ABOUT IIHMR UNIVERSITY IHMR University has been established by an Act of the Government of Rajasthan by according a University status to the Institute of Health Management Research (IIHMR), an Institute established in 1984. IIHMR University is a unique research and postgraduate education Institution in the areas of management in the public health, hospitals and related sectors such as pharmaceutical management, health systems and policies. IIHMR University is dedicated to the improvement in standards of health through better management of health care and related programs. It seeks to accomplish this through management education, research, training, consultation and institutional networking in a national and global perspective. The main goals of the IIHMR University is to conduct high quality program management and policy research and to build research capacity among the health and management professionals in health care, and to conduct high quality and skill based postgraduate programs in the management of the health sector and related sectors. IIHMR University carries the 30 year legacy of its precursor institution, the IIHMR, in management research, education and training in the health sector. IIHMR was established with a fundamental purpose of creating new knowledge and technologies for better management of health care to enhance effectiveness and efficiency of health systems for improving health of the people ensuring access, availability and affordability of health care. Over the past 30 years, the Institute has significantly contributed in the areas of health management research in the country and in South East Asia Region. It has also established a new paradigm in management capacity development among the healthcare professionals, policy makers and program managers at the national, state and district level in the areas of leadership, strategic management, quality assurance in health care etc. For its phenomenal contribution in research and management capacity development in the health sector, IIHMR has been designated as WHO Collaborating Centre for District Health System based on Primary Healthcare. It has also been designated as Institute of Excellence by the Ministry of Health and Family Welfare, Government of India. The Post-graduate program in Hospital and Health Management is one of the unique programs for preparing health management professionals in India. Since the last 18 years over 1600 Alumni have graduated and now engaged in managing hospitals and healthcare organizations in India in public and private sectors, international organization and NGOs. The Ph.D. PROGRAM IIHMR University has introduced PhD Program in 2014. It is a doctoral program in the health sector with a multidisciplinary focus. The areas of research include public health, health and hospital management, nursing management, pharmaceutical management, population and reproductive health, health economics and finance, urban health, rural health, health nutrition, health communication and behavior change, information technology in the health sector, health systems and related areas. The program is open to postgraduates and health professionals in the field of management, public health and medicine, nursing, ISM, health economics and finance, demography, and allied sciences. OBJECTIVES OF THE PROGRAM The PhD Program broadly aims at building and strengthening research capacity in the management of health care in order to improve the standards of health of people through accessible, affordable and equitable health services. The following are the objectives of the proposed program: 2

Building capacit y in research to strengthen health systems through enhanced efficiency and effectiveness, developing evidence based policies, strategies and interventions in the health sector. 2. Developing high quality human resources for conducting management research in health care in the area of policy, strategy and program management, and evaluation. 3. Developing outstanding academicians and management professionals for higher level management teaching and research in postgraduate institutions, universities, health care industry, and government and consulting organizations. The Program is designed to meet the needs of research competency and skills of postgraduates, researchers, academicians and teachers, health administrators and mid-career health care professionals in private and government health sectors in policy and program management research in the health sector including hospitals, health systems and services, pharmaceutical management. PROGRAM DURATION The minimum program duration is three years including period of registration. Registration in PhD is subject to passing qualifying examination which will be based on the course work in the first year of the program. Program has three important mile stones; namely; course work with 32 credits; writing research proposal and data collection; and thesis writing and submission. The maximum period allowable to complete PhD is five years. The candidate will have to re-register if he/she does not complete PhD in 5 years. ELIGIBILITY CRITERIA Masters Degree or Post Graduate Diploma in Management (PGDM) from a UGC/AICTE recognized institution or university, with at least 55% marks (or equivalent grade) for general category and 50% marks for SC and ST candidates in hospital and health management, general management, medicine, nursing, pharmacy, health informatics, social and behavioral sciences, economics, commerce, science, demography and statistics. Faculty in the teaching institutions, researchers/scientists in research organizations and working professionals with relevant qualifications and experience are encouraged to join the program and will be given preference in selection. IIHMR University encourages working professionals (health administrators, policy makers, medical /nursing and management professionals) to undertake the PhD Program to enhance competence in evidence based research for policy and program development. They will be given adequate weightage in admission. Such candidates should have minimum five years experience of working in the health sector. ADMISSION PROCESS The admission process will include three steps: screening of applications, IIHMR Research Aptitude Test (IRAT) and personal interview. 3
