PART 1 1. Authority for the Arrangements MANAGEMENT Section 36 Of the Emergency Management Act 2005 requires Local Government t manage recovery following an emergency affecting the community in its district. Section 41 (4) requires that local emergency management arrangements are to include a recovery plan and the nomination of a local recovery coordinator. State Emergency Management Committee Policy No. 2.5, sections 37, 38, 39 relate to the requirement for Local Recovery Plans and the nomination of a local recovery coordinator. These City of Bayswater Local Recovery Arrangements have been prepared by the City of Bayswater Local Recovery Coordinating Committee and endorsed by the: City of Bayswater Local Emergency Management Committee on 9 June 2008; West Metropolitan District Emergency Management Committee on 12 June 2008 ; and Council of the City of Bayswater on 22 June 2008 2. Geographical area covered These City of Bayswater Local Recovery Arrangements (the Arrangements) cover the geographical area within the City of Bayswater Local Government boundary and includes the suburbs of Morley, Bayswater, Bedford, Embleton, Noranda, and parts of Inglewood, Dianella and Mt Lawley. 3. Aim The aim of this document is to record the recovery management arrangements in place; to restore, as quickly as possible, the quality of life in an affected community, so that they can continue to function as part of the wider community. 4. Objectives The objectives of these Arrangements are to: Establish the roles and responsibilities for local government in emergency recovery. Identify priorities for restoration of essential services in consultation with key stakeholders. 4

5. Scope Detail the services and resources that local government and other agencies will provide during the recovery process following an emergency. Clearly outline the relationships between local government and other government and non-government agencies involved in emergency management. These Arrangements cover the emergencies that could possibly affect the City of Bayswater that are detailed in the City of Bayswater Local Community Emergency Management Arrangements. A Partnering Agreement has been signed between several Local Governments in the North and East Metropolitan Region to assist each other should the need arise (see Section 8). The City of Bayswater will only be able to act within its financial and resource capability and to the extent of resources that may be available from State and Federal funding sources. 6. Agreements, Understanding and Commitments The City of Bayswater is signatory to a Partnering Agreement to participate in Regional Recovery Arrangements involving local governments in the north and east region of Perth. The participating local governments also include the Cities of Stirling, Joondalup, Wanneroo and Swan, the Town of Bassendean and the Shire of Mundaring The purpose of the Partnering Agreement is the provision of mutual aid between parties to the agreement for recovery management during emergencies. The Partnering Agreement was endorsed by the City of Bayswater Council on 24 August 2004 and signed by the Deputy Mayor at a signature function held on 5 October 2004.. A copy of the Partnering Agreement is included at Annex G. 5

9. Additional Support The City of Bayswater has staff trained in Recovery Management through Emergency Management Australia. The Council s Environmental Health Section has a team of six Environmental Health Officers and two Environmental Health Assistants that can assist with public health functions such as disease control, vermin control, food safety and surveillance. Council has several Rangers who can assist with functions such as animal welfare management, traffic control, evacuation notification, and security assistance to Police. Council s Technical Services can provide maps and plans for services such as drainage and sewer networks as well as equipment, machinery and manpower to assist with cleanup operations. The State Emergency Service Bayswater Unit has volunteers that are available to assist with welfare assistance, securing storm damaged housing, clearing fallen trees, search and rescue, evacuation notification and traffic control. The City of Bayswater Security Service can provide security assistance to the Police. Additional support has also been offered from the local Church network to assist with accommodation, food and counseling in the event that extra resources are needed. Details of participating churches are included in the Perth District Local Welfare Emergency Management Support Plan and also in Part Five of the City of Bayswater Local Community Emergency Management Arrangements. Detailed Support Plans are included in the Local Community Emergency Management Arrangements Part 3. 10. Resources The Local Recovery Coordinator (LRC) is responsible for the determination of resources required for the recovery process in consultation with the Hazard Management Agency. The City of Bayswater Local Community Emergency Management Arrangements lists the resources and service providers available to the Recovery Committee in Part Five. The Perth District Local Welfare Emergency Management Support Plan provides additional resources and support information specifically relating to welfare assistance. The LRC is responsible for coordinating the effective provision of resources and services to avoid duplication of effort. 6

