Agenda Italian Public Administration: the challenges to address and the role of G-Cloud The new Italian Digital Agenda G-Cloud in Italy: Case Studies Central, Regional and Local Administrations 2

Italian Public Administration: the challenges to address Historically the Information Systems of the Italian Public Administration(PA), both centrally and locally, are aimed at automating functions typical of the internal activity of the single Administrations and to deliver just services strictly related to the data that they directly own. Even today most Administrations tend to manage their own Information System as a silos, without any coordination with the other Administrations. As a result the Italian PA is characterised by a high level of fragmentation and by a serious lack of interoperability, which prevents a systemic vision of the functional relations among the various Administrations as well as of the information flows exchanged by them. 3

Potential benefits of G-Cloud for the Italian Public Administration The Italian Central Public Administration has more than 1000 Data Centers; the National Health System has more than 3000. Hardware incompatible and not industry-standard, legacy applications often written in obsolete languages, limited use of virtualization Techniques. 20,000 people just for the operational management of the DCs. Extremely high energy consumption. The Polytechnic of Milan estimates the introduction of Cloud could generate just at the IAAS level savings between 3.7 and 5.6B. 4

The new Italian Digital Agenda-1 Digital Identity: Establishing a National Register of the Resident Population, introducing a unique Digital Identity document. Digital PA: Enabling the interoperability of all nationally relevant personal data Registers. Open Data: Making sure that all relevant PA data are made publicly available. Digital Education: Progressive adoption of digital schoolbooks at the national level starting from 2013-2014. 5

The new Italian Digital Agenda-2 Digital Healthcare: Establishing a digital healthcare platform ( FSE) to collect and make accessible in a personal Electonic Health File all the Electronic Health Records of every patient. Zeroing the internal Digital Divide: Investing 750 M to complete the broadband coverage of the whole Country. Digital Justice: overcoming the historical inefficiency of the Italian justice system through an extensive digitization. Electronic Payments: The PA is committed to accept electronic payments, while electronic payments tools are mandatory for all sales of products and services. 6

MEF- Ministry of Economy and Foreign Affairs Project Cloud DT 9 Dept. Served 1200 users Treasury department + 15,000 users working for other Administration 200 Smartphones and Tablets Managed 70 Applications The Italian Public Administration has an enormous amount of computing resources - underutilised - dispersed in thousands data centres at Central and Local level; The project Cloud DT is a platform for delivering cloud services that can be used both by the MEF as well as by other administrations; 30 people UCID working on project and services delivered Treasury department 40 Supply Contracts Managed (UCID, Office for IT Dept. Coordinations) 25 people 2 Data Center, 250 server The idea is to take advantage of Cloud DT private cloud platform as a basis to create a 'Cloud Inside' the PA that would enable a strategy of gradual convergence of infrastructure and application services in a federated model, cooperative and interoperable governed centrally by a certifying body; A national federation of cloud services would allow Italy to exploit all the possible synergies between public entities as well as to eliminate overlaps 10

G-Cloud MAE Ministry of Foreign Affairs - Project Limes MAE Foreign Locations S-RIPA Public Administration International Network MAE Central Offices SPC Public System Connectivity SIFC: Integrated System Consular Functions Other Administrations Maintain active communication with the risk areas is crucial and today this is done through a variety of means: telephone, fax, email, instant messaging MAE: Public administrations communicate with each other through the network S-RIPA and SPC 10 Representative offices 126 Embassies internet S-RIPA- SPC 97 Consulates 325 Locations 92 Cultural Institutes The pilot project of the MAEF called "LIMES - Line Data Migration, Emergency and Security is a PRIVATE CLOUD developed and managed by MEF It is aimed to ensure service continuity for Italians residing abroad by strengthening active and passive security as well as ICT safety of diplomatic-consular offices located in areas of high conflict Farnesina LIMES has already been implemented in 8 foreign offices in 6 countries, involving more than 7,000 Italians abroad. 11

MAE Cloud Solution The project is based on configuring dedicated virtual servers hosted at the Foreign Ministry in Rome, populated with the Data and the applications related to the functions of the Embassies and Consulates in countries at risk. The virtual servers ensure in any case the continuity of the Consular services and the possibility of making researches and estrapolations on the Data Bases. The connection to the virtual servers is provided by S-RIPA. The Offices in the Countries at risk can operated just through Client devices 12

G-Cloud ISTAT - 15 Cloud Census 15 Italian Census - completely electronic: 8.783.824 questionnaires filled in on line more than130 million transactions on the system 500,000 transactions per day Processes have been re-organized around this idea on electronic census Organization of information systems for the data entry phase portal Web tool for independent questionnaire filling in Cloud services to manage the Census process - IaaS private cloud Driving factors: since the start of the project cooperation and clarity of objectives with the Cloud provider 13

G-Cloud - Tuscany Internet exchange TIX 2.0 With the implementation of the new TIX 2.0 Tuscany has pursued its main objective: the creation of a services oriented centre The guiding principle has been the paradigm XaaS (as-a-service): Infrastructure as a Service Platform as a Service Software as a Service development of TIX -1.0 private Internet - into TIX 2.0 - data centre for providing IaaS, PaaS, SaaS Goal: to allow Public Administration bodies to focus on their core activities and don t waste time on ICT problems like implementation, management and maintenance of the underlying infrastructure Advantages: Scale economies; opportunity of using most advanced technology at a premium price, continuous technology upgrade and high skilled ICT professional availability. 17

G-Cloud - Municipality of Udine epart epart is an innovative Network in which citizens can participate actively in their own territory. epart Cloud is the management solution for the Public Administrations for the management of maintenance / urban issues. Citizens use a map to locate the exact spot and make the report by choosing the type and attaching the photo, it is also possible to follow the progress of work to the full resolution of the problem. Thanks to epart, Executives and Directors of Municipality of Udine can : Plan in a more efficient way - reducing the time and number of actions needed to optimize human and economic resources epart The social Network for Citizens partecipation Analyze the activities of the various offices and agencies in charge - identify any inefficiencies and intervene (reporting system very useful to get statistics and information on activities performed by offices in order to optimize resources, identify leakages etc.) Almost 2 years after the adoption of epart, people have shown a great turnout and a high appreciation of the service while Municipality of Udine has sensibly reduced costs and time devoted to urban maintenance 18

Where do we go from here: In order to take all the advantages that Cloud can provide to our Public Administration, we need: To proceed to a major process of consolidation and virtualization of our infrastructure, reducing our 4000 obsolete Data center to 40- state of art ones. To rationalize the whole Public IT architecture, develop and deploy a new set of applications to guarantee the interoperability among the administrations, the achievement of the objectives set by the new Digital Agenda as well as the access of the citizens to open data as a pre-condition of a new digital citizenship In the meantime however lot of new green Cloud applications are sprouting inside Central and Local PA.. 19

A few open issues: The Digital Agenda should not be conceived as just a technological platform, but as a cloud of business processes making up a new Economic Institution, as the continuation of politics through technological means.. Carnevale Maffè SDA Bocconi ) Migration versus creative destruction Design versus adoption Cloud as Hub of interoperable processes Cloud as an opportunity of carving out and redefining through publicprivate collaboration the institutional processes of the Country, today (badly)managed by the Public Administration So the best has still to come! 20
