I have been a resident and customer of this utility for 25 years. During this time rates have been constant until this latest Corporation purchased the utility. Since their purchase rates have risen consistently. This utility just informed us last month that they would have to reduce rates since their latest increase request which was grante~ was less that their interim rates imposed. Before the new water bills have come out they have requested another rate increase and plan to impose a higher interun rate that was just approved by your commission. I feel this utility is playing games with the commission as this latest action points out. The rates this commission just approved did and will never go into effect based on this utility action. While rates have went up the service provided by this utility has not inproved. The water pressure continues have wild swings from satisfactory to hardly any at all. During the summer months when customers are watering their lawns my second bathroom toilet will not fill up due to lack of water pressure. I have pointed this out to this utility and they agree to send out someone but only after 9 AM when most people have finished watering and pressure has resumed. When I asked for earlier service the reply was they were not at work then. Even when people are not watering the pressure is inconsistent and if you are watering with a sprinkler you must check every five minutes as pressure will reduce and it will quit working due to pressure. If someone turns on water while you are using water the pressure will almost zero out. try washing your car then someone else turns on the water. Conclusion this utijity due to poor service and constant rate increased do not deserve another increase Thank You

As such. the County is a substantially affected entity for the purposes of having an interest in the SanJando rate increase proceeding referenced above. Based upon estimates, the County calculates that it currently pays nearly four times the charges for wastewater services at its cunent flat rate than it would pay were it to be charged on a bulk volumetric basis pursuant to a currently approved tariff. The County is concerned that its citizen customers are being overcharged for comparable service to master-metered or bulk service users of the Sanlando services. Because of the disparity in rates, the County is being billed at what amounts to a discriminatory, disproportionate and unjustified rate for wastewater service. The County intends to install master meters for its bulk wastewater services before year-end. Pursuant to the County's contract with Sanlando, the County will seek approval for a volumetric rate when it qualifies for the appropriate tariff, just as any other wholesale customer would qualify for a volumetric rate and to discontinue being billed under Sanlando's Flat Rate. The County recognizes that shifting its wastewater services to a volumetric rate may have an impact on the allocation of the proposed rate increase to the Utilities' rate structure calculations. And since the revenue reduction to Sanlando could be in excess of $3, per year, it is best to treat the tariff issue in the current rate case. Therefore the County intends to participate in the proceeding before the issuance of the proposed agency action to address its rate inequity while recognizing the impacts the shift in rates will have on the company's revenue requirements. (HOICI' August 2, 214 254 Shumard Oak Blvd. Tallahassee, Fl 32399-85 Re: Docket No. 146-WS Sanlando Utilities Corporation Request for Rate Increase in Seminole County Seminole County wishes to object to the rate increase on Rate Schedule FR - Flat Rate Service. This rate is not equitable in terms of the actual volumetric usage of the units that it applies to. The County will be requesting an amendment to the Wholesale Sewer and Water Service Agreement with Sanlando Utilities to change the billing to a volumetric base instead of dwelling or unit basis and is in the process of installing bulk meters in this area. Seminole County wishes to request a rate change in Rate Schedule FR for volumetric wastewater billing that will be more equitable to other customer charges in the rate request and subsidize other rate payers in Sanlando Utilities service area.
