1 Application to Vocational Teacher Education Selection procedure You can apply to all Vocational Teacher Education institutions with a shared application form during the application period of 7 January to 27 January. The online application form must be sent or the paper application form arrive at the applicant s first-choice Vocational Teacher Education unit by 27 January at 3.00 p.m. Finnish time. You can apply to two Vocational Teacher Education units, which you will mark in the order of preference on the application form. The order of preference is binding and cannot be changed after the application period has ended. The applicant must verify his/her qualifications and the matters that affect scoring by submitting required copies of certificates. Print of the online application and numbered attachments must be sent to the applicant s first-choice Vocational Teacher Education institution by 3 February. Because you are required to prove the authenticity of the information you submitted, the teacher education institution can request that you provide the original certificates or official Finnish translations of them. The selection procedure is based on national selection criteria agreed on and used by all five Vocational Teacher Education institutions. There is no entrance examination. Students are selected from admission groups based on fields of education and from separate admission groups (see table Student selection ). The selection process follows the fields of education and study for educational administration defined in the Ministry of Education (within the Finnish Government), decision number 19/400/2004. You can be admitted to only one of your study options. In addition to information about your degree and the field of education, you are also asked to choose your preferred mode of study, i.e. how you would like to complete your studies. The mode of study will affect your chances of being admitted only if your preferred mode of study forms a separate admission group. For example: If you have completed a Master s degree in Technology, you will mark Technology, Communication and Transport as the field of education. If you choose e.g. HAAGA-HELIA s one year study mode in Helsinki in Finnish as your preferred study mode, you will compete of a study place with other applicants who belong to the same field of education. If your preferred mode of study is the programme in English in HAAGA-HELIA, which forms a separate admission group, you are competing of a study place only with those applicants who have also applied to this study mode and the field of education will not affect the admission. 1

If you are found eligible, your admission points will also be checked. Identical criteria and (point) scales are used for scoring in every Vocational Teacher Education institution. The areas to be scored and maximum points in them are as follows: degrees 12 basic studies in pedagogy 5 further professional or pedagogical education 3 work experience (non-teaching) 6 teaching and training experience 10 international or multicultural experience 2 Work experience as entrepreneur 2 maximum total points 40 2

3 In case applicants have the same score, the criteria below will be applied: 1. First preference for admission 2. Teaching experience over 30 months 3. Teaching experience over 24 months 4. Basic studies in pedagogy completed 5. Further professional or pedagogical education, over 35 cr 6. Further professional or pedagogical education, cr 7. Further professional or pedagogical education, cr 8. Points given from work experience, at least 3 years 9. Points given from work experience, at least 2 years 10. Teaching experience over 18 months 11. Teaching experience over 12 months 12. Teaching experience over 6 months If the applicant selection is not finalized based on the aforementioned criteria, a random computer-generated selection will be employed. Information required on the application form Degree with which you apply The degree must be completed by the end of the application period. If you apply with a university/polytechnic degree completed outside the Nordic countries a degree from the field of Social Sciences and Health, which you have completed outside Finland, or you belong to so-called general subject teachers and you have completed your degree outside Finland attach a recognition of your degree by the Finnish National Board of Education or the Ministry of Education of Finland with your application. Without the decision your application will not be considered. Please visit for more information. A person with a degree deviating from the applicable university/polytechnic degree can be accepted only if the applicant has been accepted to a teaching position on the grounds of extended or specialized practical competence (Decree 986/1998, 13, sect 2). linkki A person working in a position mentioned in the aforementioned section can be selected to the vocational teacher training. However, the pedagogical studies completed in Vocational Teacher Education do not make the applicant eligible for other teaching positions. A special reason can be applicable to a person acting as a teacher for further vocational education who has not completed a university/polytechnic degree (Decree 986/1998, 13, sect 6) linkki but possesses extended competence in the field acquired with other education or work experience. Further vocational education is mainly offered by vocational institutions. It means either long- or short-term nondegree programmes or further training or supplementary education for people who 3

