Section 1 Purpose of the ocument This ocument specifies in more etail the proceure of measuring the ata transmission spee specifie in item 5 of the Office s ocument: Annex 3 to the Invitation to Tener for the Awar of the Rights to Use Raio Frequencies for Proviing a Public Communications Network in the 800 MHz, 1800 MHz an 2600 MHz Bans [1]. Section 2 Definition of concepts For the purposes of this methoolog, the following terms have the following meanings: a Measurement square is a 100x100m stanarise square with an exactl efine GPS location an orientation in accorance with the Czech territor coverage ocument prepare b the Office. The inices show the relative location to the axes, which are not interconnecte with the maps of the Czech Republic. Each measurement square has a unique ientifier, enote as ID, which consists of the row an column number of the initial graticule. Each measurement square s attributes inclue its association with communit an istrict, the number of population in the measurement square an the information whether it belongs to motorwas, expresswas or rail corriors; b Rank k measurement sample is a continuous time interval of 1 secon uring which the transmitte test ata volume w(k is measure in btes, where k is a positive integer, inicating the measurement sample s rank in time; c Measurement sample of ata transmission spee v (, k is the spee of ata transmission pertaining to measurement square, where k is a positive integer inicating the measurement sample s rank in time. Afterwars the minimum value of ata transmission spee is increase to 5 Mbit/s (5,000,000 bit/s for the ownlink irection. This spee applies to one piece of mobile equipment an one SIM; f Relative coverage success rate R( is a imensionless number between 0 an 1 (or percentage between 0 an 100 % inicating the rate of successful coverage of a given stationar point or measurement square for the efine limit v min. This parameter is etermine so as to ensure that R( 0.5; g Measurement time T m is a continuous time interval in secons, uring which the test ata are transmitte an the ata transmission spee is measure; h Interval between measurements T p is a continuous time interval in secons, uring which no test ata are transmitte an the ata transmission spee is not measure; i Measurement perio T = T m+t p is a time interval in secons consisting of two immeiatel succeeing intervals: the measurement time an interval between measurements; j Measurement series is the sequence of a finite number M of successive measurement perios T, where M is a positive integer; k Number of repetitions is a series of measurements whose number is L, where L is a non-negative integer. Section 3 Initial conitions of ata transmission spee measurement (1 A measuring terminal or an equivalent piece of equipment (moem an computer is use for the ata transmission spee measurement. The software in the terminal shoul be able to recor the time course of ata transmission spee at one-secon intervals an then to make statistical calculations, using the measure ata, uner the following conitions: a The measurement is performe using a measuring evice via the network of the operator being teste against a server with guarantee Internet connectivit of at least 1 Gbit/s an with a computing performance which at least ensures that the measurement is not aversel affecte; b The measurement is performe on business as between 7 a.m. an 7 p.m., unless the measurement itself requires the measurement to be performe at an other time; c SIM cars with activate public (personal mobile internet access service with the highest available ata limit, or with no limit, are use for the measurement; The measurement is performe on the IP (Internet Protocol laer, using the TCP Transmission Control Protocol ownlink from the server to the measuring terminal; e UMTS measurement will be performe as alternative to the LTE measurement for a transient perio of 5 ears in accorance with [1] as follows: two measuring terminals (moems will be use, one being primaril set at the LTE moe an the other at the UMTS moe. In the case that in the relevant measurement sample the ata are not transmitte b the LTE sstem, or the transmitte ata volume is smaller than the ata volume transmitte b UMTS sstem operating in parallel, the ata transmission spee measure b the UMTS sstem will be use for the given measurement sample. This proceure reuces the averse impact of an outages when the measuring terminal passes from the LTE-covere area to the UMTS-covere area an vice versa; f The current location of the measuring terminal will be monitore b a GPS receiver with a ±5 m position ientification error an with a 5% maximum probabilit of position ientification error; g The location of the measuring antenna must ensure that the averse impacts of the in Accorance with the LTE Stanar Page 2

(2 All measurements must be performe with three TCP connections simultaneousl open uner the following conitions: a The metho of measurement an of interpreting the results is specifie in etail in the IETF RFC 6349 ocument [2], unless otherwise provie; b TCP flows are generate continuousl uring the entire time of measurement; c With respect to the assume ata transmission spee an the value of ela in ata flow transmission, the size of the TCP reception winow will be set at a value of at least 64 kb for each open session; The size of the packets must be set so as to prevent packet fragmentation in the entire network being teste. Section 4 Measuring ata transmission spee (1 Data transmission spee is measure at a single point with no movement of the measuring terminal (stationar measurement or in a rive test. The calculations of coverage an ata transmission spee are escribe in etail in Section 5 below. (2 Stationar measurement of ata transmission spee in mobile networks will be performe [1] as follows: a During ranom measurement to check compliance with the conitions specifie in the tener, measurements will be taken within four consecutive hours at least four times in each hour with an interval between measurements of at least 10 min. (see Section 5, Subsection (1; b In the case