IIHMR Research Aptitude Test (IRAT): The IIHMR University will conduct a qualifying test after screening of applications and short-listing candidates. IRAT will be a written test consisting of multiple choice questions from English language proficiency, reasoning, basic quantitative analysis and research aptitude. Exemption for IRAT: The following categories will be exempted from the written IRAT: o UGC / CSIR qualified JRF & NET in Management or related subjects o Senior health professionals and teaching faculty in government/private sector with experience of 10 years and above Personal Interview Personal interview will be conducted on the same day after IRAT at IIHMR, Jaipur. All categories of candidates will be required to appear in the PI. PROGRAM STRUCTURE The program has been designed on the semester system. There will be 6 semesters spreading over the whole period of three years, with two semesters in each year. Each semester will be equivalent to one term. The PhD program consists of two phases. The first phase of the program involves course work followed by a qualifying examination. The second phase requires scholars to work on their thesis, which involves the preparation of a thesis proposal, development of the thesis, and finally an examination based on the thesis. In addition, the PhD scholar will have to participate in teaching programs, research projects, case writing, and independent studies, workshops and seminars. Course Work Compulsory Courses These courses are aimed at providing basic knowledge and skills that PhD students require for their role as researchers. Students are required to take a set of core courses in Research Methodology, Epidemiology, Demography and Population Sciences, Quantitative Techniques and Health S ystems. In addition, they are required to attend a credited course in Scientific Writing, in order to develop competencies in reading and writing scholarly literature, such as research proposals, dissertations, and research papers. Elective Courses Elective courses are designed to give students an in-depth exposure to contemporary issues in their knowledge-domain of specialization as well as in related areas. PhD students are required to take two such courses out of a set of six. The optional courses include Health Economics and Finance, HRM and Organizational Behavior, Health Communications and Behavior Change, Public Health and Principles of Management. 4
Each student will be required to take course work. If the student has already taken such courses, the course requirement may be waived on case by case basis for individual courses subject to a documentary evidence based credits and transcripts. Waiver may also be granted to practicing professionals who have made a significant contribution in their respective fields in the health sector. The decision of waiver will be taken by the PhD Committee. Qualifying Criteria for Registration Following criteria are required to be fulfilled for registration in the PhD Program. 1. Candidate should have completed the required number of credits 2. Should have passed all the compulsory courses 3. Presented at least one seminar in first year during the compulsory courses 4. Should have completed at least four assignments of guided reading of published reports/ scientific research papers in the domain areas. Thesis Thesis proposal The student's research work starts with the identification of a thesis topic (usually based on guidance / advice from faculty members), and getting a thesis committee constituted for supervision of this research. The thesis committee would consist of a thesis supervisor (guide) and two other members, based on the relevance of their expertise in the thesis topic. The student will work with his / her supervisor to develop a research design, leading to the development of a thesis proposal. He/she will then give an open seminar on the thesis proposal to the IIHMR academic community. In case any modifications are suggested to the proposal, a revised proposal will be presented based on the required modifications. Once the proposal is approved by the academic committee, the student will seek approval of the Institute s Ethics committee. Thereafter students will proceed with the research work. Thesis writing Work on the thesis represents the last phase of the PhD Program. The thesis work of the student, in consultation with the supervisor and the thesis committee, is expected to provide a distinct contribution to know-how in the subject, and should provide evidence of discovery of new facts by the exercise of rigorous research skill. Before submitting the thesis for final examination, the student would give an open pre-submission seminar to the IIHMR academic community for comments and suggestions. After incorporating any suggestions given during the seminar, the student will seek the approval of the thesis from the thesis committee. Thesis examination Upon receiving the approval of the thesis committee, the Chairperson of the PhD committee will appoint a Thesis Examination Committee, consisting of the thesis supervisor and two external examiners from reputed institutions from India or abroad. This Committee will examine the thesis and will invite the candidate to an exhaustive oral examination based on the thesis. Based on the comments of the examiners and the oral examination, the thesis could be accepted as it is, accepted after modifications, or rejected. 5
