Dear Families, A high quality early childhood education provides a critical foundation for future success. The Mayor and I believe that all children in New York City deserve the opportunity to attend a high quality prekindergarten program. Currently, the New York City Department of Education offers full-day and half-day pre-kindergarten options in public schools and community-based organizations across the City. The Mayor and a team of dedicated experts are working hard to create more full-day options in order to improve access to high quality programs for all families. I encourage you to apply for pre-kindergarten using the list of programs in this Directory. We expect to announce new full-day programs in April 2014. We will provide an opportunity for you to apply to the new programs before the school year begins. Welcome to New York City Public Schools! If you live in New York City and your child is turning four years old in 2014, then your child is eligible to attend free Universal Pre-Kindergarten (UPK) programs offered by the New York City Department of Education (NYCDOE). This book provides details about how to submit an application for pre-kindergarten (pre-k) in September 2014, as well as the different program options available for the 2014-2015 school year. Get to Know Pre-K Admissions Before you start exploring your pre-k program options, it s important that you get to know how it works: Public School and Community-Based Organization (CBO) Pre-K Programs Pre-k programs are available at public schools and community-based organizations (CBOs); there are separate application processes for each. Public schools and CBOs offer a variety of program structures including full-day and half-day (morning or afternoon) programs. Families should consider both public school and CBO program options as they are applying to pre-k. See below for more information. Consider Your Child s Needs Why Pre-K is Important Pre-k programs are important because they create a foundation for your child s future success. Pre-k programs in New York City base their curriculum on New York State s Pre-Kindergarten Foundation for the Common Core which is aligned to the kindergarten to grade 12 learning standards. In pre-k, your child will learn: pre-reading and basic math skills, creative thinking and problem solving skills, and social skills. To find out more about what your child will learn in pre-k, check out the Pre-K Learning Resources for Families on page 104 or visit www.nyc.gov/schools/earlychildhood. Services for Students with Disabilities All families interested in applying to pre-k, including families of students with disabilities, should apply to pre-k according to the public school and/or CBO application process. Some families may need to work with their local Committee on Special Education (CSE) or Committee on Pre-School Special Education (CPSE) to identify an appropriate placement that meets the needs of their child. Check out page 99 for more information about how to get the supports your child needs to succeed in school. Supports for Students Whose First Language is not English Some programs offer bilingual programs and/or other supports for pre-k students who speak languages other than English at home. For more details about supports for non-english speakers, please see page 100. Page 1

Navigating Pre-Kindergarten (Pre-K) Admissions 3. Explore Your Options Use This Directory Read through this book to familiarize yourself with the distinctions between the two pre-k program options; public schools and CBOs. This book provides a list of both public school and CBO options. This book also includes district maps of all public schools that offer pre-k programs. Visit Programs Visiting programs of interest is a very important part of applying to pre-k. To find open house and tour schedules for public school programs, contact schools directly or visit www.nyc.gov/schools/prek. To visit a CBO program, contact the site directly to schedule a time to visit. When you visit, ask questions about the school s academic program and parent community. It s also important that you know how long it takes to travel from your home to the school or CBO. The New York City Department of Education does not provide transportation for pre-k students. PRE-KINDERGARTEN ADMISSIONS PUBLIC SCHOOL PROGRAMS

Public School Pre-K Programs All public school pre-k programs are located in New York City Department of Education elementary schools. If you are interested in applying to a public school pre-k program, please review the information below. Remember, community-based organizations (CBOs) have a different application process. Please see page 78 for more information. Public School Pre-K Calendar Application period begins on March 3, 2014 Application deadline is April 1, 2014 Decision letters sent to families in early June 2014 Pre-registration is from June 9 June 20, 2014 Public School Pre-K Admissions Here are a few important facts that you should know before you start exploring your public school pre-k options. Pre-k is free. You do not have to pay to attend the public school programs listed in this directory. Public School Pre-K Admissions is not first-come, first-served. All applications received by the deadline will be treated the same. Programs can be half-day (2 hours and 30 minutes) or full-day (6 hours and 20 minutes). Half-day programs may take place in the morning (AM) or afternoon (PM). There is no guarantee of a placement in a public school pre-k program. The New York City Department of Education makes every effort to maximize the availability of public school pre-k programs, but the number of applicants typically exceeds the number of seats available in popular programs. How Public School Pre-K Admissions Works Learn About Admissions Priorities Students are considered for placement at each program they list on their application based on a priority order called Admissions Priorities. Students who fall in the first priority group will be considered for placement first; students in the second priority group will be considered next; and so on, until all seats have been filled. For the full list of public school Pre-K Admissions Priorities, see page 103. Living in the zone of a particular school, having a sibling* who attends a school, and not having a pre-k in your zoned school are all factors that impact which priority group your child falls into for each school on your application. If there are more applicants than seats within a given priority group, seats will be assigned by random lottery to members of that group. *A sibling is defined as a brother or sister (including half-brothers, half-sisters, stepbrothers, stepsisters, foster brothers, foster sisters) of the applicant, who lives in the same household. To receive sibling priority, a sibling must be pre-registered or enrolled at the school at the time of application submission and in grades K-5 in September 2014. Schools are responsible for verifying sibling status before assignments are made. Page 3

