The 2007 Report focuses on Part I Offenses, including the more serious or violent crime categories: homicide, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft. Based on crime statistics submitted by participating COG jurisdictions, there was an overall reduction in Part I Offenses by 0.70% from 2006 to 2007, with 154,607 crimes reported in 2007 compared to 155,696 reported in 2006. Total offenses decreased in the majority of Part I categories including robberies (-0.33%), burglaries (-2.61%) and motor vehicle thefts (-3.75%), with a significant decrease in aggravated assaults (-13.16%). A small regional increase was seen in homicides (3.20%), rapes (4.55%) and larcenies (1.97%). Further analysis of the 2007 Part I Offenses reveals a decrease in total violent crimes (murder, rape, robbery and aggravated assaults) compared to 2006 offenses (-6.24%). Property crimes, which include burglaries, larcenies and motor vehicle thefts, slightly increased by 0.23%. Preliminary 2007 national figures by the FBI, show a decrease in both violent crimes (-1.8%) and property crimes (-2.6%). Therefore, the NCR compares well with national crime rates. However, the FBI figures are only estimates for the first six months of 2007, whereas COG data is compiled from the entire year. In 2007, there was a small decrease (-2.69%) in the number of calls for service- 3,477,040, down from the 3,573,323 calls in 2006. While the District of Columbia and Northern Virginia agencies reported increases in total Part I Offenses, of 3.54% and 3.02% respectively, the Maryland jurisdictions experienced a 6.54% decrease. Background NCR crime data from 2003 to 2007 shows an overall downward trend in Part I Offenses, with the exception of robberies. Each of the COG member departments has experienced a similar decrease in Part I Offenses. The overall decline in the five-year average of Part I Offenses suggests agencies have been addressing serious crime in their jurisdictions through various initiatives. Continued cooperation and communication with 2007 Annual Report on Crime and Crime Control 1 agencies throughout the NCR will further enable jurisdictions to work toward continued reductions in major crimes. The recent economic downturn, including a rise in home foreclosures, will present law enforcement agencies with additional challenges, perhaps resulting in increases in property crimes and robberies as individuals commit criminal acts to obtain financial gain.* *Woodstock Institute, March 2008 The data highlighted in this report is compiled annually by the Metropolitan Washington Council of Governments (COG) from data supplied by local police departments, sheriff s offices, and state and federal police services. The report informs government officials and the public on the nature of the crime problem in the COG region and provides law enforcement with criminal statistics for administrative and operational use. Recognizing the need for additional information about crime, the FBI launched NIBRS as an enhanced UCR Program. The FBI recognized that conversion to the new system would be gradual, so it is appropriate for agencies to still report under UCR. As a general rule, NIBRS crime rates tend to be higher than UCR rates, primarily because NIBRS statistically counts all separate violations within a single criminal event. UCR counts only the most serious crime. The average difference is small.
