In 1994, frustrated with available software for affordable housing, Eastpoint Properties owner, Stuart Steele, hired two programmers to build a better application to manage 45 mixed subsidy properties. Application Overview Getting Around In Bostonpost Property Manager All functions of Bostonpost Property Manager are accessed with a single easy-to-use Windows program that any person familiar with Windows can learn in a few hours. The features of the software are accessed using standard Windows formats and techniques such as drop-down menus, tool bars, right-clicking, and double-clicking to drill-down to details. Menus Drop-down menus provide an intuitive road map to all application windows. The menu items users access and what information is available are controlled by security settings. Where users can go with the menus is determined by security settings. Toolbars Besides drop-down menus that present all application windows, the icons in the tool bar provide one-click access to the functions used most often. Navigation Aids Navigation Bar The Navigation bar provides fast access to a list of all properties and units in the portfolio and switches between four main views of information, the Household view, Unit view, Community view and Accounting view. Drill Down Where useful, application windows allow users to drill down to lower level detail information by double-clicking on displayed information. For example, in a window where properties and units are shown, the user can double-click on a unit to see details about the tenant occupying that unit. Online Help Bostonpost Property Manager provides an extensive online library of tutorials and help topics that describe how to use each application feature and window. Using video and audio media as well as searchable text, the Bostonpost help system maximizes users comprehension and retention of new information and instruction. Web-based Software for Affordable Housing Application Overview Household Information Bostonpost Property Manager starts storing contact information about people when an application is requested. As the application and certification process progresses, additional information is added to the household. A permanent history about current and prior household members allows a rental agent to look up a new applicant to find out if there has been any contact with that person in the past as a tenant or an applicant on another property waitlist. The household view shows the status of household members and all related information along with a list of Tasks that may be completed. The view of a household changes to show only information and tasks that apply to that household. For example, the view of an existing tenant will not show the move-in task and the view of an inactive household will not show the move-in task until a new application has been processed. Easy-to-use Task Wizards help users complete routine multi-step processes correctly. Task Wizard is pictured to the right. Web-based Software for Affordable Housing Application Overview Online Notes Bostonpost Property Manager stores unlimited online notes to help keep the tenant record up to date and help keep everyone informed about what is happening. View of online notes Reminders Bostonpost Property Manager includes a fully-automated Reminders system that is used in place of hand-written notes and sticky notes. A Reminder can be sent to one person (.e.g. to yourself) or to many people. It can require action by the recipient or can be merely informative. A Reminder can be a one-time notice or it can recur at pre-set intervals. Use reminders to: Notify an assigned rental agent automatically of pending move-ins and turnovers Create one-time or recurring reminder notices for yourself and others Generate email notices or require specific actions when completed Schedule the reminder to be re-delivered after a selected period of time has elapsed. Web-based Software for Affordable Housing Compliance Smart Waitlist Processing With multiple subsidy programs and mixed subsidy properties and buildings, it is increasingly difficult for rental agents to know what applicants on the waitlist are eligible to move into a given unit. The Bostonpost Property Manager smart waitlist feature ensures that only eligible applicants will be selected for a move-in or transfer. To simplify selection from the waitlist and ensure compliance with your subsidy programs, Bostonpost Property Manager has a smart waitlist process that uses our built-in Compliance Manager. A rental agent simply selects a unit that is or will be available and the built-in compliance engine screens the waitlist using subsidy rules for that unit and automatically selects only eligible waitlist applicants for the unit selected. Compliance Unit Turnovers Bostonpost Property Manager automatically flags unit turnovers so rental agents and maintenance staff can take action to minimize or avoid vacancy days. When a tenant confirms a move-out date, his/her unit and scheduled move-out date is automatically included in the Unit Turnover view so the maintenance team knows they need to schedule a unit inspection, determine what turnover work is required, and provide a move-in or ready date to the rental agents. Rental agents can see when units will be vacant and what units have no pending tenant assigned so they can get started on pre-certifying tenants to fill upcoming vacancies. Web-based Software for Affordable Housing Compliance Electronic Submission of Certification Data Tenant certifications and HAP Vouchers are prepared and transmitted to HUD (TRACS) or RHS (MINC) by Bostonpost Property Manager. Data submitted can be viewed with an online browser. All information is validated before transmittal to minimize submission errors. Statistical accounts enable computations in financial reports such as average rent per square foot. You can print out any historical ledger or journal as of any prior period at any time so you do not have to print out all of your audit trail reports at month-end or year-end. The creation of comprehensive financial statements has never been so easy. Users design their own financial