Correspondence of qualifications issued in Republic of Estonia and qualifications issued in former Union of Soviet Socialist Republics prior to 20 August 1991 Government of the Republic Regulation No. 120 of 6 June 2005 (RT 1 I 2005, 32, 241), entered into force 12 June 2005. This Regulation is established on the basis of subsection 28 (2 2 ) of the Republic of Estonia Education Act (RT 1992, 12, 192; RT I 2003, 33, 205; 48, 342; 58, 387; 78, 526; 2004, 27, 180; 41, 275 and 276; 45, 316; 56, 404; 75, 524). Chapter 1 General Provisions 1. Scope of application of Regulation (1) The correspondence of the qualifications issued in the Republic of Estonia until 16 June 1940 and from 20 August 1991 to levels of education and levels of higher education in the education system of the Republic of Estonia is established by this Regulation. (2) The correspondence of the qualifications issued in the former Union of the Soviet Socialist Republics (hereinafter the Soviet Union) before 20 August 1991 to levels of education and levels of higher education in the education system of the Republic of Estonia is established by this Regulation. (3) The name of an academic degree, diploma or other qualification is used in the original or transliterated form, unless otherwise provided for in legislation. If necessary, the translation of the name of the qualification and reference to a corresponding qualification recognised in the Republic of Estonia provided for in this Regulation shall be added to the name of the qualification by making a notation «(qualification corresponding to the kvalifikatsioon)» after the name of the qualification. (4) The correspondence of qualifications shall not be determined on the basis of the following documents certifying education issued in the Soviet Union: 1) a diploma issued by an institution of higher education within the area of administration of the Ministry of Internal Affairs of the Soviet Union which certifies the award of higher professional qualification; 2) a diploma issued by an institution of military higher education.

2. Principles for determining correspondence and for recognition of qualifications (1) The determining of the correspondence of qualifications shall be based on the principles of the Convention on the Recognition of Qualifications Concerning Higher Education in the European Region (RT II 1998, 7, 14), documents related to the Convention and this Regulation. (2) The assessment given to a document certifying education based on the purpose of the studies completed and the rights the completion of the studies grants to the person in the labour market or in the continuation of studies shall be the basis for the determination of the correspondence of the qualifications provided for in this Regulation. (3) For the purposes of this Regulation, documents which are deemed to be part of the education system of the Republic of Estonia and documents which were deemed to be part of the education system of the Soviet Union are documents certifying education. (4) A person has the right to turn to the Estonian National Academic Recognition Information Centre in order to have the correspondence of a qualification which is in correspondence with the conditions provided for in subsections 1 (1) and (2) but is not listed in this Regulation or the correspondence of a qualification specified in subsection 1 (4) assessed. (5) The educational institution where the person continues his or her studies, and in case of a person who commences work, the employer, are competent authorities for the recognition of a qualification which is in correspondence with the conditions provided for in subsections 1 (1) and (2) but is not listed in this Regulation, unless otherwise provided for in legislation. Chapter 2 Correspondence of qualifications acquired in education system of Soviet Union 3. Correspondence of qualification acquired in Soviet Union to basic education Qualification acquired in the education system of the Soviet Union and certified by kaheksaklassilise kooli lõputunnistus (Eight-year School Leaving Certificate) is deemed to correspond to basic education. 4. Correspondence of qualification acquired in Soviet Union to secondary education Qualification acquired in the education system of the Soviet Union and certified by one of the following documents is deemed to correspond to secondary education:

1) keskkooli lõputunnistus (Upper Secondary School Leaving Certificate); 2) vocational school leaving diploma. 5. Correspondence of qualification acquired in Soviet Union to magistrikraad (Master's Degree) Qualification acquired in the education system of the Soviet Union and certified by specialist's diploma of a higher professional qualification is deemed to correspond to magistrikraad (Master's Degree). 6. Correspondence of qualification acquired in Soviet Union to doktorikraad (Doctor's Degree) Qualification acquired in the education system of the Soviet Union and certified by one of the following documents is deemed to correspond to doktorikraad (Doctor's Degree): 1) a candidate's degree diploma Kandidat nauk (Candidate of Science); 2) a doctor's degree diploma Doktor nauk (Doctor of Science). 7. Correspondence of qualification acquired in Soviet Union to informal education Qualification acquired in the education system of the Soviet Union and certified by a diploma in the field of Party and Soviet construction is deemed to correspond to informal education. Chapter 3 Correspondence of qualifications acquired in Republic of Estonia 8. Correspondence of qualification acquired in Republic of Estonia to basic education Qualification acquired in the education system of the Republic of Estonia and certified by põhikooli lõputunnistus (Basic School Leaving Certificate) is deemed to correspond to basic education. 9. Correspondence of qualification acquired in Republic of Estonia to secondary education Qualification acquired in the education system of the Republic of Estonia and certified by one of the following documents is deemed to correspond to secondary education: 1) keskkooli lõputunnistus (Upper Secondary School Leaving Certificate); 2) gümnaasiumi lõputunnistus (Upper Secondary School Leaving Certificate);

