Observing the Administration of the ICMRP Chum Phae Multilingual Signage Survey at the Municipality School on June 20 th, 2012 Venue: Chum Phae Municipality School Attendees: Ms Srikanlaya Onchoysakul (ICMRP, ); Ms Jinnipa Soison (ICMRP, ) 21 The two ICMRP officers, Ms Jinnipa and Ms Srikanlaya, went to observe the administration of the Chum Phae Multilingual Signage Survey at Chumphae Municipality School 150 students were in the sample taking this survey regarding attitude towards multilingual signs This survey followed a survey of municipality officials two weeks previously Before giving out the survey, Chum Phae municipality officers explained how to do the survey most effectively During the survey, some students paid attention to the information part of the survey before answering the questions After finishing, the municipality officers collected them and took them back to the office to analyze later After the survey, we went to look at the public information vinyl sign that the ICMRP Chum Phae team had produced and posted at the entrance of Chum Phae Bus Station to promote the survey Account of Visiting Muangphon on 25 nd June 2012 Venue: Muang Phon Municipality Office Attendees: Mr John Draper (ICMRP, ); Ms Srikanlaya Onchoysakul (ICMRP, ); Ms Jinnipa Soison (ICMRP, ); Mr Sutheera Boonnok (ICMRP, MP, Coordinator); Mr Noppadol Niemsa (ICMRP, MP, Coordinator); Ms Sumruam Prasert (ICMRP, MP, Accounts) We arrived at Muangphon Municipality Office at 300 pm to a warm welcome from the ICMRP Muang Phon Municipality Working Team According to the discussion the Team, Muang Phon has not made so much progress so muchsince the local election will be taking place in early July, it is difficult to progress any actions involving payment However, the team is now collecting data regarding the tentatively selected performances agreed on inthe previous The ICMRP officers also discussed the Visibility Plan the Team, and it was agreed to introduce a Visibility Action Protocol Moreover, the financial system for the ICMRP that had been set up was checked by the ICMRP Accountant (Ms Jinnipa)
Account of Visit to Khon Kaen Municipality on 26 th June 2012 Venue: Nontan Municipality School (Temporary Office of the Department of Education of Khon Kaen Municipality) 22 Attendees: Mr John Draper (ICMRP, ); Ms Srikanlaya Onchoysakul (ICMRP, ); Ms Jinnipa Surname (ICMRP, ); Four members of the ICMRP Khon Kaen Working Team We went to Nontan Municipality School, where the temporary office of the Department of Education of Khon Kaen Municipality is located We, together the ICMRP Khon Kaen Working Team, firstly discussed the budget for the previous s, amending an entry from Transportation and adding an entry for weekend allowance We also discussed a tentative amendment to the Action Plan focusing on the core activities of the experts from the Faculties of Humanities and Social Sciences and Education Then we talked about the Visibility Plan and a Visibility Action Protocol ICMRP Khon Kaen informed ICMRP that they had made an arrangement a radio host from 103 FM KKU radio who would interview Mr John Draper regarding the ICMRP on Saturday 30 th June 2012 ICMRP Gives a Radio Interview Venue: KKU Radio Station 103FM Attendees: John Draper (ICMRP Project Officer); Ms Lek Sooksiri (ICMRP Interpreter) On Saturday 30 June Mr Draper, together Ms Lek, was interviewed by the Bookworm radio show from 1-2 pm John talked about the growing importance of Isan culture, language and literacy both nationally and internationally, as evidenced in the Third International Conference on Lao Studies, held in KK in 2011 John was also interviewed about the importance of the Laotian/Isan epic Sinsai, which will form the core of a curriculum to teach Isan children oral and written literacy in schools, based in Khon Kaen Municipality John commented that one of his favorite songs was Mr Hin Som by Overdance (http://wwwyoutubecom/watch?v=lym07-dvipw), which demonstrates the opening up of Lao PDR-based culture Also important was the fact that Sinsai would be performed again at the Office of Culture on July 6th at 4pm, a seminar preceding it from 2-4pm
Observing ICMRP Multilingual Signage Survey at Nong Ta Gai 1 Community 23 (ช มชนหนองตะไก 1) on 3 rd July 2012 Attendees: Mr John Draper, Program Officer (ICMRP, ); Ms Srikanlaya Onchoysakul, Program Assistant (ICMRP, ); Ms Jinnipa Soison, Program Accountant (ICMRP, ); Ms Paweena Prasertsri, Program Coordinator (ICMRP, Chum Phae) On the morning of Tuesday 3 rd July the ICMRP team together a member of the ICMRP Chum Phae team conducted a random spot check on the ICMRP Chum Phae Multilingual Signage Survey, currently a purposive selection by level of education of 1,250 citizens at the village-level stage being managed by the heads of thirty-five villages in the municipality Common problems administering large surveys in developing countries were observed, namely variable literacy rates, problems eyesight, the need to translate the survey into the mother tongue and possible data contamination due to the presence of relatives or neighbors; however, the usage of the consent form seemed relatively well understood The quality of the administration of the survey seemed consistent