DUTIES Serves as Program Management Analyst in the Project Controls and Management Department (Department), Office of Engineering (Office), at Metropolitan Washington Airports Authority (Airports Authority) at the full performance (journey) level. Provides support in construction program management, project management scheduling and cost control through the analysis of project cost and schedule data, as well as the development and execution of design and construction reporting requirements. Performs related functions. --Develops reports and analyses for the Office Vice President, Deputy Vice President, and Department Managers. Creates project-level reports that can be consolidated and summarized in program level reporting for the Aviation Capital Construction Program (CCP), Aviation Capital, Operating and Maintenance Investment Program (COMIP), Dulles Corridor Capital Improvement Program (CIP), and Dulles Corridor Repair/Rehabilitation Program (R&R). --Coordinates with and works alongside Department staff by assisting in the development and maintenance of the Master Integrated Program Schedule (MIPS) for Airports Authority projects contained in the CCP, COMIP, CIP and R&R budgets. Coordinates and standardizes project schedules in accordance with Department policies and procedures with support of the senior Department staff. Analyzes the MIPS for inter-project relationships, schedule dependencies, major milestones, project cash flow curves, and other performance metrics relating to both cost and schedule; reports issues and findings to senior department staff as required. --Compiles and analyzes project and programmatic performance metrics and data related to cost and budget performance; supports the development of analysis in identifying trending and potential risks, and suggests possible corrective actions to the Department team. --Develops and compiles briefs to support reporting requirements of the Department within the CCP, COMIP, R&R, and CIP utilizing project status reports, cost summaries, contract status reports, weekly construction forecasts, design status updates, design contract reports, budget to cost summaries, and other ad hoc reporting, as directed. --Supports the review and analysis of resource and cost-loaded schedules with project management software. Reviews contractor construction schedules and coordinates with the Program Scheduler on issues related to scheduling and cost management of projects. --Applies schedule analysis methods to determine project-related and MIPS impacts of delays, accelerations, cancellations and additions. Performs frag-net schedule analysis on potential scope changes to determine time impacts and corresponding cost impacts to project change notices. --Supports the preparation of architectural and engineering (A/E) and construction project cost reports on a weekly, monthly and as needed basis. Updates budget data, actuals, expenditures, and contingencies. Writes variance narratives for program reports to detail specific project cost and schedule concerns.

RESPONSIBILITY Is responsible for supporting the management and tracking of cost, scope, and schedule status of Airports Authority construction projects in the project control management system. Work assists the Office of Engineering staff in the administration of the contracts, changes, budgets, and cash flow for each construction project while allowing for summarized program level and project-specific metrics to provide a complete project picture for variety of stakeholders in support of critical project decision making.
