1 Energy Saving Guarantee Contract ppenix 8 CLCULTION INSTRUCTIONS Calculation Instructions for the Determination of the Energy Costs aseline, the nnual mounts of Savings an the Remuneration 1 asics ll prices an costs applie, incluing the energy costs baseline, are state exclusively as net amounts. Changes in the amount of the statutory value-ae tax are therefore not inclue in the calculation of the annual savings. The CL has ajuste the reference prices taking account of the price trens as they are currently foreseen 1. The prices are vali for the entire uration of the contract an form the basis of the baseline an the savings to be etermine on an annual basis. Thus the CL bears the risk of changes in prices an tariffs. The reference price for any meter is the tariff vali for that meter incluing the iscounts grante to the CL plus all energy-relate taxes. The relevant perio for the calculation of the baseline is the perio from 1 January 2?? to 31 December 2??. ccoringly, settlements uring the contract perio are to be referre to full calenar years. Short settlement years are to be elimite in accorance with the calculation instructions set out below. 2 Energy Costs aseline 2.1 Energy Supplies Invoice on a Lump-sum asis (inepenent of weather an settlement perio) In the case of energy supplies invoice on a lump-sum basis inepenent of weather or using fixe annual lump-sums the unajuste annual lump-sum value is use for calculation of the energy costs baseline. This inclues among other things: Contractually agree istrict heating eman rate values an costs Lump-sum invoicing of istrict heating, lump-sum costs 2.2 Energy Supplies Invoice on a Perio asis (epening on the settlement perio) Energy supplies registere by meters an invoice by the supplier on a perio basis which as a rule are regare as being inepenent of the weather are use as basis for the year uner review on a per-ay basis. This inclues among other things: Low-voltage supplies an base prices Deman rate supplies Meium-voltage supplies (etails see section 5.2) 1 Reference prices are usually the tariffs vali at the en of the baseline year. If the baseline perio lies far in the past, then current tariffs may be use. Strategic reference price etermination is also possible (e.g. if consierable price changes are to be expecte). The energy supply costs of the year uner review are etermine from the energy supply etermine in the way escribe by applying the respective reference price. 3 mount of Savings 3.1 Principles The Energy Saving Guarantee Contract aims at reucing the energy supply costs for the contractual objects. The electricity an heat supply costs are reuce by the following mechanisms: Reuction of kilowatt hour rate elivery [kwh] will be 1% effective for the CN s remuneration Reuction of eman rate elivery [kw] will be 1% effective for the CN s remuneration Tariff changes will not be effective for the CN s remuneration Thus, tariff changes uring the contract perio an the associate price risk will basically be completely to the benefit/etriment of the CL. The calculation metho ensures that the CN can achieve energy cost savings effective with regar to his remuneration uner the contract only by the first two measures state above. Exceptions Exceptions from these rules are set out in section 7. They concern the treatment of energy source conversions changes in the tariff structure changes in the tariff ue to technical measures 3.2 Determination of the Unajuste Energy Supplies an Costs in the Settlement Year ccoring to 9.2 The unajuste energy supplies an costs are etermine in accorance with the calculations set out in section 2. Only the energy consume for heating, which is estimate at 9% of the total heat consumption, is linearly ajuste by the heating egree ays in the perios to be compare. 3.4 Usage justment ccoring to Usage ajustment of consumption an supplies of electricity an heat an the energy consumption costs is effecte in accorance with the contents of the contract. 3.5 Determination of the Reuction of the Energy Supplies in the Settlement Year The weather an usage ajuste energy supplies an the eman rate consumption are broken own by builing an energy source an compare to the consumption an eman rate consumption in the baseline year: L L : L Ref : L : E = L E : E Ref : Re f L Reuction of eman rate consumption in the settlement year ctual eman rate consumption in the baseline year Usage-ajuste eman rate consumption in the settlement year = E Re f E Reuction of energy supply (kilowatt hours) in the settlement year Energy supply (kilowatt hours) in the baseline year The reuction of the energy supplies etermine in this way allows etermination of the reuction of CO 2 emissions by applying the appropriate emission factors. 