11. Financial Arrangements State emergency management arrangements in State Emergency Management Committee (SEMC) Policy No 4.2 outlines the funding arrangements for emergencies. Section 7. states: To ensure accountability for expenditure incurred, the organization with operational control of any resource shall be responsible for payment of all related expenses associated with its operation during emergencies unless other arrangements are established. The criteria for meeting costs associated with emergencies are included in Section 8. of SEMC Policy No. 4.2. Emergency Financial Relief Arrangements are contained in WESTPLAN- RECOVERY, Part 6. Guidelines for the administration of Public Appeals can be found in State Emergency Management Committee Policy Statement No. 16. Guidelines related to Property Insurance issues are outlined in the State Recovery Plan (WESTPLAN RECOVERY Part 7). Agencies utilizing community volunteers to assist with the delivery of services to the community are responsible for insurance coverage for those volunteers. 12. Local Recovery Coordinating Committee (LRCC) 12.1 Role To coordinate and support local management of the recovery processes within the community subsequent to a major emergency in accordance with SEMC policies and the Local Recovery Arrangements. 12.2 Responsibilities The Local Recovery Coordinating Committee is responsible for: Appointment of key positions within the committee and, when established, the sub-committees (e.g. Local Recovery Coordinator, Media Liaison Officer, sub-group chairpersons, etc) Assessing requirements for the restoration of the Social, Infrastructure, Physical, Health, Environmental, and Economic wellbeing of the community. Establish sub-committees as required. 7

Ensuring a coordinated multi-agency approach to community recovery. Making appropriate recommendations to the LEMC to improve the community s recovery preparedness. 13. LRCC Sub-groups (where required) 13.1 Reconstruction/Restoration Group (local) 13.1.1 Responsibilities Assess requirements for the restoration of services and facilities with the assistance of the responsible agencies where appropriate. Assess the restoration process and the reconstruction policies and programmes and facilitate the reconstruction plans when required. Report regularly the progress of the restoration and reconstruction process to the LRCC Executive Group. Make recommendations to the LRCC Executive Group for financial and other assistance as required. 13.2 Community/Human Services Group (local) 13.2.1 Responsibilities Assess the requirement for personal support services in the short, medium and long term. Facilitate resources (both human and financial) as required to complement/assist existing local services. Monitor the progress of the local personal service providers and receive regular progress reports from agencies involved. Make recommendations to the LRCC for additional personal services as required. 13.3 Local Recovery Coordinator 13.3.1 Responsibilities Assess for the Local Recovery Coordinating Committee requirements for the restoration of services and facilities with the assistance of the responsible agencies where appropriate, including determination of the resources required for the recovery process in consultation with the Hazard Management Agency. 8

Coordinate local level recovery activities for a particular event, in accordance with plans, strategies and policies determined by the Local Recovery Coordinating Committee. Liaise with the Chair, SRCC or the State Recovery Coordinator where appointed, on issues where State level support is required or where there are problems with services from government agencies locally. Ensure that regular reports are made to the State Recovery Coordinating Committee on progress of recovery. 9

PART 2 LOCAL RECOVERY ARRANGEMENTS 14. Introduction This part of the Arrangements details issues that apply where an event is assessed as being of sufficient magnitude to require the local recovery committee involvement in the recovery process. As stated in WESTPLAN RECOVERY (Part 2, paragraph 2.10), initial and primary responsibility for management of the recovery process lies at the Local Government level. Therefore the City of Bayswater will be responsible for management of the recovery process within the local government area. Where the level of recovery is beyond the capacity of the local community, State level support shall be requested as outlined in State recovery arrangements (WESTPLAN RECOVERY). Triggers for requesting State level support include: Where the local capacity to meet community needs is inadequate. Where the regional capacity to meet community needs under the Partnership Agreement is inadequate (see Section 8). The Emergency has been classed as a Major or Declared Natural Emergency or declared as a Natural Disaster by the Minister for the Police and Emergency Services upon advice provided by the Fire and Emergency Authority. Where, because of the nature of the disaster, local government does not have the expertise or special resources needed to deal with the issues 15. Organisation The City of Bayswater Local Recovery Coordinating Committee will be chaired by the Manager Environmental Health and have relevant community leaders as its members, including appropriate State government agency representatives. The Manager Environmental Health will liaise with the Mayor, Councillors and Chief Executive Officer of the City of Bayswater regarding the activities of the Local Recovery Coordinating Committee. A core group of key stakeholders will be represented on the Committee supported by other organisations and seconded as required. The membership of the Local Recovery Coordinating Committee is dynamic and will change with the needs of the community at various stages during the recovery process. 10

