Soft Loans Grant - Loan Facility Introduction Grant and Loan facility (GLF) is a joint facility between SMIDEC and SME Bank. Assistance is given in the form of grant (SMIDEC) and loan (SME Bank). SMEs are required to contribute for remaining 5%. Objective To Provide assistance for SMEs in the form of grant (SMIDEC) and loan (SME Bank) for : Specific cost for business start-up Product and process improvement Certification and quality management systems Enhancing product packaging Development and promotion of Halal products Eligible Sectors Manufacturing Manufacturing related services Services (excluding insurance and financial services) Qualifying Criteria SMEs incorprated under the Companies Act 1965 or Registration of Businesses Ordinance 1956 with annual sales turnover of not exceeding RM25 million and full time employees not exceeding 150 For the services sector, businesses incorporated under the Registration of Business Ordinance 1956 with an annual sales turnover of not exceeding RM5 million or full-time employees not exceeding 50 At least 60% equity held by Malaysians. Possess valid business premise Aviable project with growth potential and is able to prove loan repayment ability.

Financing is based on joint approval between SMIDEC and SME Bank. Limit, Nature, Tenure, Margin of Financing and Profit Rate for Financing Terms and conditions applied are based on standard guidelines of SMIDEC and SME Bank with minimum financing of RM20,000. The above financing can also be packaged with working capital financing (fixed/revolving), subject to item (i) Interest /Profit Rate : 4% - 6% per annum based on standard guidelines of SME Bank's loan fund. Processing Fee Based on standard guidelines of SME Bank. Application Application can be made using the Grant and Loan Facility (GLF) Form which can be obtained free of charge from SME Bank or or download here: Grant Funds and schemes under this category : Matching Grant For Business Start-Ups Objective The scheme provides assistance to assist start-up of businesses. Qualifying Criteria Manufacturing companies or companies providing manufacturing related services Incorporated under the Companies Act 1965 or enterprises in the manufacturing sector incorporated under the Registration of Business Ordinance 1956 with annual sales turnover of not exceeding RM25 million or full-time employees not exceeding 150 For the services sector, businesses incorporated under the Registration of Business Ordinance 1956 with an annual sales turnover of not exceeding RM5 million or full-time employees not exceeding 50 At least 60% equity held by Malaysians Possess valid premise license and in operation not more than 12 months.

Sector Coverage Manufacturing Manufacturing Related Services** Services (excluding insurance and financial services) Form of Assistance Assistance is given in the form of a matching grant where 50% of the approved project cost is borne by the Government and the remainder by the applicant. For enterprises in the manufacturing sector*, incorporated under the Registration of Business Ordinance 1956, assistance is given up to 80% of the approved cost. The maximum grant allocated per application is RM 100,000 Eligible Expenses Expenses incurred in starting up a business, including: Preparation of Business Planning Related Feasibility Studies Rental of incubators and business premises up to 24 months Rental of equipment and machineries Development of prototype Product sample and testing Purchase of machinery or office equipment One year broadband subscription fee ** Main activities under manufacturing related services are: Research and Development ( R & D) such as product/ process development and software development Product and Process Design Distribution and Logistics such as warehousing, freight forwarding, bulk breaking, international procurement centre, haulage Marketing such as packaging and market research Environmental Management Other related services such as engineering support services, gas sterilization services, calibration and testing services Matching Grant For Product And Process Improvement Objective The Scheme provides matching grant to SMEs for improvement and upgrading of existing products, product design and processes upgrading.