statements through an OLE link to Microsoft Excel. The number of financial statements that can be designed and produced is unlimited. The financial statement generator allows comparisons to previous years and quarters with graphs, bar charts, and pie charts. The financial statement generator accommodates different account masks for different companies that consolidate into a single financial statement. Account masks can be defined with up to 15 segments. Month-end and year-end closing processes are not necessary. Posting to retained earnings for future years occurs automatically on a transaction by transaction basis. However, periods can be soft closed to prevent any further postings. Reports can be customized and saved to your specifications and then displayed in a number of ways including HTML, PDF and Excell or CSV. Choose Process Offline if you want the system to process your reports in the background and then make them available. This is particularly useful for large reports that take a long time to process. 37

Integrated Accounting GL Template Transaction Feature The template transaction feature makes it easy for non-accounting users to post transactions to the GL. More importantly, the end user of the template needs no knowledge of the intricacies of account numbers, departments or locations. Implementing transaction templates involves two types of activities. First, accounting personnel create the transaction template and give the appropriate users permission to use them. In so doing, the template design always includes a pre-assigned account number. Pictured to the right is an example of a template being set up for monthly depreciation of Oak Manor. Secondly, anyone that works with the properties can now enter in the monthly depreciation by using the template pictured below the operators does not need any knowledge of accounting. All they need to do is enter the depreciation amounts for the land, building and building improvements in the spaced provided. When saved, the system posts the amounts to the GL in the correct accounts, department and location. 38

Web-based Software for Affordable Housing Integrated Accounting Accounts Payable The Accounts Payable module provides a comprehensive solution for managing the full AP cycle including an optional payment approval cycle you can customize to the way your company does business. Levels of authorization for approvers can be configured to match your existing process. For example, checks less than $500 may not need approval, but ones over $5,000 may need additional approval by staff authorized for that amount. You may require two check signatures that can be signed or digital, where the second is required at a preset amount. In addition, if check approvers upload their signatures the system will apply these signatures to those checks that they approve. You may also attach digital files or supporting documents to transactions, providing permanent and secure access to underlying documentation. The system supports numerous payment types and methods. Payment types include full or partial payments against vendor bills, recurring and future payments, advances and quick checks. Payment methods include manual checks, printed checks, online check delivery, cash, credit cards and funds transfer. Overpayments and other amounts that vendors owe you can be applied to the next bill you pay. Accounting controls are assured with user permission controls that define segregation of duties. For example, the tasks of entering vendor bills, requesting payments, approving payments and printing checks can be separated on a per user basis to ensure accountability and security. In addition, bills may not be deleted or edited once they are paid. To aid in cash management, the application generates a wide variety of easily customizable aging and payables reports and graphs. Reports include the vendor list, AP ledger, vendor aging, bills register, and 1099 forms and reports, and provide you with convenient drill down to vendor and bill detail. Check Register Searching for the status of a check is very easy with the Check Register. Reports show the reconciliation status of each check. Reports may be grouped by the banks on which the checks were drawn, the vendors who were paid or the date on which the checks were written. You may filter the report by checking account, employee, and check number. You may add a second line of detail that also includes line-item detail. 39

In addition to being user friendly the program is built to facilitate automation of repetitive tasks. Pictured above is a screen capture of entering multiple bills to A1 Plumbing and Drain. All entry screens allow the user to easily tab from entry area to the next to avoid using the mouse to enter information. Drop down menus are available throughout the program to access information. All you need to do is click and scroll or use the keyboard to enter the first number or letter to quickly select the entry you need. If vendor information is already in the system this information will automatically populate the appropriate fields as needed. For instance if the program is configured to populate from last bill 40 information from a previous bill for the vendor will fill the entry fields when a bill is entered, the information can then be edited as needed. You can choose to use a number of features to enhance your work flow; auto-batching, enforcement of credit limits, the ability to be warned if duplicate bill numbers are entered are available for use. Any notes that are added for reference stay with the history of the entry and can easily be viewed at the various stages of accounting. When you first create a record, the Pay To/Return To Contacts are automatically populated from the corresponding information entered in Vendor Information. If you return to this screen to edit a transaction and the information for that contact has changed in the intervening time since you originally selected it the system displays a get latest information checkbox. At this point you can choose to use the new contact information or the old depending on what task you need to complete.

