Prevention and Mitigation plan for flooding problems Bangpa-in Industrial Estate Preface For the flooding situations in the year of 2011, Bangpa-in Industrial Estate had experienced the critical level of flooding and the increase of frequency seems to be occurred with higher negative impacts due to the extreme change in weather patterns and natural resources. The aforementioned problems need to be prevented and improved. In order to prepare for the sustainable prevention and improvement, Bangpa-in Industrial Estate has prepared prevention and mitigation plan based on study from 2011 flooding situations to be used as a manual for preparation, work plan, decision making and observation. In cooperation with flooding prevention system designer, operators as well as other work units for data sharing so that the prevention plan could reach its highest efficiency and benefits. Prevention and Mitigation plan for flooding problems Bangpa-in Industrial Estate 1. General Information General landscape of Pranakorn Sri Ayuttaya is the flat type with the areas of 1,608,981 rai. There are 4 main rivers namely Chao phraya river, Pasak river, Lobburi river and Noi river with about 1,261 irrigation and natural canals altogether. When rain occurs with high frequency in all region of the country and heavy rains in some regions such as northern and central parts, it could significantly affect the volume of water in Ayuttaya s rivers. With higher level of water, flooding is possible to occur and ruin the affected areas. Bangpa-in Industrial Estate, however has been aware of the volume of water in Chao praya and Praramhok dams as well as river bodies around the industrial estate such as Khlong Kud, Nong-hoy canal, klong-jik water gate, Premprachakorn water etc. For flooding situations in the year of 2011, Bangpa-in industrial estate had occupied by floods with severe destruction. The situation has effected investor s confidence in industrial sector. Bangpa-in industrial estate was established in 1989 and located in Tumbon Kong-jik, and Tumbon Bang krasun, Bangpa-in district, Pranakorn Sri Ayuttaya province. With the area of 1,962 rai, located about 90 entrepreneurs such as investors from Thailand, Japan, United States of America and other countries. For the investment budget of 60,000 million baht, it has contributed to various kinds of industrial sectors such as Electronic industry, Car manufacturing, machinery industry and leatherette etc. Bangpa-in industrial estate consists of around 50,000 residents and employees. 2. Objective To be used as a guideline for preparation stage of Surveillance and encountering with the flood. Users will be able to effectively manage when facing with the floods and also rely on flooding prevention system of Bangpa-in industrial estate. The objective also focuses on reduction on negative impact to the least. 3. Scope To be used as a guideline for preparation stage of Surveillance and prevention as well as management method when encountering with flooding by Bangpa-in industrial estate. Moreover, this report is planned to use as guideline for cooperation within all stakeholders such as government, entrepreneur and local citizen in terms of flooding relief as well as procedures, directions, organization, observation and communication. 4. Flood prevention and mitigation plan - Because disaster caused by irrigation dam can lead to loss in production industry and directly impact on economic, employment and investors s confidence. In order to prevent and improve the aforementioned problems, it is necessary to prepare from stage of survey, design, construction, operation and maintenance. The dike must be in a good condition with high efficiency. Flood prevention and mitigation plan consists of 5 steps namely Preparation plan (Before flooding), Encounter plan (when flooding), Evacuation Measurement, Salvage Plan, Reconstruction Plan and measurement on reduction of environmental impact as follows: 4.1 Preparation plan (before flooding) 4.1.1 Preparation on Flood Protection Dike For construction of flooding dike, Bangpa-in industrial estate has constructed dike around the area in order to prevent water from the outside from coming in. The constructed dike made of compacted fine clay with +4.40 MSL height and R.C. Flood wall is constructed on the crest of dike to reached the height of +6.00 MSL. Concrete Slope Protection has been installed in order to protect water from the front and behind dykes. Design return period is designed to be 100 years. - Design of drainage system in the area of Bangpa-in industrial estate is designed for separation of rain water drainage and wastewater system. Rain water drainage is also designed as a small canal through its slope. Water from each alley in the area goes directly to the main canal and which leads to 3 water pumping stations. - Preparation of water pumping stations, in order to prevent flooding in industrial estate areas, Bangpa-in industrial estate is trying to maintain water level not higher than +0.55 MSL in rainy season by regularly pumping out the water. 