3) lõputunnistus põhihariduse baasil kutsekeskhariduse omandamise kohta (Certificate of Vocational Secondary Education Based on Basic Education); 4) lõputunnistus keskhariduse baasil kutsekeskhariduse omandamise kohta (Certificate of Vocational Secondary Education Based on Secondary Education); 5) lõputunnistus kutse- ja keskhariduse omandamise kohta (Certificate of Vocational and Secondary Education); 6) certificate or diploma of secondary specialized education based on basic education. 10. Correspondence of qualification acquired in Republic of Estonia to professional higher education Qualification acquired in the education system of the Republic of Estonia and certified by one of the following documents is deemed to be equivalent to professional higher education: 1) a diploma of vocational higher education; 2) a diploma of diploma study; 3) a diploma of professional higher education. 11. Correspondence of qualification acquired in Republic of Estonia to bakalaureusekraad (Bachelor s Degree) A bakalaureusekraad awarded upon completion of a study programme with a nominal length of study of three years or a study programme entered in the Estonian Education Information System after 1 June 2002 with the nominal length of study of four years is deemed to correspond to bakalaureusekraad (Bachelor's Degree). 12. Correspondence of qualification acquired in Republic of Estonia to magistrikraad (Master's Degree) (1) Qualification acquired in the education system of the Republic of Estonia and certified by one of the following documents is deemed to correspond to magistrikraad (Master's Degree): 1) a bakalaureusekraad awarded upon completion of a bakalaureus-study programme entered in the Estonian Education Information System before 1 June 2002 with the nominal length of study of at least four years; 2) a bakalaureuse diplom issued upon completion of a study programme with the nominal length of study of at least four years not awarding a bakalaureusekraad; 3) a university diploma;

4) a university-level specialist's diploma; 5) a certificate or diploma of teacher training based on higher education issued upon completion of a study programme with the nominal length of study of at least one year; 6) a Master's diploma issued upon completion of a Master's study programme entered in the Estonian Education Information System after 1 June 2002; 7) a Master's diploma issued upon completion of a study programme based on the longcycle study with the nominal length of study of at least five years. (2) A magistrikraad is a research or professional degree if it was acquired by completing a study programme entered in the Estonian Education Information System before 1 June 2002. An educational institution or employer shall deem such magistrikraad as a research or professional degree qualification to be a qualification falling between a magistrikraad (Master's Degree) and doktorikraad (Doctor's Degree). (3) Educational institutions may deem the magister-studies and magister-thesis completed or defended by persons upon completion of magister-study programmes entered in the Estonian Education Information System before 1 June 2002 to be part of the completion of Doctoral studies on the conditions and pursuant to the procedure as provided for in the Universities Act (RT I 1995, 12, 119; 2003, 33, 206; 58, 387; 2004, 5, correction notice; 45, 316; 53, correction notice; 56, 404; 2005, 13, 65; 29, 215). 13. Correspondence of qualification acquired in Republic of Estonia to doktorikraad (Doctor's Degree) Qualification acquired in the education system of the Republic of Estonia and certified by a Doctor's degree diploma issued upon completion of a Doctoral study programme is deemed to correspond to doktorikraad (Doctor's Degree). Chapter 4 Correspondence of qualification of persons who have acquired secondary specialized education based on general secondary education 14. Correspondence of qualification of persons who have acquired secondary specialized education based on general secondary education (1) Secondary specialized education based on general secondary education is deemed to be education falling between secondary education and higher education.

(2) An educational institution may, pursuant to the procedure as provided for in legislation, take the study results of a person in the acquisition of secondary specialized education based on general secondary education into consideration upon the completion of his or her studies during the first cycle of higher education. (3) A person who has completed a study programme of secondary specialized education based on general secondary education with the nominal length of study of at least two years and six months has the right to apply for a position requiring professional higher education. 1 RT = Riigi Teataja = State Gazette