4 have completed basic education. Further vocational education aims to extend professional competence. If the applicant is employed to provide further vocational education during the application period, with the aforementioned criteria he/she can be selected to the Vocational Teacher Education programme, but completion of pedagogical studies does not qualify him/her to other teaching positions. You will not receive admission points of the degree with which you apply to the Vocational Teacher Education programme. Field of education and specific teaching area The selection process follows the fields of education and specific teaching areas for educational administration defined in the Ministry of Education (within the Finnish Government), decision number 19/400/2004. linkki Other completed degrees The degree must be completed by the end of the application period. The degree can be either a vocational diploma or a university/polytechnic degree (see e.g. Decree 216/2001 on vocational upper secondary diplomas by the Ministry of Education linkki and Decree 179/2011 on the structure of vocational qualifications as adult education linkki). According to Act 631/1998 further vocational or specialist vocational qualifications, which can be completed as adult education, are listed in the attachment to Decree 179/2011. University/polytechnic degree means Bachelor s or Master s degrees completed in universities or universities of applied sciences. Matriculation examination or other degrees or qualifications, which do not fulfill the above mentioned criteria, will not be considered. You can be awarded 3 (three) admission points from each of the sections below, which make a maximum of 12 points. However, you will not receive admission points from a lower-level degree, which was an essential requirement of a higher degree (e.g. Candidate degree in educational sciences as part of the Master of Arts degree in education). You can be awarded admission points of only one degree per each of the sections below; if you enter more than one degree in one field, you will not receive any extra points. You will not receive admission points of the degree with which you apply. Completed degree Admission points Further vocational or Specialist vocational qualification 3 Vocational secondary or College level diploma 3 University or Polytechnic/UAS, Master s or Bachelor s degree 3 Doctoral education (Doctor s or Licentiate s degree) 3 Basic studies in pedagogy We accept basic studies in pedagogy, adult pedagogy, special pedagogy or vocational pedagogy of 25 credit points or 15 credit units (approbatur) completed according to degree requirements of a Finnish university. The studies can be included in the degree with which you apply to Vocational Teacher Education and courses that are graded do not have a time limit for completion. 4

5 If you have completed the basic studies, you can be awarded 5 admission points. Several completed basic studies cannot be used towards raising points. Basic studies in pedagogy, 25 cr Admission points Not completed 0 Completed 5 Further professional or pedagogical education Further professional education We take into consideration further professional studies completed since 1 January 2010, which either add to or diversify your professional skills. Each individual education has to be at least 2 credit points or 1 credit unit or 54 hours in extent. Credit points or credit units completed after 1 January 2010 in education leading to a degree (e.g. an incomplete degree) can be considered as further professional education but points will be awarded only once for the same studies in all areas to be scored in the admission point scale. Further pedagogical education We take into consideration pedagogical studies which have been completed according to degree requirements of a Finnish university since 1 January, 2010, if they are incomplete or separate pedagogical studies (e.g. incomplete basic studies in pedagogy) or other pedagogical courses and each individual education is at least 2 credits points or 1 credit unit or 54 hours in extent. Pedagogical studies included in the degree/degrees you have completed will not be considered here. If you have already received admission points from basic studies in the previous section, you will not receive points from the same basic studies here. Completed studies in credit units are calculated into credit points by multiplying them by 1.5. If the studies/education has been measured in days/hours, please calculate as follows: 54 hours = 2 credit points. Work experience required for eligibility (non-teaching) Work experience required for eligibility must correspond to the degree with which you apply to Vocational Teacher Education. Work experience acquired by 27 January can be considered. Work experience is calculated according to full-time employment. Full-time employment is defined as 150 working hrs/month. Short-term employment periods 5

