Introduction and Objectives Policies for the sustainable management of water resources are a priority in the European and national agendas. Current goals at European level are oriented to improving knowledge about the reference situation in terms of water availability and demand. Therefore, it is especially relevant to obtain, evaluate and standardize detailed information at river basin, to analyze and demonstrate the potential of economic, technological and management measures to mitigate situations of water scarcity and drought. One of the main tools for this purpose is the System of Environmental and Economic Accounting for Water (SEEAW) developed by experts of the United Nations. The European Commission is currently evaluating the use of this framework at the river basin scale by means of various pilot projects in Europe. The goal is to improve the information on the physical water balances, water uses and supplies and economic accounts by using local data and study their usefulness river basin planning. The International Scientific Meeting on Water Accounting at the basin scale should become a forum for discussion on the use of these methodologies and their usefulness to support the national and European policy agendas, and should enhance international collaboration in research on integrated water resources management. Key issues to be discussed The following main challenges in the use and implementation of a water accounting framework at the basin scale will be discussed during the meeting: (i) How to identify and select the most relevant data for water availability and demands? (ii) Innovative methodologies to close and verify the water balance and increase accuracy, (iii) How to integrate water accounting in the river basin management planning, demonstrating the benefits of its use in local planning? (iv) The usefulness for the evaluation of measures, both management, technological and economic measures, to reduce water shortage in the basin and its vulnerability to drought, and (v) Water accounting to assess the vulnerability of the basin to future changes (climate, economic and demographic change). This scientific meeting will improve the knowledge on benefits and difficulties in the application of water accounting systems at the catchment scale, and reinforce academic, scientific and professional ties. Results from five projects funded by European Commisssion, Directorate- General Environment (EC-DG ENV). ENV.D.1 - Protection of Water Resources, under the Call Desertification 2012-2013. Halting Desertification in Europe, will be presented. The methodologies applied in the water accounting at basin scale in the Segura, Guadalquivir, Guadiana, Duero and Arno Rivers, will be discussed.