4.1.2 Inspection and preparation of equipment and vehicles - Report on machine in the areas and heavy tools in the area. - Prepare equipment for maintenance of the dike such as stones, sand, sheet pile and sand bags etc. - Prepare vehicles, boats for patrolling of the dike outside Bangpa-in industrial estates. - Prepare vehicles for inspection and evacuation of people from risk areas. - Food, drinking water and first aid kit. - Fire extinguisher and other important equipment such as flashlight, power generator and fuel. - Prepare for spare water pumps to be ready both inside and outside of the area. 4.1.3 Identify readiness of communication system and equipment - Main telephone number: 035-258-200 - Identify contact person in case of emergency - Identify communication path through SMS - Report updated information via www.bldc.co.th - Provide communication high efficiency equipment for operation team and siren 4.1.4 Readiness of operation personnel Page 4

- Flooding emergency team of Bangpa-in industrial estate consists of industrial estate officers, Bangpa-in Land Development Company Limited s employees of 70 people who are responsible for cooperation with related governmental offices. And also cooperate with entrepreneur for inspection of dike and support the construction team. - Construction team of dike of Bangpa-in industrial estate composes of engineers, inspection technician, head of employee and employees for about 155 are responsible for assessment of flooding dike and maintenance. 4.1.5 Identify assembly area and resource management - Main office at Bangpa-in industrial estate. - Office of flooding dike construction department 4.1.6 Readiness in evacuation path and position - Office buildings and factories with more than one story are assigned to be the evacuation points during flooding situations. - The area outside industrial estate are ones assigned by ministry of industry such as Rong-glua market, Pratunam Phra In for example. - In case, the company/factory has already provided places outside industrial estate to be used as evacuation points, company/factory shall follow its own plan. By doing this, industrial estate must be informed in order to organizing of transportation, pickup/drop-off points of machines, operators and evacuated people. - Provide suitable area in industrial estates for landing of helicopter in order to transfer injured people and/or valuables if necessary. 4.1.7 Readiness in surveillance/ reporting - Update information of water volume from Nakorn-sawan province - Update information of water flow released from Chao-phraya and Praram-hok dams. - Update information of water level. Surveillance point 1: Chao-phraya river (in front of Bangpa-in police station) East side of industrial estates. Surveillance point 2: Klong-jik watergate; North side of industrial estates Surveillance point 3: Klong prem prachakorn Watergate; South side of industrial estates Surveillance point 4: Udom-Sorayuth road - Cooperate/ update information on flooding from related governmental units 24 hrs. - Inspect conditions/ strength of flooding dike around industrial estates, water pumps, drained areas and related Watergates 24 hrs a day. However, in case of inspection result shows that the current system is effective and safe enough for flooding prevention helps will be distributed to flood victims such as food and daily items and assign evacuation center/shelters. 4.2 Encounter plan (when flooding) 4.2.1 Provide operation center during emergency situation When flooding is occurred or predicted to occur, operation center and operators must be provided in order to manage with the situation. The director of Bangpa-in industrial estates is in charge of director to control the situations. 4.2.2 Commanding in emergency situation In order to effectively command and response to the emergency situation, personnel and his responsibility are assigned in the structure of emergency control as follow: 1. Director of emergency situation 1.1 Consultant 1.2 Supporting team (critical situation) 2. Cooperator of emergency situation 3. Commander of emergency situation 4. Incident prevention unit 5. Incident protection unit 6. Communication and cooperation unit 7. Security and traffic unit 8. Evacuation unit 4.2.3 Level of flooding and procedure Level Situation/Warning Entrepreneur Procedure by Industrial Estate 1. Green Volume of water flow from Chaopraya and Praramhok dams altogether 2,500-3,000 m3/sec For surveillance and updating information from Industrial Estates via www.bldc.co.th -Prepare, inspect all equipment -Closely Observe water level at surveillance point 2. Yellow - Volume of water flow from Chaopraya and Praramhok dams altogether 3,000-3,500 m3/sec - Remove/transfer valuable items to a safe place. - Prepare to prevent electricity system, machines, chemicals or hazardous objects - Assign a command center for emergency in Bangpa-in industrial estate. - Continuously conduct Public awareness of information to entrepreneur - Cooperate with related office to be informed and stand by. 3. Orange - Volume of water flow from Chaopraya and Praramhok dams altogether for more than 3,500 m3/sec -Water level at Kongjik/klong-prem prachakorn Watergates reaches +3.30 MSL and - Water level outside the area of industrial estates reaches shoulder of Udom- Sorayuth road. - In case of water level outside industrial estate keeps increasing