The City of Bayswater Local Recovery Coordinating Committee that is established to manage the local recovery process will have the following membership structure: Executive Local Recovery Coordinator (Chairperson) Executive Officer Manager Environmental Health Coordinator Environmental Health Membership City of Bayswater City of Bayswater City of Bayswater City of Bayswater Hazard Management Agency Department of Health Department for Child Protection WA Police Service Media Liaison Officer Manager of Community Services Accountant Councillor(s) (LEMC) Manager Rangers and Security Co-opted Members (as required) Lifelines Main Roads WA WA Ambulance Service Department of Environment and Conservation Morley and Districts Business Association (A diagram of the Local Recovery Organisational Structure can be seen at Annex A) 16. Organisational Responsibilities Agreed organisational responsibilities are outlined in WESTPLAN RECOVERY (Annexure B). Agencies need to be consulted locally to verify how they will undertake these agreed responsibilities as this may vary due to geographic location and resource availability throughout the state. For this reason, the recovery roles and responsibilities of all agencies/groups should be detailed in the Recovery Arrangements, as this is what each of the parties to the arrangements have agreed to. 17. Local Response/Recovery Coordination Interface Response and recovery activities may overlap and may compete for the same limited resources. Such instances should normally be resolved through negotiation between the Hazard Management Agency s Incident Manager 11

(IM), Emergency Coordinator and the Local Recovery Coordinator. However, where an agreement cannot be achieved, preference is to be given to the response requirements. 18. Activation The decision to activate these Arrangements will usually be made by the Incident Management Group as a result of an assessment of the assistance needed for recovery made by either: The Incident Management Group itself; Through consultation between the Hazard Management Agency (HMA) Incident Manager (IM) and the Local Emergency Coordinator; The City of Bayswater. Activation of these Arrangements is the responsibility of the Chairperson, Local Recovery Coordinating Committee. 19. Assessment and Operational Recovery Planning It is essential that an assessment of the recovery and restoration requirements be conducted as soon as possible after the impact of the event. Depending upon the extent of the restoration and reconstruction required, the Local Recovery Coordinating Committee may develop a recovery plan setting out the recovery process to be implemented (see Annexure B for an outline of a recovery plan). 20. Welfare and Health Services Relief activities are directed at meeting the immediate food, shelter and security requirements of those affected by the incident or disaster. Recovery activities are directed at providing the information, resources, personal support and community infrastructure necessary for individuals and communities to achieve self-sufficiency and sustain independent functioning. In some instances these activities may continue for months or even years. Public Information Efficient and effective dissemination of information to the affected community and the community at large in respect to recovery measures and contact points is essential. 12

The method of dissemination of information on recovery measures during the recovery phase will depend upon whether or not these Arrangements have been fully activated. The Media Liaison Officer appointed to the Local Recovery Coordination Committee will coordinate, following an emergency where these Arrangements have been fully activated, the dissemination of information on recovery measures/issues. Agencies or organisations involved in the recovery phase are encouraged to disseminate information on their services to the public in the usual manner. However, it is expected that media releases will be provided to the Local Recovery Coordinating Committee for comment prior to dissemination. 22. Recovery Coordination Centre The Local Recovery Coordination Centre will be located at: City of Bayswater Administration Centre 61 Broun Avenue Morley WA Phone 92720622 Where this location is unavailable or deemed unsuitable the Local Recovery Coordinator will designate an alternative location as soon as possible and publicise it after it is established. 23. Infrastructure The restoration/reconstruction of essential services, e.g. roads, transport, water, sewerage, electricity, gas and waste disposal, will remain the responsibility of the agencies with the existing responsibility for the provision of those services, each of which should have a Business Continuity Plan in place. The Local Recovery Coordinating Committee is responsible for recommending priorities and ensuring work is completed. 24. Stand Down The Local Recovery Coordinator will stand down participants of the Local Recovery Coordinating Committee when they are no longer required. 25. Debriefing The Local Recovery Coordinator will arrange for the debriefing of all participants and organisations as soon as possible after stand-down and the preparation and tabling of a report to the LEMC. A copy of this report will 13

also be forwarded to the HMA and the Chair of the SEMC State Recovery Services Group and the West Metropolitan DEMC 14