How Public School Pre-K Admissions Works Consider Your Public School Program Options Before you submit your application, we recommend using this directory to determine where you would like to apply and then visit schools you re planning to list on your application. 1. Find Your Zoned School and Your School District: Your zoned school and school district are determined by your home address. If you don t know which school is your zoned school, or which district you live in, call 311 or visit www.nyc.gov/schools/schoolsearch and enter your home address. 2. Review Public School Program List: The list of public school pre-k programs starting on page 9 includes the following information for each school: school name, DBN (school code representing the District, Borough and Number for the school), address, and phone number. You will need to know this code when you complete your application. This list also provides the number of available seats in each public school program (AM, PM, and Full-Day) for the 2014-2015 school year, as well as the lowest priority group that matched to each program for the 2013-2014 admissions process. Apply From March 3, 2014 through April 1, 2014, you can apply to public school programs that you believe would be a good fit for your child. You will be asked to rank programs in order of preference, so make sure you know which programs you d like to list on your application first. There are two ways to complete your pre-k application: 1. Online at www.nyc.gov/schools/prek or 2. In person at an Enrollment Office The online and paper applications are the same; you should submit only one application. Please do not submit your application by mail or to a school. Remember, there is a separate application for CBOs, please see page 78 for more information. Application Tips Before you submit the application, review the application tips below: Get an application receipt. If you do not receive a receipt, there may have been a problem with your application submission. You must list the older sibling s school in Section 3 of the application in order for your child to receive sibling priority to attend his or her older sibling s school. All sibling information is verified by the school before offers are made. You must list a school more than once if you are applying to more than one session at that school. Check the program list to see which sessions (AM, PM, and/or Full Day) are offered at the schools you are interested in. Do not list Community Based Organizations (CBOs) programs on your public school pre-k application. For information about how to apply for CBO programs, please see page 78. Page 4

How Public School Pre-K Admissions Works Apply Apply Online The online application is available at www.nyc.gov/schools/prek. Before you log on, make a list of the programs you d like to select on your application (in preference order). You will need an email address in order to set up an account online. Once you create an account, applying for pre-k takes just a few minutes. After you have submitted your application, a receipt will be emailed to you. If you do not have a computer at home and would like to apply online, you can use a computer at any New York City public library with a free library card. To sign up for a free library card, you need to provide proof of address. To find a library in your area, call 311. The deadline to apply online is Tuesday, April 1, 2014 at 11:59 pm. Apply In Person Visit an Enrollment Office (see below for locations). Interpretation services will be available. Bring your completed application to an Enrollment Office (see page 7 for the paper application in this directory) Enrollment Counselors are available to help you complete your application. Offices are open from 8:00 AM to 3:00 PM, Monday through Friday. You will receive your receipt from the Enrollment Office when you submit your application. How Public School Pre-K Admissions Works Get Your Decision Letter In early June, you will receive a decision letter indicating whether or not your child has received an offer to a public school pre-k program. If you applied using the online application, you will be notified by email and by mail. If you submitted an application in person at an Enrollment Office, you will be notified by mail only. Pre-Register To accept an offer, you must pre-register at the school where you were offered a placement by June 20, 2014, or you will lose your seat. The pre-registration period is from June 9 through June 20, 2014. Please be sure you are available during the pre-registration period. When you pre-register, you are required to bring your child, as well as documentation that provides proof of your child s age and your residence. When you pre-register, you must bring: Your child Offer letter Proof of your child s age (child s birth certificate or passport) Two documents verifying proof of residence. Acceptable documents are listed below: o Utility bill (gas or electric) for the residence issued by National Grid (formerly Keyspan), Con Edison, or the Long Island Power Authority (for the Rockaways); must be dated within the past 60 days o Water bill for the residence; must be dated within the past 90 days o Original lease agreement, deed, or mortgage statement for the residence o Current property tax bill for the residence o Official payroll document from an employer (example: payroll receipt); must be dated within the past 60 days o Document or letter from a federal, state, or local government agency indicating the resident s name and address (example: document from Internal Revenue Service (IRS), City Housing Authority, the Administration for Children s Services (ACS)); must be dated within the past 60 days Waitlists Additional information about the waitlist process will be available in early June. Offers will be made according to the same criteria used during the main admissions process for those schools with available seats after the pre-registration deadline. Page 6
