(Plans Comply) (Revise and resubmit) General Applicant shall provide the following information in a cover letter or memo accompanying the Landscape Concept Plan submittal: Provide written description of overall approach to the landscape development of the project (brief statement, 1-2 paragraphs discussing theme, character, functionality, key issues, etc.). o Identify if the project is within an adopted or proposed Community Design Guidelines area or district, or if other landscape design guidelines were used in developing the concept landscape plan. o Identify if the project is within an adopted or proposed Specific Plan area. Provide Specific Plan #. o Identify if the project is one of the first parcels to be developed within an undeveloped area, and therefore will establish a theme for the vicinity. Show existing plant material for adjacent landscape within 200 of proposed project. Acceptable method of this documentation includes submitting photographs with labeling of plant species, general character, etc. Provide a copy of the project civil engineering preliminary grading plans for reference. Graphic Standards Maximum sheet size for Landscape Concept Plan submittals is 30 x42, as sizes larger than this cannot be scanned at the County. (Maximum sheet size for future Construction Document submittals is 24 x36 on standard County title block. See Landscape related information at http://www.rctlma.org/trans/landscaping.html). Landscape Concept Plans shall be formatted at 1 = 100 scale maximum. Plans at larger graphic scales (1 =40, 1 =30, etc), are preferred for legibility, even if this requires match lines and multiple sheets. Concept Landscape Plans presented at smaller graphic scales (1 =50 to 1 =100 ) will require detail enlargements at larger graphic scales (1 =30, 1 =20 ) of key project features such as conceptual planting layouts for typical vehicular entry, parkway planting or project frontage, bioswale and detention basins, slope treatments, screening or buffering, building entries, plazas/seating areas, etc. Although the plans for this level of submittal are conceptual in nature, there must still be an adequate representation of the intent of the final planting design. It is a requirement to use an adequate number of plant categories and symbols to indicate the design intent for placement and massing of trees, shrubs and groundcovers. One hatch pattern as a catch all for all types of plantings is not acceptable. The concept planting design must also consider the difference between irrigation hydrozones. To ensure compliance with Ordinance 859.2, the concept design needs to be developed to a level that is adequate for area takeoffs of like-hydrozones, for use in calculation of the MAWA and EAWU. 1

Plant symbols and the plant legend shall be organized into categories that identify the intended form and growth habit of the proposed plantings, with several possible plant species that fit each category. For example, there may be multiple plant species under the various categories, such as Street Tree, Large Canopy Tree, Upright/Columnar Tree, Flowering Accent Tree, Screening Shrubs, Native/Drought-Adaptive Shrubs, Groundcovers, etc. This approach to the graphics and the plant legend provides County reviewers with a clear picture of the design intent at the Concept Plan submittal, while allowing the applicant/landscape architect some flexibility in refining the planting design for final plant selections at the Construction Documents submittal. Plant legend categories are at the discretion of the applicant / landscape architect, and should be developed in a way that best represents the proposed design. Concept Plan scale is appropriate and graphics are legible Enlargements provided for key areas of design (required if overall plan scale is too small) Plant Legend has adequate categories to communicate design intent 4 graphic scale, North arrow Minimum 0.12 lettering height (all text, including legends, notes, etc.) Indicate and label right-of-way (ROW), property lines, sidewalk, curb, street names, easements, street lights, underground utility lines and above grade improvements Limit of Work lines Buildings, driveways, walls, entry monuments, hardscape features, focal points, other amenities, etc. shown with labels Include proposed topography contour lines and slope indicator symbols to match preliminary grading plans per civil engineer. Label slope gradient if not 2:1 Indicate and label bioswales, detention basins and other water quality permanent BMP s. Should the ordinances be revised, these plans may be subject to change based on the updated ordinances. Proposed Maintenance Entity (or Entities) for On-Site and Off-Site (ROW) areas indicated and noted. Maintenance Exhibit provided (for all Tracts and for all projects with Caltrans roadway frontage) 2

Irrigation Statement for Compliance with Ordinance 859.2 - provide the following notes on the Concept Landscape Plan: o The following items will be incorporated into the final irrigation design plans and specifications : Smart Controller with an ET Gage with access to real-time ET (minimum controller rating shall be light commercial). Master Valve and Flow Sensor (except for private residential lots) Rain sensing device Anti-drain check valves Pressure regulator (if needed) Hydrozones will be properly designated No overhead irrigation within 24 of non-permeable surfaces. (No restrictions to method if adjacent to permeable surface with no runoff/overspray) Subsurface or low-volume irrigation will be used for irregularly shaped areas, or areas less than 8 feet in width Provide preliminary / concept MAWA / EAWU water use calculations on plan (ETo shall be.70 per Ordinance 859.2) Concept Planting Plans Existing trees over 4-inch caliper and all protected species shall be numbered and identified by species in a legend. Indicate trees to remain and be protected in place or trees to be removed. Indicate and label existing shrub masses to remain or to be removed. If no existing trees or shrubs per above, state this is a note on the plan. Plant Legend: include plant symbol, genus-species, common name, spacing, nursery container size, and overall quantity per plant category in the plant legend. Show each plant s water use factor per WUCOLS zones on plant legend. Provide the following notes on the Concept Landscape Plan: Provide 3 layer of mulch (min.) in shrub beds and unplanted areas; 2 layer of mulch in groundcover areas; 3 layer of shredded, stabilizing mulch for slopes Trees shall be staked with 2-3 stakes and 6 tree ties per County standard details. Use triple staking with 3 diameter stakes in high wind areas. Root barriers shall be installed for trees within 6 (min.) of hardscape per County standard details. Root barrier shall not encircle the tree rootball but shall be located at edge of hardscape and extend beyond center of tree a minimum of 5 in each direction. Trees shall have breather tubes per County standard details. Planter islands adjacent to parking spaces shall have 12 wide concrete walkway strip installed adjacent to and integral with or doweled into the 6 wide curb. Appropriate plant species and locations / compliant with Ordinance 859.2 Consistent with County of Riverside California Friendly Plant List Plants grouped according to water use factor per WUCOLS zones Turf is appropriate (functional or recreational only) and has arbor guards noted for trees in turf. Bioswales/Basin appropriate species and zoning per County standard details Appropriate for adjacency to Fuel Modification zones, MSHCP or other environmentally sensitive areas No invasive plants. No plants listed as prohibited in Riverside County California Friendly Plant List. Verify mature widths of shrubs will not require excess trimming. No damaging roots, shallow roots, etc. Shrub and Groundcover spacing and sizes adequate to provide coverage of planted areas? Slope plantings compliant with minimum standards for Building & Safety erosion control standards (Ordinance 457, Section 3316.1). Slopes 3 ft. height or greater have planting standards. Slopes 15 height or greater have additional planting standards. 3

Screening / Buffering Provide screening if required for adjacent land uses. Use evergreen plants for buffers and screening. Landscaping used to soften edge of buildings, structures and streets (commercial and industrial). Indicate air conditioning units, mechanical equipment, trash enclosures and provide screening. Provide vines / landscaping for fencing and walls to prevent graffiti. If mature spread dia. of tree extends beyond the curb faces, there shall be 17 min. clearance above road to the branching / foliage. Planting and Irrigation is required for medians 5 wide or greater unless sight distance restricts planting. Median noses and transitions from turn lanes may be hardscape material. Max. shrub height at maturity in sight lines shall be 24 above finish grade (or less depending on vertical curve sight visibility restrictions) Fixed objects such as boulders should not be located in medians. Monument signs are allowed on a per case basis with Transportation Dept. approval. 5