and reaches the middle of of Udomsorayuth road (+3.85MSL) - Remove/transfer vehicles and evacuate employees, belongings, merchandise, raw materials, important data to a safe place and/or a temporary office outside industrial estates. Or stations indicated in BCM plan can be used, or a place where the Ministry of Industry has prepared (Rong-glua market). In which, each company/factory shall consider for necessity of transportation. - In case of not moving out from industrial estates, food, drinking water and daily items shall be provided. - Inform information of evacuation plan and temporary service point to the the industrial estates. - IEAT issues a letter for entrepreneur to quite operating. -When water level reaches sidewalk reaches sidewalk of Udom-Sorayuth road(+3.30 MSL) and seems to be increased, the industrial estates shall announce for remove/transfer small vehicles outside of the area. - Close Stop-Logs nearby Klong putsa train station when water level outside reaches the shoulder of Udom-sorayuth road (+3.30 MSL) - Provide traffic officers for the convenience of evacuation. - Install a port for transferring equipment in front of the industrial estates. - When water level reaches the middle of Udomsorayuth road (+3.85MSL) the industrial estates shall announce to remove/transfer all types of vehicles to be outside and close the inbound roads when water level reaches +4.00 MSL. 3. Red - Water level is high and reaches +4.20 MSL and block the transportation 4.3 Evacuation measurement -Closely update information from the industrial estates - Prepare for evacuation of operators who are standing by in the company/factory to a higher place in case the situation is out of control. - The industrial estates closes both inbound and outbound route. - Emergency truck shall turn on siren as a warning. - Provide boats for people at assigned point. Identify criteria of communication by emergency commander of Bangpa-in industrial estates, conduct public relations or announce an emergency situation. Situations are classified as follows: 4.3.1 For public relation in terms of preparation, entrepreneur and residents inside the industrial estates shall prepare for evacuation that can be occurred by considering appropriation relevant to flooding conditions. By conducting a meeting with entrepreneur or issue a warning letter attached with suggestions in method of transferring important documents, raw materials, chemicals, products, machines that can be removed. 4.3.2 In case of uncontrollable situations such as when water level excesses or ruins flooding prevention systems and reaches the area of industrial estates as well as showing risk of difficult control, the announcement shall be about immediate evacuation. Evacuation of employees and residents is to remove to safe places such as office buildings, buildings with more than 1story etc. As well as contact with Bangpa-in regional electricity operator for cutting out electricity to the industrial estates with consideration on safety by specialists. In case of necessary of using electricity and agree with safety, electricity can still be provided. 4.4 Salvage plan/ after flooding (In case of flooding in the industrial estates) 4.4.1 Assign salvage center by CH. Karnchang Public Company Limited 4.4.2 Assign security inspection team to look after possessions inside the industrial estates by having patrolling team from army and/or a team from the industrial estates. 4.4.3 Provide necessary equipment such as power generators, spare of water supply. 4.4.4 Inspect for destroyed parts and repair the flooding prevention system as well as providing more necessary equipment such as powerful water pump, fuel system or temporary path leading to the center. 4.4.5 Provide enough boats for removing, transferring and evacuation back to the industrial estates area. 4.4.6 Assign an environmental team for collecting damaged items, garbage and contaminated oil. 4.4.7 Cooperate or service governmental office such as industrial department, pollution control department, disease control department for sample collection of water quality. 4.4.8 Start repairing flooding dykes, water pump stations and also pump out water to the outside industrial estates. 4.5 Reconstruction plan (Reconstruction of the area after flooding) Director of emergency situation command to his subordinate as follows: 4.5.1 Assign a center for power generation in the industrial estates by contacting to the regional electricity office for its maintenance, repair, adjust and providing other necessary equipment with light throughout the reconstruction period. 4.5.2 Cooperate with reconstruction team and communication system in the industrial estates. 4.5.3 Assign service center of industrial debris in order to provide suggestions and transportation for waste management that is relevant laws and regulation in association with industrial department 4.5.4 Inspect/ assess loss of the company, factory. 4.5.6 Clean up all areas in the industrial estates such as organizing the Big Cleaning Day that all stakeholders are involved. 4.5.7 Replant all destroyed trees. 4.5.8 Redecorate office buildings for better visions by repainting the building, putting small trees in the office etc. Page 9
