The amount in controversy and the relief sought are limited in civil matters; conduct criminal felony and civil trials; all matters are both jury and non-jury. As a Circuit Court Judge I also hear appeals taken from the decisions of the various review boards of both state and county agencies including the Maryland Tax Court where redress sought often includes requests of remand for further hearing, writs of mandamus and injunctive relief; in addition, the Circuit Court is the appellate court for the Maryland District Court. FORMER Judge, District Court for Montgomery County, Maryland, 1982-1984 POSITIONS: Presided in limited jurisdiction court in which all matters are decided on a non-jury basis where the amount in controversy is less than Twenty-five Thousand Dollars ($25,000.00) and the criminal offenses are primarily misdemeanors. District Public Defender for Montgomery County, Maryland 1979-1982 I directed an office of twelve attorneys and twenty-five investigative and clerical staff; my responsibility was to provide legal representation for indigent persons charged with offenses which could result in imprisonment upon conviction. I personally represented clients charged with more serious offenses, including murder.

The operation of the office included paneling of cases to private criminal defense lawyers in instances of potential conflict of interest where co-defendants in the same case qualified for representation. In addition, I authorized the procurement of expert witnesses in appropriate cases. Senior Assistant State's Attorney for Montgomery County, Maryland 1974-1979 1978-1979: As a Senior Assistant State's Attorney, I supervised a team of five attorneys and personally prosecuted persons charged with serious offenses in the Circuit Court for Montgomery County, Maryland. I negotiated all plea agreements in cases assigned to my team. 1975-1978: I prosecuted persons charged with felonious offenses in the Circuit Court for Montgomery County, Maryland. 1974-1975: I prosecuted adults charged with misdemeanors and juvenile offenders in the Maryland State District Court for Montgomery County, Maryland. DeLawrence Beard Chief Judge, Sixth Judicial Circuit of Maryland Judge DeLawrence Beard has been a judge on the Circuit for Montgomery County since 1984, Chief Judge since 1996. Previously, he served as judge of the District Court for Montgomery County from 1982 to 1984. From 1979 to 1982 Judge Beard was the District Public Defender for Montgomery County, Maryland and an Assistant State's Attorney for Montgomery County for five years prior to that appointment. Judge Beard received a Bachelor of Arts from the University of Missouri in 1964 where he majored in political science; he then received his Juris Doctor from the University of Baltimore School of Law in 1970 and a Masters of Law from Georgetown University Law Center in 1977. Judge Beard has been an Adjunct Professor at the Washington College of Law since 1990. Prior teaching experience includes Assistant Professorial Lecturer at the George Washington College of General Studies, Graduate School of Forensic Science from 1977 to 1979, and an Adjunct Assistant Professor at the University of Maryland University College since 1989.
