The Republic of TURKEY 2 Worklife in Turkey In the field of occupational health and safety, Turkey has legislative, practical and institutional knowledge accumulated over the past 150 years. The Ministry of Labour and Social Security (MoLLS) in cooperation with related ministries and representatives of workforce play the key role in improving occupational health and safety in the country.

The Republic of TURKEY 10 Besides the DGOHS, the Ministry has two more organizations carrying out OHS related activities: Labour Inspection Board (LIB); performs all kinds of labour inspection activities related to OHS and identifies the measures to be taken to ensure OHS based on inspection reports and relevant statistical data. CASGEM; organizes training courses and seminars on occupational health and safety

The Republic of TURKEY 12 Structure of LIB In 10 regional group of labour inspectorate centers: 326 Social Labour Inspector 277 Technical Labour Inspectors 603 Total Inspector An inspector per 1 410 workplaces, An inspector per 10 250 workers.

The Republic of TURKEY 14 The Duties of the General Directorate for OHS (1) To adapt and ensure the implementation of legislation in the field of OHS, To determine the national policies and prepare programmes, To ensure co-operation and co-ordination with national and international organisations and institutions, To provide necessary recommendations in order to ensure efficient inspection and monitor its results,

The Republic of TURKEY 15 The Duties of the General Directorate for OHS (2) To carry out standard studies, prepare and develop norms, carry out activities such as; measurement, evaluation, technical control, training, counselling, expertise, etc. and evaluate and authorize institutions that carry out such activities, Authorize persons and institutions that will manufacture personal protective equipment, to determine the compatibility of the equipment to be imported, to the standards and to define the methods and principles on this subject,

The Republic of TURKEY 16 The Duties of the General Directorate for OHS (3) To plan, program and ensure the implementation of study and research activities on occupational health and safety and prevention of occupational accidents and diseases, To carry out publishing and documentation studies in its field of activity and to organize statistics To carry out necessary activities and to ensure the protection of all workers, including those who are having occupational training, those who are rehabilitated, special risk groups and public servants, and to ensure that the necessary measures are taken,

The Republic of TURKEY 17 The Duties of the General Directorate for OHS (4) To organise, manage and inspect the studies of Occupational Health and Safety Center and Regional Laboratories of it (İSGÜM), To carry out similar tasks assigned by the Minister.

The Republic of TURKEY 19 Activities of Directorate General for OHS

The Republic of TURKEY 20 Legislative Activities 33 New By-laws have been published in past two years: 21 of them transposing EU Directives into national legislation. 12 of them relating to other areas such as the workplace physicians, engineers, training of the workers etc.

The Republic of TURKEY 21 OHS Evaluation of Progress Report for the Year 2004 and 2005 Turkey has made progress in the field of social policy and employment, particularly regarding the transposition of the OHS legislation, since the last progress report. To this end, a number of By-laws have been published to harmonize EU directives.

The Republic of TURKEY 22 In Previous Laws In the workplaces where 50 or more workers are employed, Since 1973, establishment of OHS councils Since 1930, presence of workplace physicians, nurses and health services Since 1973, supervision of a safety engineer for mines and construction sites have been compulsory.

The Republic of TURKEY 23 National Occupational Health and Safety Council The National Occupational Health and Safety Council (NOHSC) established by a Ministerial Decree. The First NOHSC Meeting was held on 6 th of May 2005. Council takes advisory decisions.

Establishing International Occupational Health and Safety Education and Research Center Establishing two Regional (Ankara, Kocaeli) ) and Mobile Laboratories

Overall Objectives To align the occupational health and safety standards in Turkey with those of the European Union. Trainings of OHS Professionals Trainings of OHS professionals (Occupational physicians, nurses and occupational safety expert) is provided by ÇASGEM (Labour and Social Security Training and Research Center) of the MoLSS. After these trainings, 1317 occupational safety expertise certificates 174 occupational physician certificates 141 occupational nursing certificates were given. March 2006 The Republic of TURKEY 43

ISGUM was established by an agreement within the framework of United Nations Development Program as an ILO Project in 1969. At the moment, it functions as a Technical Directorate attached to the DGOHS under the MoLSS. March 2006 The Republic of TURKEY 45
