The draft of the minutes here following is agreed upon and approved by members of the Committee by E-mail messages. At the beginning of the meeting, Prof. Jorge A. Salerno-Uriarte was nominated as President (Chairperson) and Prof. Raffaele De Caterina as Secretary. Pursuant to art. 5, paragraph 2 of the Legislative Decree no. 1172/1948, each member of the Committee declared that he has no kinship or affinity up to the fourth grade with any of the other members, and that there are no reasons for abstention in relation to art. 51 of the Italian civil procedure code (c.p.c.). The Committee then reviewed the call (published on the School website), and unanimously agreed that the Committee's work could be undertaken via teleconference only for the current meeting, and acknowledged that the work should ideally be completed by January 22, 2014 (four months from the date of the nomination decree, dated 22 September 2014). Since it appeared however difficult to find a suitable date for all Committee members for the second, face-to-face meeting, because of the multiple professional commitments already accepted by the members, the Committee decided since the beginning to ask the School s Rector to postpone the deadline by two additional months. The Committee ascertained that the Personnel Office of the School communicated that a total of four (4) applications had been received. Based on the rules for the call for professors, the Committee agreed that its members should assess the scientific publications, curriculum vitae et studiorum (CV), as well as the didactic activities of the applicants on the basis of criteria established during the course of the present meeting, making reference to the criteria for the academic and scientific profiles required for access to the teaching faculty of the School, as established by the Recruitment Committee and outlined in art. 1 of the call, and with respect to the following general criteria: The scientific profile of the candidate with reference to the best national and international standards, and in particular with reference to the scientific production Organization, management and coordination of research groups, and participation in national and international research projects Scientific collaboration with other universities, as well as with public and private organizations both in Italy and abroad Previous didactic activity including teaching in and coordinating training programs of high quality research at universities and colleges, with particular attention to experience abroad or in international contexts Relevant clinical activity The design and management of new training products, and results achieved Ownership of patents. The criteria established by the Committee will be published on the School's website. Following this assessment, the Committee acknowledged the possibility of inviting those candidates meeting the criteria for the call to hold a seminar open to all the teaching and research staff of the School. The evaluation of this seminar would contribute to the overall assessment carried out by the Committee. The Committee however declared that this procedure will be performed only in the extreme circumstance that no clear graduation of the candidates can be achieved on the basis of the above-prespecified criteria. 2
The Committee declared that, once the assessments have been completed, it will identifiy the most qualified candidate to fill the post through a resolution passed by the majority of members, and also declared that, In the event of an equal number of votes, the President should cast the deciding vote. The Committee then established the criteria that it will adopt for the evaluation of scientific publications, the CV, and the teaching experience of the applicants. The Committee will evaluate the 20 publications submitted by the applicants, as indicated by the call, and will comparatively evaluate them using the following criteria: (a) Number of citations (web of Science); (b) Impact Factor of the journals that have published the work of the candidate; (c) Ownership (% of publications with applicant as first or last name) in the publications presented. The Committee decides not to attribute substantial weight to contributions with more than 20 co-authors, unless the Candidate is first or last author. The scientific impact of the candidates will also be assessed looking at the Hirsh index (absolute and relative this latter: absolute H index divided by the number of years from the date of the call to the date of graduation) for ALL of the candidate s publications (not just the 20 that were submitted). The Committee will assess the candidate's ability to success in obtaining research funding from universities, regional, national and international agencies. The Committee will assess the applicant s teaching profile looking at the training activities provided to non-graduated/graduated students at medical schools and residents of Cardiology programs and evaluating the supervising activities of un-graduated/graduated or PhD students. In order to be eligible for admission to the call at the School, the Committee then sets out the following minimum standards (admission threshold) that candidates must meet: Ownership (% of publications among the 20 presented with applicant as first or last name) 10% h-index 10 (from the entire scientific production In order to match the Candidates CV with the scientific functions requested by the School ( in the area of clinical pathophysiology of the cardiovascular system, with particular reference to the pathophysiology of heart failure and of the neuro-hormonal control mechanisms of the cardiovascular system. The mastering of clinical research methods, a propensity to a multidisciplinary approach, the capacity of attracting funding and to catalyze synergism among national and international scientific groups ), the Committee decided to evaluate this correspondence as an additional and crucial criterion for the evaluation of the Candidates. The Committee then examined the list of candidates admitted to the procedure (Annex 1), and each member of the Committee declared that he is not: a relative, or similar, to the fourth degree with any of the candidates (as per Art. 5 paragraph 2 of Legislative Decree no. 1172/1948); in a situation of incompatibility with any of the candidates (as per articles 51 and 52 of the Italian Code of Civil Procedure). The Committee decided to reconvene face-to-face on a date, to be established later, in order to collegially assess the scientific publications and the CV of the Candidates. At the moment of the present first meeting, no suitable date could be identified before the deadline of January 22 for the 3
reconvening of all Committee members. For this reason, a postponement of the deadline will be asked to the Rector of the School (see also above). The Committee also considered that a second competition for a position of Associate Professor (level 2) has to be decided upon by the same Committee, pursuant to the Rectoral decree No. 236 dated 16/05/2014 and 238 dated 19/05/2014. This will have three (3) candidates. The Personnel Office of the School communicated that two of these candidates applied for both competitions. It seems therefore logical that since the School asks the filling of two positions two (2) candidates are eventually declared the winners of the two competitions (therefore avoiding that the same candidate is declared winner in both). This can be obtained by concluding the competition as per the Rectoral decree No. 236 dated 16/05/2014 and 238 dated 19/05/2014 (with 3 candidates) first, and then restricting the analysis and evaluation to the 3 residual Candidates for the completion related to the current minutes in case the winner of the first competition is also a candidate in the present one. At the end of the meeting, the Committee agreed that the Secretary would sign the minutes on behalf of all Committee members after written approval (by E-mail) by all members, and then send the minutes to the Administrative Offices of the School, who will then make the criteria and procedures for the assessment of publications and qualifications public.
