3 INTRODUCTION This document provides an overview of all country-specific information you need in order to successfully overcome the challenges of SEPA and achieve a seamless migration. Being properly informed and equipped with the necessary tools, you will be able to fully realise all the potential the new SEPA instruments will bring. END-DATE INFORMATION SEPA has become a regulatory project. Regulation (EU) no. 260/2012 set the end-dates for national EUR payments schemes and SEPA migration schemes. In Romania important steps have already been made in order to comply with the SEPA regulatory end-date for domestic and cross-border EUR payments 31 October 2016 and to offer domestic RON payments that comply with SEPA standards until this date. From 1 October 2016 onwards all EUR payments cross-border and national (if there will be national clearing systems in EUR) should be SEPA-compliant by means of using SEPA Credit Transfer or SEPA Direct Debit products. At the moment there is no national clearing system for EUR available, so the migration terms for Romania refer to domestic and cross-border EUR payments, both considered as foreign payments. There is no migration deadline imposed for local currency (RON) payments. However, the local banking community decided to start the migration to SEPA standards also for the RON payments. Therefore the national clearing system (SENT-TRANSFOND) has been developed in order to accommodate also SEPA formats for RON, using ISO 20022 standards. The system is SCTcompliant, as of November 2012, and will become SDD-compliant in October 2014. Nevertheless, SEPA for RON is not mandatory and each bank is free to decide upon the RON payments clearing and the types of files asked from their customers. Even if payments are not sent in XML SEPA format but the conditions for payments to be cleared via SEPA Clearing Houses are met, under the SEPA regulatory framework UniCredit Tiriac Bank is able to convert the respective payment into a SEPA format. Conditions for a payment to be processed via SEPA: Currency EUR Fees SHARED Value date T+1/T+2 Valid IBAN of the beneficiary Valid SWIFT/BIC Beneficiary bank is a participant in the SEPA scheme UniCredit Tiriac Bank already offers its customers the possibility of ordering SEPA EUR payments through a special designated template, containing SEPA specific fields, available within BusinessNet or Multicash. SDD (active and passive) is also made available to our customers. Our applications allow the import of files in XML ISO20022 format (both V1 and V2). 4 IBAN SERVICE The IBAN is mandatory in Romania. All Romanian Banks use IBANs for RON national payments, as well as for payments and collections in foreign currencies. IBAN structure The IBAN in Romania is composed of 24 characters structured as follows ROXX AAAA nnnn nnnn nnnn nnnn : Positions 1 2: ISO country code ( RO for Romania) Positions 3 4: Check digits Positions 5 8: Bank Identifier Code Always the first 4 characters of the BIC code allocated to the respective bank (e.g. BACX or UniCredit Tiriac Bank SA) Characters 9 24: 16 alpha-numerical characters used to identify a certain branch of the bank and the client's account number opened within the respective branch. The coding of the branch is not mandatory. Therefore, quite often only the client s account number is mentioned, padded with 0 as many times as it takes to reach the required character length of 16 (e.g. ROxx BACX 0000 0000 1234 5000). SEPA PRODUCTS Domestic products Domestic EUR credit transfers From 2016 only SEPA will be allowed Domestic EUR direct debit SEPA-compliant; in UniCredit Tiriac Bank SA, SDD payments are available and SDD collections are currently in the pilot-project phase Cross-border products Cross-border EUR credit transfers From 2016 only SEPA will be allowed Cross-border EUR direct debit SEPA-compliant SDD payments available, SDD collections available as pilot project While designing the SEPA migration approach, companies should get a complete and exact knowledge of the differences in the required data. Related main aspects are summarised below. 5 SEPA CREDITOR IDENTIFIER (CI) CI for Romania CI for Romania is structured as follows: Positions 1 2: Country code ( RO for Romania) (n2); Positions 3 4: Check digits according to ISO 7064 Mod 97-10 (n2) Positions 5 7: ZZZ Creditor Business Code (n3) Not used (needed only for the check digits calculation) Position 8 onwards: National specific information There are two possible formats: For individuals ROXXZZZSAALLDDJJNNNC 20 alpha-numeric characters long For legal entities ROXXZZZAAAAAAAAAC 17 alpha-numeric characters long For individuals SAALLDDJJNNNC standing for the Personal Numerical Code, where: S for male/female values: 1/2 if born 01.01.1900 12.31.1999 3/4 if born 01.01.1800 12.31.1899 5/6 if born 01.01.2000 12.31.2099 7/8 if foreigners resident in Romania AA Year LL Month DD Day JJ County code NNN Sequence number, value 001 999 C Check digit For legal entities AAAAAAAAAC Unique Identification Code (or Fiscal Code) where: AAAAAAAAA Sequence number of maximum 9 figures C Check digit Check digits calculation The check digits calculation requires the following preliminary steps: Fill in position 2 and 3 with 0 From position 8 onwards, the national component must be added. For legal entities add 0 to pad up to 10 digits (numeric). Add the ISO country code and 00 to the right-hand end of the string, keeping ZZZ at the beginning. Convert letters to digits in accordance with the Conversion Table below; apply the check-character system MOD 97-10 (please see ISO 7064) in a similar manner to the one for calculating the IBAN check digits.

The pre-requisite for its allocation is that the creditor has its main residence/office in Romania. MANDATE INFORMATION Mandate rules for EUR SDD A written direct debit must exist between the creditor and the debtor. The Paying party must be informed about mandate s details before the first collection via SDD Core (e.g. via Prenotification) with CI, Mandate Reference The debtor must present a copy of the mandate to UniCredit Tiriac Bank SA and fill in a dedicated form in order to request the set-up of the mandate on his account. The debtor must sign the General Terms and Conditions for SDD in order to activate the SDD product and to allow the set-up of SDD mandates on his accounts. The first collection of SDD is carried out with the FIRST sequence. SEPA FORMATS The accepted XML message formats are based on ISO20022 and have been adopted separately by each domestic bank. Creditor Mandate Management System (only available for Multicash) Our solution is dedicated to customers whose payment system is not able to manage mandates/generate SDDs, who want to manage SDD mandates centrally or for the ones currently generating SDD collections manually. Customers will be able to: Migrate existing mandates (upload possibility) and create new SEPA mandates Manage mandates: Change, delete, respect the 36-months rule Add missing data from the mandate database to payment collections and generate rules Produce compliant pain.008 transactions SEPA Conversion from standard payments Standard EUR payments that are initiated paper-based or electronically in the bank s proprietary formats, meeting certain eligibility criteria, are processed and cleared as SEPA payments.
