Orange County Sheriff s Office Annual Report 2011 LAW ENFORCEMENT DIVISION & CIVIL OFFICE Mission Statement Our Mission is to provide law enforcement services and to effectively maintain overall general welfare and security of the citizens of Orange County by processing and executing all legal documents both Civil and Criminal in nature; providing security to several County agencies; responding to calls for police services, investigating criminal complaints, investigating complaints of improper and/or illegal activities involving the staff of the Orange County Sheriff's Office; maintain control of all individuals in our custody by transporting them in a safe and orderly manner; patrolling and protecting all County property, maintaining and operating specialized police units, and providing, upon request, police services to Local, State and Federal Police Agencies. Major Services Provided Provide augmentation of local police strength by transporting arrestees after arraignment by local courts, Post arraignment transport of inmates to local courts, Movement and detention of prisoners in the county court system, County and local criminal court warrant investigations, Pistol permit applicant background investigations, Civil evictions and process, County building security, Operation of K-9 Unit for narcotics and explosive device threat response and assessment, Administrative oversight of the Sheriff s Narcotics Unit that has consolidated with New York State Police Community Narcotics Enforcement Team (CNET), Operation of the Marine Division which patrols the Orange County shoreline and the Hudson River, Operation of the Bike Unit which patrols the Heritage Trail, 1
Operation of the Special Operations Group (Formerly the Emergency Services Unit) which responds to various incidents and augments local police, Patrol coverage and response to complaints within the Orange County Parks system, Internal Investigations, Provide coverage for Department of Social Services Adult Protective Services, Operate a Special Response Unit which provides ATV support to investigations throughout Orange County. Population Served All persons living, working, doing business and traveling through Orange County. Average Jail population 600-650 inmates. Personnel The Sheriff s Office currently has 103 legislatively approved positions for Deputy Sheriff. The breakdown for these positions is as follows: 82 Deputies 11 Sergeants 9 Command Staff personnel. SOURCES OF REVENUE: Civil Process During 2011, the Civil Division processed income executions, property executions, summonses, subpoenas, commitment orders, and evictions which were executed by the Road Division. This service of process generated $ 728,287.38 in revenue to the County. Total monies processed through the Civil Office in 2011 were $ 8,403,555.07 MAJOR ACCOMPLISHMENTS& GOALS ACHIEVED IN 2011: Facilitated and coordinated the Precious Metals Law so that it is valid and enforceable, Provided free training through HIDTA to many police agencies in Orange County and the surrounding areas, Completed construction of the old communications room and used the new training room to train our Civil Office staff for the Civil Office Software upgrade, 2
Sheriff s Office Investigators worked with the Medicaid Inspector General's Office and charged two individuals with defrauding Medicaid of close to $230,000. Hosted a Homeland Security Summer Conference for Orange and Sullivan county public service officials. Hosted two Fraud Seminars for local and state law enforcement officers. Assisted the FBI, as part of their Hudson Valley Safe Streets program, with three warrant sweep operations. The corrections division took in more than 5.5 million dollars in border revenue.