Operational Recovery Plan (Suggested composition/layout following a major emergency) Annex B The City of Bayswater has prepared local recovery arrangements that encompass all of the elements of WESTPLAN - RECOVERY as a general recovery management plan. However, following a major emergency where substantial damage has occurred to residential, commercial and government buildings and other community infrastructure, and where significant reconstruction and restoration is required, an operational recovery plan should be prepared by the Local Recovery Coordinating Committee. The operational recovery plan should provide a full description of the extent of the damage, both physical and human, and detail plans for restoration and reconstruction of the affected community. Each operational recovery plan will be different depending upon the nature of the emergency and the severity of the destruction and disruption. However, the following is a guide to those elements that should be included, although it is not intended to be prescriptive 16

Annex D Operational Sequence Guide/Checklist Situation ALERT On receipt of advice of an emergency which has the potential to require local coordination of recovery activities ACTIVATION Requirement for local level coordination of recovery identified/requested Organisation/Action HMA Ensure that the Local Emergency Coordinator (LEC) and affected local government(s) are advised of the extent of potential recovery support requirements. LOCAL GOVERNMENT Establish liaison with Local Recovery Coordinator/Coordinating Committee (LRCC) chairperson and appropriate core members to consider possible requirement for local level coordination of recovery support. Advise and liaise with LRCC members. LOCAL GOVERNMENT When requested by the Incident Management Group or the Incident Manager, convene the Local Recovery Coordinating Committee Executive and, where required, establish a Reconstruction/Restoration Group and/or Community/Human Services Group. LRCC STAND DOWN On completion of local coordination of recovery activities. Arrange for conduct of on-site assessment, if appropriate. Maintain links with affected organisations for the identification and coordination of the provision of recovery support. Annex G PARTNERING AGREEMENT Metropolitan North & East Recovery Group For THE PROVISION OF MUTUAL AID FOR RECOVERY DURING EMERGENCIES October 2004 23

PURPOSE To undertake the provision of Mutual aid between parties to the Agreement for recovery management during emergencies. PARTIES TO THE AGREEMENT City of Joondalup City of Wanneroo City of Stirling City of Bayswater City of Swan Town of Bassendean Shire of Mundaring DEFINITIONS Definitions to terms contained within the Agreement are as per those contained within the Western Australian Emergency Management Arrangements. PARTNERING OBJECTIVES This Partnering Agreement is for the purpose of mutual aid between the parties to the Agreement to undertake the following subject to assessing the impact of the said request for mutual aid on the ability of the Local Authority to assist. Ensure all recovery activities are conducted in accordance with the Western Australian Emergency Management Arrangements. Provide mutual aid for recovery management activities during emergencies to parties to this agreement. Conduct recovery planning utilising an All Agencies approach in accordance with the Metropolitan Local Recovery Arrangements Planning Guide and Policy Statement 7. PARTNERING EXPECTATIONS To provide where possible both physical and human resources to assist with the recovery management during emergencies. The type of assistance initially is to assist immediate recovery of a short duration. Ongoing protracted assistance, but still in the absence of the emergency being declared a disaster, will be subject to further negotiation and agreement in writing between the parties concerned. To ensure that all requests for support will be made through the Incident Controller (IC) of the designated Hazard Management Agency (HMA) for the incident, in consultation with the designated 24

Local Recovery Coordinator (LRC) and the Local Emergency Coordinator (LEC). To ensure all personnel and equipment provided are covered by the providers own insurance. Provider of support will be responsible for all costs associated with its legislative responsibilities for its employees and equipment incurred during the provision of support unless otherwise agreed in writing. The Requestor for Support will be responsible for all incidental costs associated with the Provider s personnel and equipment such as catering, accommodation, OHS issues, transport fuel and storage. In the event the emergency is declared a Disaster, State and Commonwealth Funding assistance will be sought in compliance with relevant State and Commonwealth Policies. The position of chair of the Metropolitan Northern Corridor Recovery Group will be rotated between members on an annual basis. The group will meet at least once annually and at Chairpersons locality to review this Partnering Agreement and assess its relevance and suitability to the parties. DURATION AND AMENDMENT This Partnering Agreement will come into effect at the date of signing by all parties. This Agreement will remain in force for an initial period of one year with an option to extend for a further three years by agreement of all parties, or until it is terminated. This Agreement shall not be altered varied or modified in any respect except by agreement of all parties in writing. This Agreement will be reviewed annually to ensure it is current and appropriate to the needs of the parties. The annual review will determine if the Agreement is to be extended or terminated. TERMINATION This Agreement may be terminated by mutual agreement of all parties in writing at any time. 25

WITHDRAWAL Any party may withdraw from this Agreement by giving three months notice in writing to the Local Government Chairperson (LGC) at any time.