6 are calculated together (11 months = 1 year, 21 days = 1 month). Work experience as entrepreneur can be considered. Teaching experience or practical training included in the degree you apply with will not be considered. Vocational subject teacher s eligibility requires a minimum of three years of professional work experience corresponding to the degree. Vocational subject teacher s eligibility in the field of Social Services and Health Care requires a minimum of five years of professional work experience corresponding to the degree. The same five year requirement applies to a person who has been employed as a vocational subject teacher with a degree deviating from the requirement of an applicable university/polytechnic degree. Professional work experience is not required of those belonging to the group of general subject teachers. You will not receive admission points for work experience required for eligibility. Work experience exceeding the eligibility requirement (non-teaching) You may receive admission points for professional or general work experience as well as for work experience as entrepreneur, which exceeds the eligibility requirement. Work experience, which has been acquired by 27 January, can be considered. Work experience is calculated according to a full-time employment. Full-time employment is defined as 150 working hrs/month. Short-term employment periods are calculated together (11 months = 1 year, 21 days = 1 month). Work experience required for eligibility, teaching experience or practical training included in the degree you apply with will not be considered. If a special reason is applicable (you are acting as a teacher for further vocational education but you have not completed a university/polytechnic degree), the counting of work experience exceeding the eligibility requirement will start after five years of work experience, i.e. you will not receive admission points for the first five years of your work experience. Work experience in years Admission points less than 1 year or no experience 0 at least 1 year 2 at least 2 years 4 at least 3 years 6 Teaching and training experience Admission points can be granted for teaching in all levels of the educational system and for training experience in the business life. Teaching and training experience acquired by 27 January can be considered. Teaching and training experience is calculated according to full-time teaching/training. A minimum of 16 weekly hours of teaching/training is considered full-time. Part-time teaching/training experience is converted into full-time teaching/training experience and the following formula will be applied in the 6

7 conversion: at least 64 hours of teaching/training hours corresponds to one month of full-time teaching/training. Pre-school teaching is accepted as teaching experience, but not other assignments of a kindergarten teacher. Training should be a systematic and target-oriented activity that develops the knowhow of the young people or adults to be trained. Customer guidance, consultation and induction of an employee will not be considered. Teaching/training experience Admission points less than 3 months or no experience months 1 over 6 12 months 2 over months 4 over months 6 over months 8 over 30 months 10 International or multicultural study or work experience An uninterrupted period of at least 12 months of study abroad or in an international degree programme or an uninterrupted period of at least 12 months of working abroad or e.g. in an international project or in a multicultural teaching group can be considered. NB. A group with few students of foreign background is not considered multicultural when it comes to admission scoring. A total of two admission points may be granted for international or multicultural study or work experience. Work experience as entrepreneur Admission points less than 12 months or no experience 0 at least 12 months 2 Appointment If you have been appointed as a principal lecturer or a senior lecturer in a university of applied sciences according to the Decree (352/2003, 24, subsection 2) on the condition that you will complete teacher s pedagogical studies within three years of appointment to the position, or 7

8 if you have been employed as vocational subject teacher according to the Decree (986/1998, 13 a ) on the condition that you will complete teacher s pedagogical studies within three years of the start of employment, Timetable for selection and you meet the eligibility requirements, you will be admitted to the Vocational Teacher Education programme regardless of your ranking defined by admission scoring. Information on eligibility will be published on 24 March at the earliest. Results of student selection will be published on 14 April at the earliest. Applicants will also be notified of the results by posted letters. Confirmation of study place Each selected student must confirm his/her study place by 28 April at 3.00 p.m. Finnish time (GMT +2hrs) either in the My Studyinfo service or in writing (e.g. by e- mail), otherwise he/she will lose the offered study place. Supplementary selections Each eligible applicant, who has not been offered a study place in either of his/her study options, will be placed on a waiting list in his/her admission group according to the number of points received. Supplementary selections take place if there are vacancies due to approved candidates rejecting their student places. If a study place becomes available, the Vocational Teacher Education institution will contact the applicant. Obstacles for student admission Appealing Based on the Polytechnics Act (932/2014, 26, 33 and 34 (in Finnish) linkit 26 ja 33-34) applicants to Vocational Teacher Education are asked about health based obstacles and prior forfeiture of study right. If you think the selection was not made in accordance with the selection criteria, contact your first-choice teacher education institution.
