1 Angelina County Sheriff s Department Accomplishments & Statistics (2014) The Angelina County Sheriff s Department/Jail Division has made great strides in achieving many of the goals and benchmarks set by Sheriff Greg Sanches to be accomplished in the second year of his administration. Some of these accomplishments are noted below. The Administration strongly supported and attained another pay increase for all Angelina County Sheriff s Department and Jail Division employees. The Angelina County Sheriff s Department (ACSD) has maintained an excellent working relationship with local, county, state, & federal law enforcement agencies. This professional camaraderie allows for the sharing of information and law enforcement resources which benefits the citizens of Angelina County. Due to its large success the interactive law enforcement app was continued in 2014 and on into 2015 with the financial assistance of Mercer Nissan. The app has proven to be an asset to the public and a very good tool for law enforcement. The app delivers a host of valuable information as well as providing instant notifications to the public and law enforcement officers. The ACSD conducted regular sex offender compliance checks on all registered sex offenders that reside in the rural areas of the county. This includes unannounced home visits to verify their residence address along with other required information. o 6 Sex Offenders were filed on for non-compliance (3 locally and 3 out of county) The ACSD successfully implemented full-time law enforcement security at the Angelina County Courthouse, whereby people entering the courthouse were screened by use of a walk-through magnetometer and/or hand-held magnetometer. The deputies also conducted routine security patrols within the courthouse complex and on the surrounding grounds. ACSD assumed full responsibilities for dispatching the local volunteer fire departments within Angelina County. This task was accomplished without increasing the employee staffing levels in Communications; rather the additional duties were absorbed into their already demanding daily responsibilities. The ACSD firearms range was very busy throughout last year. Patrol and CID officers were required to complete a 24 hour Patrol Rifle Class. All ACSD officers are now required by agency policy to qualify with their assigned firearm every six months. An armorer s inspection was conducted on all assigned weapons. Also, numerous other firearms training classes were held for officers at the ACSD Range i.e. Intermediate Handgun, Patrol Rifle, Tactical Shotgun, and Low Light Qualifications. The 2014 ACSD Citizen Police Academy coordinated by Deputy Donald Carroll was a great success. There were eleven local citizens who attended and completed the academy which began on March 27th and ended May 22, The curriculum highpoints for the academy (1)
2 consisted of topics such as officer safety, gathering information at the initial call for service, types of calls officers respond to; the history of 911 and the role of the Communications Division; Texas Penal Code, Code of Criminal Procedures, Use of Force, Case Laws; CID, SWAT, and Patrol Division functions and duties; prosecution s role in the Criminal Justice System; Firearms Training which included the safe handling of weapons and completing a firearms qualification. A 1,000 square foot climate controlled records room was constructed to consolidate and properly manage/preserve the agency s records and criminal case files. An Efficiency Study was conducted to learn the current industry standard and daily operational procedures being employed by medium sized Criminal Investigation Divisions around East Texas. The purpose of the study is to raise the ACSD CID standards and provide a higher quality of law enforcement services in Angelina County. The ACSD actively participated in local, state, and federal law enforcement grants which provided for equipment and overtime for law enforcement officers. The following grants were awarded this year: o Domestic Cannabis Eradication/Suppression Program (DEA) Federal Grant Provided a flatbed trail for the two Polaris Rangers purchased in 2013 Provided two GPS units, utility clothing, protective gear and tools for all CID personnel and SWAT o T.L.L. Temple Foundation Grant/BPV Federal Criminal Justice Grant Provided new bullet proof vests for Angelina County deputies, reserve deputies, courtroom bailiffs, and constables o DETCOG State Grant Provided funds for law enforcement training o US Corps of Engineers (Contract) Provided officer overtime pay and reimbursement of county vehicle usage for increased law enforcement services at Sam Rayburn Lake With the approval of Commissioners Court a new full-time ACSD Mental Health Deputy position was created to work with the Burke Center s Mobile Crisis Outreach Team. The new position is being fully funded by the Burke Center Sheriff s Department Statistics 25,423 calls for services were received by ACSD Communications in Year ,155 calls were for ACSD (See below table for the type of calls received) 21,009 incoming 911 calls were received by ACSD Communications in Year 2014 In June 2014, ACSD became the primary entity for receiving 911 calls that originate in the county. The 911 calls originating inside the city limits of Lufkin and Diboll did not change and will continue to be answered by Lufkin Police Department. The annual call volume increased by 15,453 calls from the previous year (2013) (2)

This number does not include 911 calls Stolen property recovered 182 items recovered with 38 being returned to the owner with a total value of over $250,000 (3)
4 Some items included: (7) ATV s valued at $56,800, (11) Firearms valued at over $6,000, (12) Motor vehicles valued at $100,000, (1) Portable building valued at $6,000, (6) Trailers valued at $22,700, along with numerous power tools, jewelry and electronics 1,422 Traffic stops were made by ACSD Patrol Deputies Environmental Illegal Dumping 105 calls were received 2 inmate work crews were operated for environmental purposes Inmate work crews worked over 8,696 hours Inmate crews picked up 2,522 bags of trash weighing approx. 43,951 lbs. Trustees cleaned up 97 dumpsites consisting of larger items such as furniture, tires, and metal. Estimated weight of 6,125 lbs. 20 locations throughout the county were mowed by inmates from February through November. Litter was removed from 111 roads within the county 17 Arrest/Citations were filed Warrants 4,007 Warrants were received 1,983 Warrants were served Civil Process 1,927 Papers issued 1,533 Papers served Animal Control 1,464 Animal/Livestock calls were received 57 Livestock were impounded in (2014) of which 47 were returned to their owner with restitution collected. In (2013), 63 Livestock were impounded County Stockman operational and salary cost for picking up and boarding animals was reduced from $16,168 in (2013) to $11,615 in (2014) Angelina County Jail Division Accomplishments A contract with Southern Health Partners was established. This contract expanded our medical coverage from 2 hours a week to 16 hours a day. This change has benefited, and will continue to benefit, the county by reducing liability as well as by providing cost effective healthcare to the inmates housed at the jail Jail Commission Audit was a success. The inspector, Fred St. Amant, had great things to say about the advancement of the procedures at the jail. He also commented on the new Disciplinary and Grievance procedures implemented within the jail in He suggested that the policy could be used as a model policy for other jails to emulate. We have established and are currently operating video arraignment at the jail. This procedure reduces security issues that arise when transporting inmates to the courtroom. The Food Service Department completed their annual Health Inspection with zero demerits. During the year of 2014 there have been several supervisory promotions. (4)
5 A new procedure for commissary, Touch Pay, was established using kiosk machines to allow family and friends of inmates to deposit money into their accounts. The first garden at the Angelina County Jail was established. The garden produced several items that were beneficial in boosting the morale throughout the jail due to the inmates having the opportunity to help process the produce and also partake in the finished product. The garden produced a total 15,541 pounds of raw produce. A third inmate work crew was established to work the garden, wash county vehicles, pickup trash on the ACSD grounds, and conduct other duties inside the detention facility. In the year 2014 over $10,000 in offender transport costs was recouped from TDCJ-ID Jail Statistics Booked in 5,523 inmates; an average of 15 inmates per day Released 5,540 inmates; an average of 15 inmates per day Averaged Daily Jail Population for 2014 was 234 inmates Average Daily Male population was 200 inmates Average Daily Female population was 34 inmates (5)
