PEC Rate Policy PURPOSE: To set forth policy relating to the development and implementation of electric rates that matches the strategic objectives of the Pedernales Electric Cooperative, Inc. POLICY: 1. Commitment to Rate Design a. It is the policy of the Board of Directors of Pedernales Electric Cooperative to develop electric rates that allow the Cooperative to provide low-cost energy services that are reliable, cost based, considerate of the environment and maintain the Cooperative s financial strength. 2. Basic Fundamentals a. The Cooperative will prepare revenue requirements and cost-of-service studies as required to have information needed to develop rates. b. Rates will be developed and implemented that: i. Allocate cost across rate classes in an equitable manner ii. Minimize subsidies between classes. (Exceptions may occur due to a specific strategic initiative such as providing a low-income rate.) iii. Phase out subsidies within a class iv. Generate margins adequate to meet annual lender requirements and long-term financial objectives as per the Cooperative s equity management plan v. Coordinate local distribution rates with the rates of the Cooperative s power suppliers

PEC Rate Policy (continued) 3. Environmental Commitment a. Develop and implement rates that encourage energy conservation and efficiency b. Promote the use of renewable resources c. Develop effective demand-side management programs 4. Technology a. Invest in technologies that: i. Allow the Cooperative to communicate to members the Cooperative s current cost of energy ii. Implement demand-side management programs iii. Enhance member service and reliability 5. Monitoring Management should be held accountable for implementing rates as approved by the Board of Directors and routinely report to the Board as to the need to adjust rates to account for changes in cost of strategic initiatives.

PEC Rates

Revenue Classes Revenue Classes are used to aggregate users with similar usage patterns PEC s Current Revenue Classes: Residential Small Power: Commercial members with demand less than 75kW Large Power Secondary: Commercial members with demand of 75 10,000kW receiving power at secondary voltage less than 6kV Large Power Primary: High voltage deliveries at 6kV or higher where member has paid for transformation facilities Industrial Power: Commercial/Industrial members with firm demand of 10,000kW or more

PEC December Rate Reduction

Fees Membership Fee $ 50.00 Assessed to establish membership in the Cooperative, which is required for service. Establishment Fee $ 75.00 Assessed for connecting service and/or transferring account information. System Impact Fee $200.00 Assessed for extending service to a new location. Same day service $250.00 Assessed if service is available at a location and a request for same day connection is made on Monday through Friday or on Saturdays or Sundays. Also assessed prior to reconnection in the event any service reconnections after non-payment are performed after normal business hours on Monday through Friday or on Saturdays or Sundays. Advanced Meter Opt Out Meter Exchange $ 75.00 Assessed for any meter exchange at any service location already equipped with an advanced meter. For members participating in the Advanced Metering Opt Out Program. Advanced Meter Opt Out Meter Readings $ 30.00/mo plus $1/mile For non-standard manual meter readings by the Cooperative and for processing of such readings for each service location. For members participating in the Advanced Metering Opt Out Program Meter Tampering $500.00 Assessed when meter tampering occurs, plus estimated energy consumed. Late Payment Fee $ 20.00 Assessed when accounts are not paid by the due date.

Fees (continued) Collection Fee $ 75.00 Assessed if the Cooperative dispatches a service representative to collect a delinquent bill. Reconnect Fee $100.00 Assessed for reconnection after non-payment. Return Check/Denied Check or Credit Card $ 30.00 Assessed if checks bounce or credit/debit cards are denied. Open Records Fee $ 40.00/hour Assessed for staff research efforts for open records requests; does not include charges per page for any pages in excess of 10 pages.

Other Items Under Review Line Extension Policy PEC s line extension policy (used when a line is built to a location without existing electric facilities) calls for a fee of $200 for extending service to a new location. PEC also estimates the total cost of all construction for building lines. There is no charge to the member for the first $2,000, but the member pays any additional amount for the line extension related to clearing land plus engineering and constructing the new line. Deposits PEC requires a $150 refundable deposit for each new residential account and a $300 refundable deposit for each new commercial account. A deposit will accrue interest and is credited to the account after 12 months of satisfactory payment history or when the account is closed. Interconnection Policy Governs interconnected service with PEC. Interconnected service uses net metering, which routes power through a single meter that measures the PEC-delivered electricity a member receives and subtracts the amount of electricity exported by the member s equipment. This saves members the expense of purchasing an additional meter and allows members to receive a credit for any surplus electricity generated by their equipment. Surplus electricity above what an interconnected member consumes during their billing period is credited to the member at PEC s avoided cost, which is the fuel cost, with no capacity component.