Numerous controls are available to fine tune a subset of your bills that you want to process. You may also make format choices so the system presents the list to you as you wish. Filter and Sort by vendor, bill payment priority, due date, recommended payment date and the discount available as of date. Print checks directly from Bostonpost Financials to laser check paper. You can customize the checks to print the check panel, vendor and remittance panel and your company s remittance panel to your specifications. Before checks are printed to paper the system will launch Adobe Acrobat and display the image of the first check so you can visually verify the check on your computer monitor before you print it. Use the Select to pay screen, pictured to the right to determine the total amount you wish to pay to a vendor, or on a specific bill from that vendor, or to record payments made outside the system which would include credit cards, and funds transfers. You can also see any discounts that are available, calculate discounts based on different payment dates, apply credit (or debit) memos, and choose the dates of payments. You can also pay multiple bills with one check if they are going to one vendor, or you can choose to make split payments. If your company has enabled an approval process, the items are submitted for approval. After the approval process is complete, checks may be printed. Above is the Select to pay window. Integrated Accounting Cash Management Cash Management is integrated with General Ledger, Accounts Payable, and Accounts Receivable and allows convenient management of all cash accounts with features to receive payments, make deposits, print checks, record manual checks, record funds transfers and card charges, pay off charges, and reconcile your cash accounts. The application smoothly handles the transfer of funds from one cash account to another. You can examine the cash balance report to verify the balances of your accounts to determine if you need to make a transfer or if there are sufficient funds that can be transferred. Reconciliation facilities are provided for all checking, savings, and charge card accounts. Simply enter open items, enter the statement ending balance and bank charges, and then select all the items that have cleared. Reports include bank, check, deposits, and charge card registers along with a cash balances report. The registers allow you to drill down to the details quickly and conveniently. Cash Management features allows you to: Receive payments, make deposits, print checks, record manual checks, and record funds transfers Receive payments such as counter receipts without entering invoices in AR Accumulate receipts in an un-deposited funds account for later deposit, or record deposited funds Use Bostonpost Financials to reconcile all checking, savings, and charge card accounts. In the application sort the columns of reconciliation by transaction list, date, document number, payee, amount, or any combination of these fields. On the opposite page is bank reconciliation. To reconcile an account select the clear checkboxes for all items on the statement. The reconciled balance and difference update to show the current financial status. If items are missing in the current cash management screen quickly adjust balance differences by using the quick transactions buttons. This allows you to create additional transactions during the reconcile process to balance the account. Easily add items like interest and charges, journal entries, quick checks, apply payments make deposits or transfer funds. For instance this feature is very useful if someone has written a manual check that was not recorded in the system. To update the account select the create-manual-check button, and enter the details. Or use the quick transactions buttons to quickly add interest or finance charges that you were not aware of earlier. Break up a lengthy reconciliation sessions by selecting the save button. When you return to the program the selections you made earlier will remain. When the reconcile process is complete access the reconciliation history to view reports from prior reconciliations. View all cleared and outstanding transactions and the dates they were entered. If there are existing compliance or HAP issues, Bostonpost can be contracted to resolve the issues and, where applicable, recover unpaid subsidy amounts. This service includes research, coordination with HUD or the Contract Administrator, and any necessary programming services. Whether outstanding HAP issues are resolved by Bostonpost or the Customer, the conversion cannot be completed until all compliance and HAP issues are resolved. Online Per unit $1.50 All stages of HAP voucher processing can be outsourced to Bostonpost.