of an investigation upon a complaint of interference with network operation or complaint of failure to maintain the ata transmission spee guarantee on the basis of agreement between the client an the service operator, the measurement will be taken for a perio of 1 hour (see Section 5, Subsection (2. (3 In stationar measurement (measurement at a single point with no movement of the measuring terminal, the requirement for the esire ata transmission spee is met if an when: a The ata transmission spee reaches the require value (2 Mbit/s or 5 Mbit/s in at least 50% of the measurement samples; b The average ata transmission spee for all measurements reaches at least 75% of the require value (1.5 Mbit/s or 3.75 Mbit/s; c Shoul the above conitions of ata transmission spee fail to be met, one repeate measurement will be taken for verification. (4 For the purposes of checking the coverage of a populate area, continuous measurement of the coverage of such an area is performe b rive test measurement at a rive spee of 40 km/hour (if this is impossible ue to the conitions prevailing at the time of measurement, a lower spee is use along the major roas pertaining to the site (communit being measure. The requirement for the esire ata transmission spee is met if an when: a The ata transmission spee in the given measurement square reaches the require value (2 Mbit/s or 5 Mbit/s in at least 50 % of the measurement samples; in Accorance with the LTE Stanar Page 3
b The average ata transmission spee in the given measurement square reaches at least 75% of the require value (1.5 Mbit/s or 3.75 Mbit/s; c One repeate measurement will be taken for verification in the measurement squares in which the above ata transmission spee conitions are not met; Major roas shoul be unerstoo to mean the major roas an local roas through towns/villages an the village greens an town squares. The smallest possible number of measurement squares will be selecte along the major roas so that these selecte measurement squares cover at least 50 % of the population of the communit being measure. e The conition of coverage of a communit will be satisfie if the measurement squares meeting the criteria referre to uner a an b above cover at least 95 % of the population within the measurement squares selecte in the given communit accoring to above. (5 For the purposes of checking the coverage of motorwas an expresswas [1], continuous measurement is performe b rive test measurement at a rive spee of 90 km/hour at the maximum (if this is impossible ue to the conitions prevailing at the time of measurement, a lower spee is use along the entire length of the roa. Data communication must be available in at least 90 % of the length of the roa being measure. The requirement for the esire ata transmission spee is met if an when: a The measurement is performe twice in succession, i.e. b riving in one an the other irection along the measure segment of the motorwa or expresswa. The measurement samples from both measurements are taken as one whole; b The ata transmission spee reaches the require value (2 Mbit/s or 5 Mbit/s in at least 45 % of all measurement samples; c The average ata transmission spee for all the measurement samples reaches at least 67.5 % of the require value (i.e., 1.35 Mbit/s or 3.375 Mbit/s. (6 Coverage of transit rail corriors will be measure, using the Office s equipment, near the railwa lines (parallel roas, railwa stations, flovers or crossings in the cases of complaints. In the case of measurement at one point, the stationar measurement proceure is use in accorance with item (3 above. In the case of measurement along parallel roas, continuous measurement b the rive test proceure is use in accorance with item (4 above. Section 5 Calculation of coverage an ata transmission spee (1 Stationar measurement of coverage accoring to Section 4 Subsection 2(a will be performe in a series of measurement perios T, the number of the perios being M = 16, with a measurement time T m = 300 s an with an interval between measurements T p = 600 s. (2 Stationar measurement of coverage accoring to Section 4 Subsection 2(b will be performe in a series of measurement perios T, the number of the perios being M = 4, with a measurement time T m = 300 s an with an interval between measurements T p = 600 s. (3 For the stationar measurement, a measurement square is efine, corresponing to the GPS position ientifie uring the measurement. (6 For the rive test measurements, a measurement square, corresponing to the GPS position ientifie uring the measurement, is efine for each measurement sample. (7 For the rive test measurements, the number of measurement samples of ata transmission spee in the given measurement square is efine on the basis of Item (6 b summing up all the measurement samples belonging to the given measurement square. (8 The requirement for the esire ata transmission spee in the given measurement square or at a stationar point within the given measurement square is met if an when the following two conitions are simultaneousl met: a The ata transmission spee v (, k reaches a value of v min in at least 50% of all measurement samples in the given measurement square. (11 The tener conitions for the esire ata transmission spee accoring to Item 5 in the ocument [1] are fulfille if an when the number of population in the measurement squares meeting the conitions of Item (8 of this methoical proceure is at least 95% of the total population of the set of measurement squares selecte accoring to Section 4 subsection 4 of this methoical proceure. (12 The tener conitions for measurement along motorwas an expresswas are met if an when ata transmission is available along at least 90% of the total length of the motorwa or expresswa being measure. The ata transmission spee shoul reach the require value (2 Mbit/s an 5 Mbit/s, respectivel in at least 45% of all measurement samples. The average ata transmission spee for all measurement samples shoul reach at least 67.5% of the require value (i.e., 1.35 Mbit/s an 3.375 Mbit/s, respectivel in keeping with Section 4 Subsection 5 of this methoical proceure.