Fees for technology transfer Development of prototypes and system design Product testing Product registration Marking and labelling Machine & equipment testing and calibration Development & designing of equipment and machinery Purchase of machinery and equipment Initial patent registration/patent search/ IP Protection Specific Project Mission Cleaner Production and Waste Treatment Project including Energy Efficiency Audit * Machine & Equipment utilisation is crucial to assist SMEs to improve their production capacity and also reduce cycle-time. Besides that, it will also increase the quality of products. In order to assist SMEs in purchasing the relevant machinery and equipment, SMIDEC provides a list of related companies/distributors of new & used machineries & equipments according to sector. Matching Grant for Certification and Quality Management Systems Objective The Scheme provides matching grant for SMEs to obtain certification and quality management systems. Qualifying Criteria Manufacturing companies or companies providing manufacturing related services Incorporated under the Companies Act 1965 with annual sales turnover of not exceeding RM25 million or fulltime employees not exceeding 150 For the services sector, businesses incorporated under the Registration of Business Ordinance 1956 with an annual sales turnover of not exceeding RM5 million or full-time employees not exceeding 50 At least 60% equity held by Malaysians

Eligible Expenses Expenses incurred in obtaining certification and quality management systems such as: ISO 13485, ISO 14000, ISO 22000, ISO 9000 Product certification Service cost for related schemes Hazard Analysis Critical Control Point (HACCP) Halal certification & MS1500:2004 TS 16949 Quality Improvement Practice e.g. 5S, Six-Sigma and Productivity Audit Service cost for related schemes Good Manufacturing Practice (GMP)

Occupational, safety and health management system (OSHA) Restriction of Hazardous Substance (RoHS) Good Agriculture Practice (GAP) Good Hygiene Practice (GHP) Regulatory Impact Assessment (RIA) British Retailers' Consortium (BRC) Other related costs to comply to requirements of standards and certification Matching Grant for Enhancing Product Packaging Introduction The Scheme provides assistance to small and medium enterprises (SMEs) to acquire and improve product packaging, design and labelling, thus enabling companies to enhance product appearance and comply with market requirements. Qualifying Criteria Manufacturing companies or companies providing manufacturing related services Incorporated under the Companies Act 1965 or enterprises in the manufacturing sector incorporated under the Registration of Business Ordinance 1956 with annual sales turnover of not exceeding RM25 million or full-time employees not exceeding 150 For the services sector, businesses incorporated under the Registration of Business Ordinance 1956 with an annual sales turnover of not exceeding RM5 million or full-time employees not exceeding 50 At least 60% equity held by Malaysians Possess valid premise license Sector Coverage Manufacturing Manufacturing Related Services** Services (excluding insurance and financial services)

For enterprises in the manufacturing sector*, incorporated under the Registration of Business Ordinance 1956, assistance is given up to 80% of the approved cost. The maximum grant allocated per application is RM 200,000. Eligible Expenses Expenses incurred in acquiring and improving product packaging, design and labelling such as: Costs and services for designing, packaging, marking and labelling Trade mark and patent registration Purchase of related machinery and equipment Matching Grant for Development and Promotion of Halal Products Objective The Scheme provides matching grant for SMEs to develop and promote Halal products (food and non-food) Qualifying Criteria Locally incorporated companies with at least 60% equity held by Malaysians Must not be listed on any stock exchange Possess valid premise license

Sector Coverage Manufacturing Manufacturing Related Services (such as warehousing, bulk-breaking and packaging) Form of Assistance Assistance is given in the form of a matching grant where 50% of the approved project cost is borne by the Government and the remainder by the applicant. For enterprises in the manufacturing sector*, incorporated under the Registration of Business Ordinance 1956, assistance is given up to 80% of the approved cost. The maximum grant allocated per application is RM150,000 Eligible Expenses Expenses incurred in developing and promoting halal products, including: Product development & Product Formulation Sample testing Acquisition of machinery and equipment related to the approved project Renovation expenditure for compliance to certification requirement Other related costs for compliance to requirements of Halal certification. Promotional activities Grant for Enhancing Marketing Skills of SMEs Introduction This scheme provides assistance for small and medium enterprises (SMEs) to improve their marketing strategies to compete in both the domestic as well as export markets. Qualifying Criteria Manufacturing companies or companies providing manufacturing related services Incorporated under the Companies Act 1965 with annual sales turnover of not exceeding RM25 million or fulltime employees not exceeding 150 For the services sector, businesses must be incorporated under the Registration of Business Ordinance 1956 with an annual sales turnover of not exceeding RM5 million or full-time employees