the administration of other surveys in the same province Observation of ICMRP Khon Kaen Survey on 4 th July 2012 Venue: Nontan Municipality School (Temporary office of ICMRP Khon Kaen Working Team) Attendees: Mr John Draper, Program Officer (ICMRP, ); Ms Srikanlaya Onchoysakul, Program Assistant (ICMRP, ); Ms Jinnipa Soison, Program Accountant (ICMRP, ); 2 Members of ICMRP Khon Kaen Working Team On the afternoon of Wednesday 4 th July the ICMRP team together the ICMRP Khon Kaen team met to discuss revisions to the KK Action Plan to include detailed dates for future s, a detailed specification for expert help on designing a curriculum and materials, and an increase in budget to provide for this The ICMRP team also conducted a random spot check on about a dozen teachers taking the ICMRP KK Isan Subject Survey, currently a purposive selection of at least 1,000 citizens, including teachers, students, municipal officials and members of the public The administration of the survey seemed satisfactory, the teachers rapidly completing the survey

25 Minutes of 3 rd ICMRP Bimonthly Management ing Venue: Date: 30 July 2012 Attendees: See attachment Agenda: 1 Opening speech by Assoc Prof Dr Peerasit Kamnuansilpa 2 Introduction of a new ICMRP assistant and resignation of the previous one 3 Action Plan 31 Achieved Actions to date 32 Forward Actions 4 Notification of budget spent to date 5 Visibility Plan 6 Miscellaneous 1 Opening Speech by Assoc Prof Dr Peerasit Kamnuansilpa Assoc Prof Dr Peerasit gave an opening speech indicating the objective of the, that it was for summarizing and analyzing the activities achieved and any possible measures needed in order to achieve the program s target 2 Introduction of a New ICMRP Assistant The new ICMRP Assistant, Ms Sirisook Sriputtha, who has a background in information technology and experience regarding making websites, was introduced to the Management Committee The previous one, Ms Srikanlaya Onchoysakul, will leave after 31 st July 2012 3 Action Plan 11 Achieved Actions to Date A report on the Action plan achieved was delivered by a representative of each partner except ICMRP Khon Kaen, which had an urgent at their office; therefore, they could not take part in the 3 rd ICMRP bimonthly However, ICMRP Khon Kaen had previously changed its action plan regarding the s (see Action Plan version 33 in Annex I), including by providing specific dates for actions for the rest of the year Most actions in the Action Plan for May - July had been achieved except for the following: Muang Phon Hold workshop to design methods for data collection of working team The delay was reported as being due to the local election, which has just completed The workshop will be held as soon as possible after the result of the election is announced on August 8 th, 2012 In the meanwhile, ICMRP Muang Phon is now collecting data concerning the tentatively chosen performances College of Local Administration, Khon Kaen University Design project website The tender process has almost finished The negotiation and agreement of the contract has been verbally discussed The written contract will be signed on July 31 st, 2012 12 Forward Action Plan The Forward Action Plan was presented by each partner to obtain more contribution to the program Moreover, Dr Peerasit suggested that all partners should implement more public relation actiosn such as by giving information to the local people, gradually helping them to realize how important their culture is, generating motivation, and encouraging the practice of cultural traditions
26 4 Notification of Budget Spent to Date Notification of ICMRP budget spent to date was presented by the ICMRP accountant (see Annex V) Currently, only approximately 9% of the budget has been used Dr Peerasit urged partners to be attentive to the issue of timeliness in terms of budget expenditure Thus, all partners were encouraged to produce a plan for their future expenditure to be beneficial for budget control This, however, did not necessarily indicate that the program was making unsatisfactory progress since most of the expenditure is in the 3 rd and 4 th quarters for Year 1 of the program 5 Visibility Plan The Visibility Plan Protocol, which had already been introduced to Ban Phai, Muang Phon, Chum Phae, and Khon Kaen, was again notified to the partners as part of the report (Annex VI) 6 Miscellaneous During the discussion about Ban Phai s action, Dr Peerasit raised the issue of whether a pakoma was a suitable description for the Isan kilt traditionally worn by males He questioned originated Isan people or not, and whether the pakoma could be named something else Then Ban Phai s representatives asked what a pakoma should be called It was, later on, discussed that we should wait until we get the results of the survey whether the local people would like to put an important emphasis on a pakoma or on other kinds of clothing It was resolved that we will definitely not say that the pakoma originated in Isan Instead, it can be said that Isan people would like to maintain and revitalize either the wearing of it or the promotion of pakoma-style designs, should the results of the Ban Phai Attitude Survey indicate so The was then adjourned
