenty-five cents ($0.25) per hour. Effective with the 2008-2009 school year, NNB employees who were entitled to Service Factor and Longevity payments based upon experience and salary schedule placement will be entitled to a year of service credit but will not be entitled to the incremental increase in Service factor compensation for that year of service credit. Since the 2008-2009 school year no NNB employee will become eligible for Service Factor or Longevity payments. 15

Appendix B EDUCATION SUPPLEMENTAL PAY PLAN FOR NONINSTRUCTIONAL EMPLOYEES* Supplemental pay may be earned in the following ways: I. The District Staff Development Plan. A. Each NI employee may earn up to 96 points each year for education supplemental pay purposes by successfully completing those components designated as job-related by the Director of Staff Development. B. For each 96 points thus earned, a seven-cent ($.07) per hour supplement will be awarded. OR II. Adult Education Courses. A. Each NI employee may earn points each year for education supplemental pay purposes by successfully completing those adult education courses designated as job-related by the appropriate administrator - Director of Food, Nutrition and Distribution Services for food & nutrition workers, Director of Facility and Maintenance for maintenance workers, District Custodial Services Coordinator for custodians, Director of Transportation for bus drivers, etc. B. One (1) point shall be awarded for each adult education course clock hour. C. For each 96 points thus earned, a seven-cent ($.07) per hour supplement will be awarded. OR III. College Credit Courses. A. Each NI employee may earn points each year for education supplemental pay purposes by successfully completing college courses taken at a college accredited by one of the regional accrediting associations or at a college accredited by an association, which is a member of the Council on Post Secondary Accreditation. B. For each six (6)-semester hours of credit earned, a seven-cent ($.07) per hour supplement will be awarded. IV. Combination. A. Staff development points, adult education courses, and college credit courses may be combined as follows: one (1) semester hour of college course credit = 16 points and one (1) adult education course clock hour = one (1) point. B. No duplication will be permitted. V. Supplement Ceiling. A maximum of $1.68 per hour may be earned under this plan. VI. Responsibility to Notify. A. It will be the responsibility of the employee to notify the Human Resources Department of his/her eligibility for education supplemental pay and provide any necessary supporting documentation. B. Beginning July 1, 1982, the addition due to education supplemental pay shall be effective for the pay period following the receipt of the necessary documentation in the Human Resources Department and evaluation and approval by the Director of Human Resources or his/her designee. Beginning July 1, 1989, any increase due to education supplemental pay shall be retroactive to the beginning of the first pay period following completion of the inservice in which an employee reaches or exceeds 96 points. VII. Eligibility A. Occupational Therapy Assistants, Physical Therapy Assistants, and Social Educator (Headstart Program) are eligible to receive Education Supplemental Pay for inservice points earned after January 1, 1997, according to the District Staff Development Plan as specified in paragraphs 1, A & B of this section. B. Prekindergarten Teachers (CDA) are eligible to receive Education Supplemental Pay for inservice points earned after July 1, 1998, according to the District Staff Development Plan as specified in paragraphs 1, A & B of this section. * NI employees in positions, which were paid on an hourly or daily rate as of June 30, 1986, are eligible for education supplemental pay. For positions established after July 1, 1986, the Director of Human Resources shall establish eligibility. Early Head Start-Home Visitor who earn the required CDA while employed by Pasco County School Board will not earn any salary credit for the CDA courses under the Education Supplemental Pay Plan.