Submission of thesis may be extended by not more than one year under special circumstances, on a written request by the student duly forwarded by his/her supervisor and recommended by the Dean, Research. Publication requirement The research undertaken by a PhD student is expected to provide sufficient basis for writing papers in refereed academic journals. One of the objectives of the PhD Program is to prepare students for such academic work. Hence the final requirement for qualifying for the title of PhD is to have at least one paper accepted for publication in a peered reviewed international/ national journal with impact factor 2 and above. AWARD OF THE DEGREE The student will complete the following requirements before qualifying for the award of the title of PhD: Successful completion of course-work Successful completion of thesis work Fulfill publication requirement Fulfill research/teaching assistantship requirement Obtain clearance from the concerned department of the IIHMR University. On qualifying for the award of the title, students will receive the title of Doctor of Philosophy at the Annual Convocation of the IIHMR University. POLICY TOWARDS RAGGING The IIHMR University, Institute of Health Management Research strictly follows the Supreme Court guidelines for anti-ragging on the campus. The Institute observes Zero tolerance policy to ragging and expels students found guilty of maltreating freshers. Any student accused of ragging would be given a chance to explain his conduct and, if found guilty, will be straightaway expelled from the institute. Every student and parent/guardian should compulsorily submit a signed affidavit. ALUMNI On the completion of the program, students become part of a network of alumni. FEE STRUCTURE The selected candidates will have to deposit the fees as per the schedule provided by the Institute. Fees can be paid through DD/RTGS/NEFT and should be paid in favour of Institute of Health Management Research payable at Jaipur. Accommodation is available on payment basis as per the norms for students, on the IIHMR campus. If the candidate is not able to complete thesis work by the end of third year he/she will be required to pay fee for the additional semester (s). Financial Assistance On the basis of IIHMR University norms the PhD student will be provided with financial assistance if the PhD student participates in research projects and teaching at the Institute. INFRASTRUCTURE The University campus is spread over an exquisitely landscaped area of 14 acres with a lush green cover, characterized by stark and majestic buildings in brick creating monumental spaces with minimal décor. The serene ambiance has inspired students to strive for excellence. The Institute is well equipped with student friendly infrastructure. The spacious campus located amidst greenery provides for the right learning ambience. DR. D. A. HENDERSON LIBRARY AND DOCUMENTATION CENTER Dr. D.A. Henderson Library and Documentation Centre have a well-balanced collection of books, journals and other materials. It is committed to provide user friendly services and easy access to facilities. The library collection is mainly focused on Health Policy, Health Systems Research, Health Management, Hospital Management, Public Health, Health Economics, Epidemiology, Populations Sciences, Human Resource Management, Management Information Systems, Project Management, Pharmaceutical Management, Rural Management, Computer Science, etc. It has a collection of more than 27,000 volumes including textbooks, reference books, training materials, case studies, manuals, reports and conference proceedings. In addition, it has audio and videocassettes, over 126 national and international journals, newsletters, CD-ROM databases, from India and abroad. Library is subscribing to ProQuest & J-Gate e-journals database. Library has DELNET (Developing Library Network) membership, and Indiastat.com, Popline etc. database. The library s acquisition, cataloguing, circulation and serial control are totally computerized under Libsys Software with WebOPAC. Library also houses Udai Pareek HRD Resource Centre. Library can get accessed online through an e-portal at http://library-k or http://192.168.0.185 INFORMATION TECHNOLOGY LABORATORY The IT Laboratory is well-equipped with state-of-the-art computing resources. The laboratory has adequate infrastructure and services which are available round the clock throughout the year. It is equipped with latest servers, desktop computers, laptops, laser printers, video conferencing facility, and technically competent software and hardware professionals. The computer center has fiber optic based wired and Wi-Fi based wireless local area network interconnecting nodes throughout the campus. All the faculty members and students have been provided with latest multi-media laptops/computers with provision to access LAN, Internet, etc. Besides providing support to the ongoing activities of the Institute like research, teaching, training and consultancy, the centre is actively engaged in software development for managing health programs and hospitals effectively. The Institute has installed SAP-ERP software for better functioning of operations. WI- FI CONNECTION The entire campus of the Institute is connected with a state-of-art Wi-Fi network. Every student and faculty member has a networked personal computer/laptop at his/her disposal. The high speed servers running on a variety of platforms suit all kinds of requirements to support the entire network. LECTURE HALLS All the lecture halls are equipped with required teaching aids and techniques, and are spacious, specifically designed to facilitate participative learning environment. Every lecture hall has a computer connected to the Wi-Fi network that allows faculty to retrieve relevant information from their desktop. This connectivity helps both students and faculty in their research and projects. 8
HOSTEL FACILITY The Institute has hostel facility in the campus for students. The Institute provides spacious, well furnished and air-cooled hostel facilities with all modern amenities and conveniences for the students. SPORTS AND RECREATION FACILITIES A healthy body is an abode for a healthy mind. The Institute therefore conducts various sports and other recreation activities for students. These facilities include swimming pool, gymnasium, tennis court, play grounds, and basket ball court, etc. The student celebrates various functions and cultural events at the Institute. 9
