The European Programme for Human Rights Education for Legal Professionals (HELP) HELP supports the Council of Europe (CoE) Member States in implementing the European Convention on Human Rights (ECHR) at the national level in accordance with: the Committee of Ministers Recommendation (2004) 4 the 2012 Brighton Declaration the Resolution 1982 (2014) of the Parliamentary Assembly by enhancing the capacity of judges, lawyers and prosecutors of all 47 member States to apply the ECHR in their daily work
What is HELP? HELP NETWORK peer-to-peer European Human Rights Training Network composed of representatives from National Training Institutions for Judges and Prosecutors (NTIs) and Bar Associations (BAs) of the 47 member states of the Council of Europe To strengthen the HELP Network, national experts are appointed be the link between the respective national institution and the HELP Secretariat : HELP Focal Points HELP Info Points co-operate with the national training institutions for judges and prosecutors co-operate with the bar associations/law societies
PLATFROM FOR HUMAN RIGHTS EDUCATION FOR LEGAL PROFESSIONALS Training resources are developed and collected, those are available on-line, translated into the national languages. They include: training manuals on both ECHR Methodology and Key Concepts Handbooks standard curricula course outlines presentations case studies e-learning courses on the different Articles and themes of the ECHR

HELP Consultative Board It is appointed by the HELP Network for providing advisory support to the HELP Secretariat. Among others, its tasks are: evaluate standard curricula and training materials developed by HELP propose priority themes for future training activities to the HELP Network identify an overall strategy for the co-ordination on human rights training among relevant international and national actors It shall be composed of six members and the term of office is of two years. In 2014 seven members were elected due to an exact equal number of votes for two of the candidates.
The Council of Europe's HELP Programme together with the Pompidou Group have recently taken the initiative to develop a website to develop a distance learning course for prosecutors in the field of chemical precursors for the production of drugs and new psychoactive substances. This initiative complements the cooperation between the European Network of Prosecutors in Synthetic Drugs and Precursors (ENPSDP) and the European Union s Judicial Cooperation Unit (Eurojust).
OVERALL OBJECTIVE to improve the cooperation among international organisations and institutions on combating illicit drugs productions and traffic With the purpose to optimise human and economic resources all the existing activities in such a field should be listed to avoid duplications organised by different organisation.