3.6 Calculation of the Savings in the Settlement Year Reuctions of kilowatt hour or eman rate supplies realise in the settlement year are rate with the kilowatt hour or eman reference prices, after weather an usage ajustment. This proceure ensures a clear ifferentiation of the causes of energy cost reuctions. The CN can only claim actual reuctions in the amount of kilowatt hour an eman rate consumption. The reference prices an the energy supplies etermine for the reference year (kilowatt hours an eman) result from ppenix 7 (Energy Consumptions an Prices) of the contract, separately for each iniviual meter. The resulting kilowatt hour rate is use as the reference price. Conversion to Invoicing ase on Consumption an Deman When converting a meter uring the baseline year from invoicing base on consumption only to invoicing base on consumption an eman, the kilowatt hour consumption invoice for the entire year an the per-ay average eman rate supplies from the time of conversion until the en of the baseline year are use as reference. The reference prices efine for kilowatt hour an eman consumption are applie to these supplies. If conversion takes place uring the contract perio, only the kilowatt hour consumption in the settlement year is to be applie. 6 Energy Saving Guarantee Contract ppenix Meium Voltage Kilowatt hours The meium-voltage kilowatt hours supplie are calculate separate by low an high tariff areas. To etermine the consumption costs, the consumption invoice for each tariff area is rate with the respective reference price. Wattless work is not taken into account. Deman Settlement is in accorance with the proceure state in the energy supplier s invoices. Shoul that proceure change uring the contract perio, then the eman rate supply will continue to be etermine using the invoicing proceure on which the baseline is base. 6 Peculiarities Regaring Heat 6.1 Natural Gas Energy Supplies / Conversion To etermine the heat supply in kwh or MWh, the conversion factors for m³ into kwh state in the energy supplier s invoices are use. Reference value for consumption is the calorific value H o. Very Small Consumers Consumption, costs (an thus invoices) of very small consumers (unsen burners, small kitchens) are as a rule neglecte an are therefore not a subject matter of energy cost accounting. Shoul they have to be taken into account in the baseline for reasons of accounting (no separate invoice item) they will be inclue in the settlement also in the following years. 6.2 District Heating Connecte Wattage To etermine the baseline, the connecte wattage effective at the time the invitation to tener has begun is use. 3 If the connecte wattage changes uring the contract perio, the new value will become effective with regar to settlement only from the ate specifie in the energy supplier s invoice. District heating costs are thus etermine on a pro rata per-ay basis for the respective perios. 6.3 Fuel Oil / Diesel Fuel Energy Supplies / Conversion If tank level reaings are missing for the beginning an en of the year uner review, costs an work in the baseline year are estimate (example: mean of quantities supplie over several years). In the case of invoicing by volume (litres or m³) a gross calorific value of 1.57 kwh/litre is use for conversion into MWh. CHP Fuel oil or iesel fuel for testing emergency power generating units are neglecte in the baseline an the annual invoices, provie that consumption is negligible. 7 Exceptions 7.1 Energy Source Conversion If the energy source for heating is converte, the savings are calculate as in the normal case 3 The CN shoul be informe about changes in the connecte wattage without elay, as this means a change in the calculation basis. In the year of conversion an the following years, the baseline reference price of the new source (accoring to the respective tariff incl. all iscounts grante to the CL plus all energyrelate taxes) will be use as reference price. 7.2 Changes in the Tariff Structure Shoul ue to a consierable change in the tariff structure a comparison of the energy costs between baseline year an settlement year be impossible, the calculation in accorance with the principles set out above shall be ajuste by mutual agreement among the contract partners. Consierable change means: Transition to a more complex tariff structure (e.g. conversion of istrict heating lump-sum invoices) Change in the measure values (e.g. change in consumption registration: 3-minute means / 15-minute means) 7.3 Tariff Changes Due to Technical Measures Taken by the CN Tariff changes effecte ue to technical measures taken by the CN (e.g. peak-loa management, CHP operation, cancellable gas supply contract) resulting in a reuction of the energy supply costs are esirable an will be taken account of in the CN s remuneration on the following conitions: nnouncement stating the technical measure an the intene change in tariff Provision of calculational proof Tariff change after implementation of the measure Consieration of the tariff change in the calculation of the savings by means of an appropriate calculation proceure 4 If prior to the start of the measure the CL has not receive such announcement an calculational proof, the savings achieve through the change in tariff will not be taken into account as energy cost savings in the settlement. 7.4 Reference Perios Not Ientical With the aseline Year If in justifie cases a eviation shoul be mae from the intene perio (1 January 2?? 31 December 2??) for the etermination of the baseline (e.g. meium-voltage accounting with eman rate consumption ajustment in the 1th month of the year), then the eviating perio must be clearly ientifie. The settlements uring the contract perio are likewise to be rawn up for the ifferent perio. If for iniviual meters a eviation is mae from the baseline perio, because energy supplier s invoices are not available, this must be clearly ientifie.
