Swiss legislation: Wood packaging materials used for transport (including dunnage) If you use wood packaging materials 1 as well as dunnage 2 to export products to Switzerland, you must comply with the applicable plant health (phytosanitary) requirements set for these materials. Switzerland has laid down requirements similar to EU Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community. The Directive specifies protective measures concerning the introduction of organisms harmful to plants and plant products, and their spread within the EU. Organisms harmful to plants and plant products Examples of organisms that are considered harmful to plants and plant protection products are: certain insects, mites and nematodes, bacteria, fungi, viruses and virus-like organisms. More information on the European requirements concerning wood packaging materials, refer to the related CBI document. Swiss legislation Switzerland is not a member of the EU, but a member of the European Free Trade Association (EFTA). To facilitate free trade with the EU, Swiss legislation is adapted to EU law in several areas. This is also the case when it comes to the requirements regarding wood packaging materials. The Swiss legislation is in line with the EU Directive and thus sets the same requirements. Switzerland has laid down the requirements in the Ordinance on Plant protection SR 916.20 of 27 October 2010 (original title: Ordonnance sur la protection des végétaux (OPV)). Swiss phytosanitary import requirements are intended to prevent the introduction of dangerous pests. Plant protection regulations also exist for wood packaging. The international ISPM 15 3 standard is applicable to wood packaging originating from non-eu countries. Wood packaging must also contain a marking, which shall include the following information: a. IPPC logo. b. Approval number of establishment (with ISO country code). c. Heat treatment features. Switzerland The Swiss Confederation, consisting of 26 cantons, is not a member of the European Union but has special relations with the EU that are framed by a series of bilateral treaties. Being a member of the European Free Trade Association (EFTA), the Swiss Confederation has adopted various provisions of EU law in order to participate in the EU's single market. For more information on the Swiss legislation regarding wood packaging, contact the Federal Office for the Environment (FOEN) and the Federal Office of Agriculture (FOAG). Related documents Please find below an overview of other legislative and non-legislative requirements that are of relevance. Some of the requirements are briefly highlighted in this document. More details however, can be found in the CBI database under the following document titles: 1 Wood or wood products (excluding paper and paper products) used in supporting, protecting or carrying a commodity (e.g. in the form of packing cases, boxes, creates, drums and similar packing, pallets, box pallets and other load boards, pallet collars). 2 Wood used to wedge or support non-wood commodities but which does not remain associated with the commodity (e.g. loose material used to fill spaces in a trailer to prevent items from shifting during shipment). 3 ISPM 15 (International Standard for Phytosanitary Measures No. 15 on Guidelines for regulating wood packaging material in international trade). This standard is established by the International Plant Protection Convention (IPPC). More information can be found here.