not exceeding 50 At least 60% equity held by Malaysians Possess valid premise license * For a period of 3 years only. Enterprise are expected to upgrade their companies to be incorporated under the Companies Act 1965. Sector Coverage Manufacturing or companies providing manufacturing related services Services (Except Financial Services) ** Main activities under manufacturing related services are: Research and Development ( R & D) such as product/ process development and software development Product and Process Design Distribution and Logistics such as warehousing, freight forwarding, bulk breaking, international procurement centre, haulage Marketing such as packaging and market research Environmental Management Other related services such as engineering support services, gas sterilization services, calibration and testing services Objective The scheme aimed at assisting SMEs to enhance their employees marketing skills through short-term courses in areas such as marketing strategies and planning, pricing, distribution, development of brand, merchandising and customer services. Form of Assistance Assistance is given in the form of a matching grant where 80% of the cost of training is borne by the Government and the remainder by the applicant. For enterprise in the manufacturing sector *, registered under business ordinance 1956, assistance is given up to 80 percent of the approved costs. Eligible Expenses Participation / Training fee for the following courses: Sales performance Training Professional Certified Sale Professional(CSP); Professional Certified Sales Manager (CSM); and

Professional Certified Account Manager (CAM). Customer Services Training Professional Certified Customer Service Practitioner (CCSP); Skill Certificate in Customer Care; and Skill Certificate in Customer Relationship Management (CRM). Marketing Strategic Brand Building; Analyzing Market Opportunities through Market Research; Developing an Effective Marketing Plan; Maximizing Marketing Communication; and Developing the Market Driven Organization Financial Assistance Scheme for SMEs in The Services Sectors Objective To provide assistance to SMEs which facilitate them: in starting-up of business; in obtaining certification/s and quality management systems; in advertising and promotion; and in improving and upgrading of existing sevices and/or processes. Services Sectors Distributive Trade; Business and Professional Services; Information and Communication technology (ICT); Tourism; Logistics; Education; and Construction.

Qualifying Criteria Business incorporated/registered under the: - Companies Act 1965; or - Registration of Businesses Act 1956; or - Certificate/s of Practice by Professional Regulatory Bodies; Fulfill the definition of SME with an annual sales turnover of not exceeding RM5 mil or full-time employees not exceeding 50; Companies with annual sales turnover of not exceeding RM25 million or full-time employees not exceeding 150 (for Logistics Sector only) At least 60 per cent equity held by Malaysians; Possess valid premise/business licenses. Financial Assistance Matching Grant Assistance is given in the form of matching grant where 50% of the approved project cost is borne by the Government anf the remainder by the applicant. i. Business Start-Up The maximum grant allocated per application is RM100,000. The grant is available for business in operation less than 12 months. Eligible expenses Preperation of business plan Preparation of marketing plan Market feasibility studies Rental of business premise and related equipments up to 24 months Development of prototype/s (for construction and related activities only) Purchase of machinery or office equipment One year broadband subscription fee (for ICT sector) ii. Improvement and Upgrading of Existing Services and Processes The maximum grant allocated per application is RM500,000. The grant available for ICT, Healthcare and Construction Sectors. Eligible expenses Undertake technology feasibility studies Fees for technology transfer

Certification and Quality Management Systems The maximum grant allocated per application is RM250,000 Eligible expenses Acquisition of certifications and quality management systems for related services ISO 9000 Series. Halal certification/s and related expenditure in compliance to the certification requirements. iv. Advertisement and Promotion The maximum grant allocated per application is RM50,000 Eligible expenses Production of marketing and promotional materials such as brochures, catalogues, flyers, banners, posters, and CD-ROMS.
